As one of the four new institutions first established in Fengxian, the Social Work Department of the Fengxian District Party Committee recently launched the "Seed Plan" for the cultivation of community workers for outstanding community workers in the district, so as to consolidate the grassroots foundation and promote governance and efficiency.
Jiang Renjun, director of the Social Work Department of the District Party Committee and Secretary of the Party Committee of the District's Non-public Economic Organizations and Social Organizations, introduced that the "Seed Plan" is a project-based, seminar-based and interactive district-level demonstration training course for community workers created by the Social Work Department of the Fengxian District Party Committee and professional social forces. The training course will last for 8 months, aiming to tap a group of community workers, cultivate a group of community governance leaders, form a group of community governance self-organization teams, and develop a number of community governance characteristic projects and brands through the team training model of "academic tutor + teaching secretary + community worker + university social work professional supervision".
Combined with the spirit of the document "Opinions on Strengthening the Construction of the Community Worker Team" issued by the General Office of the CPC Central Committee and the General Office of the State Council. In the early stage, after community recommendation and leaderless group discussion, 37 community workers from 7 towns including Nanqiao Town became the first batch of trainees, and established a temporary party branch and class committee in a self-management mode. All the trainees will focus on the themes of community culture construction, public space transformation, community conflict mediation, community volunteer excavation, property management and business committee construction, etc., relying on community diagnosis and project practice, in-depth exploration of community governance innovation, and continuous improvement of the people's work ability and grassroots governance ability. According to reports, the five themes are also determined by question-oriented and demand-oriented questionnaires in the early stage, fully embodying the whole process of people's democracy.
In the future, the "Seed Plan" will also be replicated in the training of community workers in various towns and towns, so as to comprehensively deepen the brand of "virtuous city and virtuous governance" party building to lead grassroots governance.
After the launching ceremony, the opening ceremony of the 2024 Community Worker Elite Class was also held simultaneously. Tang Youcai, a professor at the School of Social and Public Administration of East China University of Science and Technology, gave the first lesson to the students on "Community Governance Project Design and Brand Building".
