Formulate the background
In the report of the 20th National Congress of the Communist Party of China, General Secretary Xi Jinping pointed out that "it is necessary to promote high-level opening up, improve the quality and level of trade and investment cooperation, and accelerate the construction of a trade power". In order to implement the spirit of the 20th National Congress of the Communist Party of China, the central and provincial governments have successively issued opinions on promoting the high-quality development of foreign trade and foreign investment, stable scale, optimal structure, and structure. Our county attaches great importance to the development of foreign trade and economic cooperation, and has cultivated more than 220 enterprises with import and export performance, achieving import and export of 81.18 billion yuan in 2023, a year-on-year increase of 3.6%, and the actual use of foreign investment is more than 100 million US dollars, which is an important driving force for the county's economic development. However, our county's foreign trade and economic cooperation is also facing many problems such as a single industrial structure and insufficient development quality. Especially in recent years, affected by factors such as insufficient international market demand, increasing geopolitical conflicts, frequent trade frictions, and weak international investment, the county's foreign economic and trade development momentum is insufficient. In order to meet the current needs of foreign trade and economic cooperation development and further break through the bottleneck of development, on the basis of referring to the policies of the higher authorities and other regions to promote foreign trade and economic development, combined with the actual situation of our county, the "Implementation Opinions on Promoting the High-quality Development of Foreign Trade and Economic Cooperation" was formulated.
Basis for decision-making
The formulation of the "Opinions" refers to the "Opinions on Promoting the Stable Scale and Optimal Structure of Foreign Trade" (Guo Ban Fa [2023] No. 10), "Several Policies for Promoting the Stable Scale and Optimal Structure of Foreign Trade" (Lu Shang Zi [2023] No. 123), "Several Measures to Promote the High-quality Development of Foreign Trade and Foreign Investment with a Stable Scale and Excellent Structure" (Lu Zheng Ban Zi [2023] No. 81), "Opinions on Promoting the High-level Utilization of Foreign Capital by State-owned Enterprises in the Province" (Lu Shang Zi [2022] No. 1), " Notice of Shandong Province on Several Measures to Further Optimize the Foreign Investment Environment and Make Greater Efforts to Attract and Utilize Foreign Investment (Lu Zheng Zi [2023] No. 179) and Several Measures to Support the Development of Cross-border E-commerce in Dongying City (Dong Shang Shang Zi [2021] No. 75). At the same time, other municipal policy documents were also consulted.
Purpose of departure
We will further give full play to the role of policy incentives, encourage enterprises to make greater efforts to explore the international market, enhance the influence of international brands, develop new forms of foreign trade, optimize the environment for attracting foreign investment, accelerate the cultivation of new momentum for foreign economic and trade development, and promote the high-quality development of foreign trade and economic cooperation in the county.

There are six articles in the Implementation Opinions.
(1) Promote the import of advanced technology equipment and bulk commodities
Encourage enterprises to increase the import of key technologies, important equipment and parts such as high-end equipment, new energy and new materials, green chemicals, etc., and further improve the supply capacity and level of enterprises. Guide enterprises to make good use of crude oil and fuel oil import quotas and expand crude oil and fuel oil imports. The county finance will give a 30% subsidy to the tariff guarantee insurance premiums insured by the county's bulk resource-based commodity, food and agricultural product import enterprises in the current year, with a maximum of 200,000 yuan for a single enterprise.
(2) Support enterprises to expand their market share and maintain their share
Implement the overseas exhibition market development plan, support enterprises to participate in overseas exhibitions, and give 50% of the subsidy to the county finance for the insufficient part of the exhibition booth fee after the provincial and municipal subsidies. Support enterprises to insure export credit insurance, and the short-term export credit insurance premiums insured by enterprises will be given a subsidy of 30% by the county finance after the provincial and municipal subsidies, with a maximum of 100,000 yuan for a single enterprise. Strengthen credit cultivation, encourage enterprises to apply for customs "AEO certification" enterprises, improve the convenience of customs clearance, and give enterprises a one-time reward of 50,000 yuan in the year of obtaining "AEO certification".
(3) Enhance the competitiveness of export products
Encourage enterprises to implement the brand internationalization strategy, and give a 30% subsidy to the county finance for the insufficient part of the overseas trademark registration fee, product certification fee and patent application fee after the provincial and municipal subsidies, with a maximum of 500,000 yuan for a single enterprise. Encourage enterprises to carry out overseas brand promotion activities, and give 30% of the advertising expenses generated by brand promotion in node cities along the "Belt and Road", with a maximum of 100,000 yuan for a single enterprise.
(4) Promote the innovative development of cross-border e-commerce
Support enterprises to carry out cross-border e-commerce business, and encourage enterprises to build their own independent websites or use third-party cross-border e-commerce platforms to explore the international market. For cross-border e-commerce enterprises with import and export performance, the county finance will give a subsidy of 30% for the insufficient part of the self-built independent station construction fee and the third-party cross-border e-commerce platform promotion fee after the provincial and municipal subsidies, with a maximum of 100,000 yuan for a single enterprise. Encourage enterprises to set up public overseas warehouses, and give 30% subsidies to the county finance for the construction fees and lease fees of enterprises to set up public overseas warehouses, with a maximum of 500,000 yuan for a single enterprise.
(5) Improve the scale and quality of the use of foreign capital
Relying on the county's advantageous industries such as rubber tires, mechanical and electrical auto parts, and chemical industry, we have introduced a number of large foreign-funded projects to supplement the chain, extend the chain and strengthen the chain, and attract foreign capital to invest and develop in our county by means of equity participation and mergers and acquisitions. Enterprises are encouraged to participate in the Qualified Foreign Limited Partner (QFLP) pilot program, connect with fund management institutions and equity investors through multiple channels, and directly carry out relevant domestic investments with the overseas RMB raised. For the enterprises that introduce foreign capital in our county, after the foreign capital is in place and included in the statistics of the Ministry of Commerce, the county finance will support it according to the proportion of 2% of the actual amount of foreign capital in place.
(6) Encourage enterprises to carry out foreign economic and technological cooperation
Encourage enterprises to take the initiative to connect with the national "Belt and Road" initiative, promote advantageous industries to accelerate the "going out", and carry out international cooperation in major raw material production areas and important energy regions. For overseas investment projects in which an enterprise in our county establishes a non-financial enterprise through new establishment, mergers and acquisitions, etc., or obtains the ownership, control, operation and management rights and interests of a non-financial enterprise, and the domestic entity enterprise actually invests, a one-time maximum reward of 100,000 yuan will be given to the headquarters enterprise in the county. Strengthen the construction of the international marketing system, and give a one-time reward of up to 10,000 yuan to the domestic main enterprises for the newly established overseas trading companies and domestic main enterprises that actually invest in them. Encourage powerful enterprises to contract projects abroad, and actively undertake projects in countries and regions along the "Belt and Road".
Implementation period
These Opinions shall come into force on May 8, 2024 and shall be valid until May 7, 2027. The "Implementation Opinions of the Office of the People's Government of Guangrao County on Promoting the Development of Foreign Trade and Economic Cooperation" (Guangzheng Banfa [2019] No. 6) issued on August 18, 2019 shall be repealed at the same time.
