In order to thoroughly implement General Secretary Xi Jinping's important exposition, the Dongli District Emergency Bureau adheres to the bottom-line thinking, pays attention to plugging loopholes, strengths and weaknesses, plays a good first move, and takes the lead in launching the mechanism of "strengthening the safety management of self-storage and self-use diesel fuel in enterprises" and "filing and double random law enforcement of emergency plans for non-storage operation of hazardous chemicals" in the city, and strives to anchor "vacant points" and select "small incisions" in the field of hazardous chemicals supervision, strengthen the efforts to combat non-compliance, and continue to improve the ability and level of high-quality development of emergency management services.
The first is scientific analysis and judgment. Thanks to the developed three-dimensional transportation system, Dongli District undertakes various industrial chains in Binhai New Area and the central urban area, and has a strong industrial layout with the characteristics of collecting ports, showing the characteristics of "five more", that is, there are many hazardous chemical enterprises, many labor-intensive industries, more warehousing and logistics, more idle factories, and many major sources of danger. The largest equivalent gas cabinet group in the city is located in Dongli District, and the number of hazardous chemical enterprises far exceeds that of other districts in the city, and the current mechanism and regulatory means are still not perfect, and the management of hazardous chemicals shows strong uncertainty and irregularity. At the same time, due to this characteristic, the unstable and uncertain factors caused by the superposition of various risks have increased significantly, showing a trend of coupling and increasing. Through research, judgment and analysis, the Dongli District Emergency Management Bureau strives to improve the level of "whole chain" control of hazardous chemicals from various aspects such as systems, systems, and mechanisms.
The second is to pay close attention to the regulatory gap. Due to the clear relevant regulations, enterprises do not need to carry out safety production licenses for self-use diesel, so emerging fields and formats are easy to be "exploited" and "sidelined" by criminals in the name of self-use, and there is a risk of loss of control and control, and a large number of related letters and visits have occurred in the early stage. In order to solve this regulatory weakness, Dongli District innovatively formulated the "Notice on Strengthening the Safety Management of Enterprise Self-storage and Self-use Diesel" to solve the current problem of lack of safety supervision of self-storage and self-use diesel in the region, and put forward the requirements for self-use diesel in 8 aspects, such as technical monitoring, leasing and contracting, and "two lists", and clarified that self-storage and self-use diesel equipment is used as a device for enterprise self-use, and 11 relevant departments determine 10 major work responsibilities in accordance with the principle of "three pipes and three musts", and weave the basic line of defense for the development and safety of grassroots escort.
The third is to strengthen prevention in advance. The industrial layout of Dongli District has led to many non-compliant and illegal production, operation and storage of hazardous chemicals hidden in various storage places, which are almost difficult to find, and have inserted "invisible wings" for the illegal production of hazardous chemicals. In order to intensify the crackdown on non-compliance and standardize the application and business activities of enterprises without storage of hazardous chemicals, Dongli District has formulated the "Management Mechanism for Emergency Plan Filing and Double Random Law Enforcement Inspection and Management of Production Accidents of Enterprises Operating Enterprises without Storage of Hazardous Chemicals in Dongli District", which is based on the characteristics of Dongli District's port collection and historical reasons, and the current situation that it is difficult to effectively supervise the number of hazardous chemicals enterprises without storage and operation, based on the relevant 4 laws and regulations, and clarifies the requirements in 8 aspects, such as territorial reporting, systematic supervision and on-site review. In particular, individual enterprises that are repeatedly fined and repeatedly punished and take administrative penalties as operating costs will be closed down and their relevant licenses will be revoked in accordance with the law, forming a strong deterrent effect in this field and laying a good foundation for building a "safety culture management" that independently improves the level of safety production management in the industry in the future.
In the next step, the Dongli District Emergency Management Bureau will continue to make great efforts in the "small incision" of hazardous chemicals supervision, so that the Hazardous Chemicals Safety Professional Committee will work together, cohesion and strength, continue to strengthen the management of hazardous chemicals, and achieve the sinking of supervision, law enforcement and service, effectively solve various outstanding contradictions and problems under the new situation, explore the safety road with local characteristics of Dongli District, and escort the green and high-quality development of the economy and society.
