The notice proposes that from 2024 to 2026, in accordance with the principle of "planning first, scene traction, scientific and orderly, and adapting measures to local conditions", the pilot project of "100 counties, 100 stations, 10,000 piles" will be carried out, and the planning and construction of new energy vehicle charging and swapping facilities in key villages and towns will be strengthened. The central government will arrange incentive funds to support the pilot counties to carry out the pilot work.

Relevant provincial, autonomous region, and municipality directly under the Central Government's finance departments (bureaus), competent departments of industry and information technology, and transportation departments (bureaus, commissions):

In order to implement the relevant decisions and arrangements of the Party Central Committee and the State Council, in accordance with the relevant spirit of the "Opinions of the Central Committee of the Communist Party of China and the State Council on Learning and Using the Experience of the "Thousand Village Demonstration and Ten Thousand Village Renovation" Project to Effectively and Effectively Promote the Comprehensive Revitalization of Villages", accelerate the completion of the shortcomings of public charging and swapping infrastructure in rural areas, and further release the consumption potential of new energy vehicles, in accordance with the relevant requirements of the "Guiding Opinions of the General Office of the State Council on Further Building a High-quality Charging Infrastructure System" (Guo Ban Fa [2023] No. 19), 2024— In 2026, the Ministry of Finance, the Ministry of Industry and Information Technology, and the Ministry of Transport (hereinafter referred to as the three departments) will carry out the pilot work of making up for the shortcomings of county-level charging and swapping facilities. The relevant matters are hereby notified as follows:

1. General requirements

From 2024 to 2026, in accordance with the principle of "planning first, scene traction, scientific and orderly, and adapting measures to local conditions", the pilot project of "100 counties, 1000 stations, 10,000 piles" will be carried out, and the planning and construction of new energy vehicle charging and swapping facilities in key villages and towns will be strengthened. The central government will arrange incentive funds to support the pilot counties to carry out the pilot work. At the provincial (autonomous region, municipality directly under the Central Government, hereinafter collectively referred to as provinces) level, the role of overall planning and coordination should be given full play, and the specific work should be implemented in detail. Relevant local departments at all levels should actively introduce relevant policies in terms of land, electricity prices, service fees, etc., form a policy synergy, effectively make up for the shortcomings of public charging and swapping infrastructure in rural areas, and strive to achieve "full coverage of townships and townships" of charging and swapping infrastructure.

Second, the content and objectives of the pilot

(1) Improve the service guarantee capacity of public charging and swapping infrastructure in rural areas. According to the needs of the region and transit new energy vehicles, increase the construction of public charging and swapping infrastructure in rural areas suitable for the use of new energy vehicles. The new charging and swapping infrastructure in the pilot counties should be open to the whole society, with an availability rate of not less than 99% and a rated power of more than 120 kilowatts (including 120 kilowatts), and vigorously promote the public charging and swapping infrastructure for smart fast charging. Key villages and towns in pilot counties and surrounding areas should build demonstration areas for the construction and operation of rural public charging and swapping infrastructure with "reasonable layout, rich scenes, advanced technology, and excellent experience". Encourage the leading enterprises in the construction and operation of charging and swapping in various regions, and cooperate with large enterprise groups such as local power grids, postal services, and logistics, to accelerate the construction of fast-charging public charging and swapping infrastructure that is fully open to the public in rural areas where new energy vehicles are suitable for use but the willingness of the society to invest in public charging and swapping infrastructure is insufficient, and strive to gradually establish a market-oriented operation model for public charging and swapping facilities in rural areas, and continuously improve the public charging and swapping service guarantee capacity of "weak links" in rural areas.

(2) Stimulate the consumption potential of new energy vehicles in pilot counties and surrounding areas. Focus on cultivating charging and swapping application scenarios that are in line with the development characteristics of new energy vehicles in the local and surrounding areas, improve and improve the service guarantee capabilities of county-level postal express outlets, rural logistics nodes, rural passenger and freight stations (including township transportation service stations, rural passenger and freight mail stations, etc.), 3A-level and below tourist attractions, along rural highways, comprehensive transportation service stations, etc., and do a good job in the diversion connection between the peak charging period of holidays and the charging of highway service areas. Pilot counties should work in the same direction with the local new energy vehicle consumption promotion policy to form a new energy vehicle consumption pull effect, and promote the willingness to use new energy vehicles in the local and surrounding areas. Qualified pilot counties should form a linkage with the surrounding areas, plan and lay out charging and swapping infrastructure around tourist highways and "four good rural roads", promote the "full coverage of cross-county scenarios" of charging and swapping infrastructure, and drive the improvement of the consumption potential of new energy vehicles in pilot counties and surrounding areas.

(3) Actively cultivate the popularization and application of new technologies and models in rural areas. Fully combined with the application conditions of local scenarios, we will actively explore the application of new technologies and new models such as vehicle-to-network interaction (V2G), fast charging and battery swapping, liquid-cooled high-power charging, intelligent and orderly charging, and wireless charging. In rural areas with good distributed photovoltaic coverage, charging infrastructure integrating photovoltaic power generation, energy storage, and charging and swapping can be built in combination with the actual situation.

(4) Optimize and improve the policy system for the support and management of charging and swapping facilities. Encourage all localities to introduce support policies for the construction of public charging and swapping infrastructure in light of the actual conditions of their respective regions, ensure the demand for land for the construction of charging and swapping infrastructure and supporting power grids, accelerate the approval process for the construction of charging and swapping infrastructure and supporting power grids, and broaden the financing channels for investment and operation enterprises in charging and swapping infrastructure. Encourage the lease term of charging infrastructure stations to be 10 years or more, reduce the risk of land use for operating enterprises, and guide enterprises to continue to operate for a long time. Encourage local governments to introduce financial support policies such as construction and operation subsidies, land rent reductions and exemptions, and preferential electricity prices according to local conditions. Strengthen the construction of charging and swapping infrastructure, installation quality and safety management, establish an accident responsibility investigation system, and form a complete charging and swapping infrastructure support management policy system.

3. Selection of pilot counties

(1) The subject of the declaration. The main body of the pilot application should be the county (excluding municipal districts) with rich application scenarios for the promotion of new energy vehicles, relatively weak construction of public charging and swapping infrastructure, high enthusiasm for local promotion and application, and weak willingness to invest in social capital. Focus on mining application scenarios and prepare a pilot application implementation plan (see Annex 1 for the preparation outline).

(2) Declaration conditions.

1. The degree of market-oriented development of charging and swapping infrastructure is low. The degree of marketization of the development of charging and swapping infrastructure in rural areas under the jurisdiction of the pilot counties should be low, the operating income of the existing charging and swapping infrastructure should be poor, and the enthusiasm for social capital investment should be weak.

2. It has a relatively complete planning and layout scheme. At the provincial and municipal levels where the pilot counties are located, public charging and swapping infrastructure development plans have been formulated. Pilot counties should formulate a complete and reasonable planning plan for charging and swapping infrastructure, clarify the regional line layout, construction quantity, annual plan, work ideas, safeguard measures and division of responsibilities of public charging and swapping facilities, and do a good job of close connection with land and space planning, power grid planning, rural construction revitalization planning, transportation planning, energy planning, etc.

3. It has a scenario suitable for the consumption and use of new energy vehicles. Pilot counties should have a relatively rich demand for new energy vehicle charging and swapping scenarios, and comprehensively cover county-level postal express outlets, rural logistics nodes, rural passenger and freight stations (including township transportation service stations, rural passenger, freight and mail stations, etc.), 3A and below tourist attractions, along the "four good rural roads", transportation comprehensive service stations and other public charging and swapping scenarios. The number of cars in the local-level cities of the pilot counties should not be less than 200,000 in 2023, with good consumption potential for new energy vehicles.

4. Have sufficient power supply guarantee capacity. The pilot counties should have good basic conditions for rural power grids, and have sufficient power support and guarantee capacity for the construction and operation of charging and swapping infrastructure.

(3) Quota allocation. From 2024 to 2026, the three departments will allocate provincial-level pilot counties according to the current development status and future potential of local new energy vehicles and public charging and swapping infrastructure, geographical area, number of counties (county-level cities) in the province, and current financial resources (see Annex 2).

(4) Selection process. The pilot implementation plan is prepared with the county as the main body, and the relevant departments at the provincial level are based on factors such as the promotion potential of new energy vehicles in each county, the demand for charging and swapping, etc., and the list of pilot counties in the province is determined through competitive review, and the counties with the potential for the promotion and application of new energy vehicles in the province and the national demonstration counties of the "four good rural roads" are appropriately tilted. The list of pilot counties in each province and the pilot implementation plan shall be reported to the three departments for filing in accordance with the procedures, and the electronic version of the relevant materials shall be uploaded to the third-party "New Energy Vehicle Public Charging and Swapping Infrastructure Reward Fund Clearing Platform" (hereinafter referred to as the clearing platform). The deadline for the centralized acceptance of pilot materials in 2024 is May 17, 2024.

The three departments will conduct the necessary review of the technical indicators, policy objectives, safeguard measures and application scenarios of the charging and swapping infrastructure in the plans submitted by the provinces, and return the plans to the relevant provinces if they do not meet the filing conditions. The relevant provinces should revise the pilot counties and the declaration plan according to the review opinions of the three departments, and report to the three departments within 5 working days according to the procedures.

Fourth, the award standard

The central government will provide incentive financial support to the pilot counties that have been approved by the three departments for filing and have completed the task objectives, and the demonstration period of each pilot county is 3 years. The award standard is set according to the power utilization rate of the charging and swapping facilities in the pilot counties every year, and is divided into three grades. During the demonstration period, the pilot counties that have reached the highest target each year can receive up to 45 million yuan (see Annex 3 for specific annual assessment indicators and reward standards).

The incentive funds are mainly used for the construction and operation of charging and swapping infrastructure in the pilot counties, and shall not be used to balance local financial resources, and shall not be used for new energy vehicle purchase subsidies and new energy vehicle operation subsidies. After the end of the pilot, the three departments will give excess rewards to the counties that exceed the target and have an obvious demonstration and driving effect on the surrounding areas, according to 10% of the reward standard.

5. Review and disbursement of funds

In accordance with the method of "pre-allocation first, then liquidation", the three departments will publicize the pilot counties that agree to file in a centralized manner. After the end of the publicity period, the central government will allocate no less than 70% of the incentive funds to support the pilot counties to start the pilot work of making up for the shortcomings of county-level charging and swapping facilities. Subsequently, the reward funds will be liquidated according to the annual target assessment results of the pilot counties.

Before the end of February each year, the provincial leading department shall, in conjunction with relevant departments, organize and complete the review of the demonstration situation of the previous year in each pilot county, including the construction of charging and swapping infrastructure, power utilization, application of new technologies and new models, etc., as well as the accessibility of rural roads and charging and swapping sites at the county level, and upload the audit results to the clearing platform.

The three departments entrust a third-party agency to organize experts to supervise and inspect the audit work and results of the relevant provinces in accordance with a certain proportion through material review and on-site spot checks, and use the clearing platform to review the completion of the goals of the pilot counties in each province in accordance with the goal guidance and result orientation, and issue a supervision and inspection report. The three departments shall determine the final audit results according to the supervision and inspection report and the provincial audit results. The Ministry of Finance disburses funds according to the procedures based on the final review results.

6. Organization and implementation

All provinces should clarify the leading departments, actively play the role of overall supervision, and relevant departments should increase policy support for pilot counties, and encourage the introduction of land, electricity prices, service fees and other support policies to effectively ensure the construction and operation of public charging and swapping infrastructure in rural areas. Actively coordinate with local power grid enterprises to ensure grid access and capacity increase in the pilot area to ensure that the pilot work achieves practical results. Before the 15th of the first month of each quarter, the provincial leading department shall organize the pilot counties to upload the penetration rate of new energy vehicles and the application of new technologies and new models on the clearing platform on a quarterly basis.

Each pilot county is the main body responsible for formulating the pilot implementation plan, improving supporting policies, and organizing the implementation of the pilot work. Pilot counties should strengthen organization and implementation, and establish a working mechanism for close coordination and cooperation between the leading departments and other relevant departments. Actively cooperate with local leading enterprises with a certain construction scale and mature construction experience to build and operate charging and swapping facilities. The leading departments of the pilot counties shall, in conjunction with relevant departments, refine the division of tasks, strengthen supervision and assessment, create a good policy environment, make overall plans to solve specific problems and difficulties in implementation, and complete the pilot tasks on the basis of ensuring safety. The finance and other relevant departments of the pilot counties shall ensure the timely and effective use of the incentive funds allocated by the central government.

7. Supervise appraisal and performance management

(1) Supervision and evaluation. The three departments will strengthen the support, guidance and supervision of the pilot work of charging and swapping facilities to make up for the shortcomings according to their functions, and organize third-party institutions and experts to follow up and guide the work throughout the process. At the provincial level, it is necessary to strengthen the supervision and assessment of the pilot counties in the region, and be responsible for the authenticity and accuracy of the materials submitted in the region.

(2) Performance management. The Ministry of Industry and Information Technology, in conjunction with the Ministry of Transport, will carry out overall performance evaluation, and the three departments will combine the overall performance evaluation results of the national pilot work in 2024 and the results of the provincial performance evaluation, and comprehensively determine the scope of the pilot provinces in 2025 and the allocation of quotas in the pilot counties of each province.

The three departments, in conjunction with the third-party establishments, are to organize spot checks and assessments at appropriate times, and where the results of spot checks are inconsistent with the reported situation and other pilot work is not effective, follow procedures to employ punishment measures such as deducting reward funds, suspending the allocation of funds, and canceling pilot qualifications. Units and individuals who violate state laws, administrative regulations, and relevant regulations shall be promptly stopped and corrected, and shall be dealt with in strict accordance with the "Budget Law of the People's Republic of China," its implementing regulations, and the "Regulations on the Punishment and Punishment of Illegal Financial Activities." Departments of finance, industry and information technology, and transportation at all levels and their staff members who violate this circular, as well as other violations of law and discipline such as abuse of power, dereliction of duty, and twisting the law for personal gain, shall be investigated for corresponding responsibility in accordance with the "Budget Law of the People's Republic of China" and its implementing regulations, the "Supervision Law of the People's Republic of China", the "Regulations on the Punishment and Punishment of Financial Violations" and other relevant provisions;

Annex 1 Outline for the preparation of the pilot implementation plan

The counties applying for the pilot shall prepare the pilot implementation plan in accordance with the requirements of the "Notice on Carrying out the Pilot Work of Filling and Swapping Facilities at the County Level". The implementation plan shall include, but is not limited to, the following:

1. Mission objectives and promotion plan

(1) Basic information. The number of cars in the local-level cities of the pilot counties. The number of new energy vehicles in the pilot counties, the penetration rate of new energy vehicles, the construction and application scenarios of public charging and swapping infrastructure, and the local power grid security. The application of new technologies and new models such as V2G, fast charging and swapping, high-power charging, intelligent and orderly charging, wireless charging, and integration of "optical storage and charging". The formulation of the development plan of charging and swapping infrastructure at the provincial and municipal levels, the promotion of new energy vehicles, and the support policies for the construction and operation of charging and swapping infrastructure.

(2) Pilot mission objectives. Fully combine the charging and swapping needs of new energy vehicles in the region's residents, passenger transport, postal services, logistics, rural tourism and other scenarios, as well as local land and space planning, power grid planning, rural construction planning, transportation planning, etc., to make overall plans for the layout of charging and swapping infrastructure, and clarify the task objectives of public charging and swapping infrastructure construction during the pilot period.

(3) Annual performance targets. Strengthen the management of performance targets, and the relevant provinces organize pilot counties to standardize the setting of performance targets and carefully review performance targets in accordance with the "Opinions of the Central Committee of the Communist Party of China and the State Council on the Comprehensive Implementation of Budget Performance Management" and the Ministry of Finance's "Notice on Printing and Distributing the Interim Measures for the Management of Performance Targets for Special Transfer Payments from the Central Government to Local Governments" (Cai Shui [2015] No. 163). Performance targets should be detailed in terms of quantity, quality, timeliness, cost, economic, social, ecological, sustainable impact, satisfaction, etc., and should be expressed quantitatively as much as possible.

(4) Annual promotion plan. Clarify the layout area, construction quantity, power, power capacity and land demand of charging and swapping infrastructure for each year, formulate a construction plan, and fill in the construction target according to the attached table.

2. Construction scenarios and business model innovation

(1) Explore new models of construction and operation. Clarify the leading enterprises in the construction and operation of charging and swapping facilities during the pilot period in the region, formulate a unified construction, operation and management plan for charging and swapping infrastructure, encourage charging and operation enterprises to actively cooperate with all parties, explore innovative business models, and put forward plans for the development of intelligent sharing, unified construction and operation, and comprehensive energy services.

(2) Create a new scene of construction layout. Combined with the local natural, geographical, economic development and other foundations, clarify the charging and swapping scenarios of new energy vehicles in the region and the planning and layout construction plan of charging and swapping infrastructure covering the existing scenarios. Encourage areas with good industries such as renewable energy and energy storage to do a good job in the effective connection between charging and swapping facilities and the comprehensive utilization of clean energy.

3. Promotion and demonstration of new technologies

Clarify the promotion goals of intelligent and fast public charging and swapping infrastructure, carry out the application of new technologies such as V2G, fast charging and swapping, liquid-cooled high-power charging, intelligent and orderly charging, and wireless charging, and explore the construction of integrated charging stations for optical storage and charging.

Fourth, safeguard measures

Focusing on the pilot content and objectives, put forward targeted safeguard measures. In terms of policy guarantees, support policies and management systems related to the implementation of pilot projects have been introduced. In terms of organizational safeguards, the responsible departments and responsible persons should be clarified to ensure that the implementation of the pilot work is carried out in an orderly manner and the goals are completed as scheduled. In terms of mechanism guarantees, establish and improve the working mechanism for linkage and coordination between the upper and lower levels, and establish relevant regulatory platforms and access mechanisms.

Note: 1. The power utilization rate of the charging pile = charging capacity / (rated power * operation time), and the power utilization rate of the battery swap station = the amount of power exchanged / (the rated power of the charger * the operation time).

2. In 2024, the first tier corresponds to the provinces with a penetration rate of new energy vehicles higher than 35% and less than 45% in 2023, the second tier corresponds to the provinces with a penetration rate of new energy vehicles higher than 25% and not less than 35% in 2023, and the third tier corresponds to the provinces with a penetration rate of no less than 14% and no more than 25% for the whole year of 2023. The 2025-2026 bracket will be released separately.

3. The new charging piles in the pilot counties during the pilot period shall be converted into standard piles according to the DC charging piles with a single pile rated power of 120kW and a single gun maximum output power of 120kW. For charging piles with a rated power of 120kW (inclusive) - 360kW (exclusive), the number of standard piles can be converted by dividing the rated power by 120kW (rounded down), and the number of standard piles can be converted by dividing the rated power by 120kW (rounding down) according to the rated power of 360kW (inclusive) or more, and then multiplied by 1.5 times the factor.

4. Pilot counties should actively explore the application of new technologies and new models such as battery swapping, optical storage and charging, full liquid cooling, and V2G according to local conditions. The number of standard piles for battery swap stations is converted according to the total fixed power divided by 120kW (rounded down) and multiplied by a factor of 3 times, the number of standard piles for optical storage and charging stations is converted by a factor of 2 times according to the total fixed power divided by 120kW (rounded down), and the number of standard piles is converted by a factor of 2 times for charging piles with full liquid-cooled charging equipment divided by 120kW (rounded down) by a factor of 2 times.

5. During the pilot period, the availability rate of new charging and swapping infrastructure shall not be less than 99%, and no less than 6 years of operation service guarantee shall be provided.
