(12) Guide the work of agricultural and rural talents. (13) Take the lead in carrying out foreign cooperation in agriculture. It undertakes intergovernmental agricultural foreign-related affairs, organizes and carries out agricultural trade promotion and related international exchanges and cooperation, participates in the formulation and negotiation of foreign aid policies and agricultural trade rules, implements relevant agricultural aid projects, and organizes the implementation of relevant international conventions and agreements.
