Local market supervision departments are required to make every effort to ensure the safe and reliable operation of elevators, strengthen the trial operation inspection, regular inspection, maintenance, inspection and testing of escalators and moving walks, and earnestly implement safety management and technical safeguard measures;

Continue to carry out the investigation and rectification of hidden dangers of high-risk large-scale amusement facilities, and require strict safety supervision from production, use and inspection, improve the quality and safety level of equipment, and ensure the safe use of equipment. Strengthen the safety risk prevention of passenger ropeways and non-highway tourist vehicles in scenic spots, require strict implementation of the safety management system, strengthen hidden danger investigation, emergency drills, and personnel on duty, and resolutely prevent all kinds of safety accidents.

Recently, Xiamen City, Fujian Province has a "paper man" maintenance elevator incident, Shanghai has a moving sidewalk injury accident, and Shenzhen City has released an investigation report on the "10.27" roller coaster collision accident in Happy Valley, which has attracted widespread attention from the society. In order to strengthen the investigation and management of hidden dangers, effectively curb the occurrence of elevators and other special equipment accidents, and ensure the safety of people's lives and property, the relevant matters are hereby notified as follows.

1. Make every effort to ensure the safe and reliable operation of the elevator

(1) Implement safety management and technical safeguard measures. Supervise and urge the elevator users to strengthen the management of elevator use, for escalators and moving walks, conduct trial operation when they are opened every day, and check and confirm the safety status of the equipment; Supervise and urge the elevator maintenance unit to strictly follow the "Elevator Maintenance Rules" (TSG T5002-2017) and the corresponding requirements of the elevator installation, use and maintenance instructions, and do a good job in the inspection, adjustment, lubrication, replacement and other maintenance work of all parts and components of the elevator; Supervise and urge the inspection institutions and testing units to inspect and confirm the above-mentioned relevant components and protection functions during inspection and testing, and if problems and hidden dangers are found, clear rectification requirements shall be put forward to eliminate potential accidents in a timely manner.

(2) Improve the level of security technology and defense capabilities. Combined with large-scale equipment renewal actions, guide users to actively strive for relevant policy support, and encourage technical upgrades or updates for elevators that have been used for a long time and have a low configuration level. For the automatic walkway manufactured in accordance with the "Safety Code for the Manufacturing and Installation of Escalators and Moving Walks" (GB 16899-1997) and earlier standards, and does not have the protection function of missing pedals, urge the user to take technical measures such as installing relevant protection devices or upgrading the control system in a timely manner to realize the function of stopping the missing pedal (the gap caused by the missing pedal will automatically stop the operation of the moving walk before the position of the comb plate appears). If the moving pavement only adds the pedal and lacks the stop function, it will not be supervised and inspected separately. From January 1, 2025, the inspection agency and testing unit shall conduct on-site verification of the pedal for missing stop function when carrying out regular inspection or self-testing every year; The relevant elevator manufacturing units shall implement the requirements of Article 46 of the Special Equipment Safety Law of the People's Republic of China, actively support the addition of the pedal missing stop function on the moving sidewalk, and provide necessary technical assistance.

(3) Strengthen social supervision and co-governance. Strengthen information disclosure, actively use emergency response platforms such as "96333" to collect fault information, carry out data analysis and risk research and judgment, regularly report typical failure cases, and do a good job of risk prevention tips. Guide the pilot of elevator insurance model innovation, optimize the content of underwriting services, resolve social disputes and contradictions in a timely manner, cooperate with relevant departments to speed up the pilot of special housing maintenance funds, and effectively guarantee the elevator operation and maintenance costs.

2. Continue to carry out the investigation and rectification of hidden dangers of high-risk large-scale amusement facilities

Combined with the implementation of the "Safety Technical Regulations for Large-scale Amusement Facilities", from the production, use, and inspection of all links, tighten the supervision of high-risk large-scale amusement facilities, urge the operation and use units to strengthen routine safety inspections, ensure the safety and reliability of braking devices, passenger restraint devices, interlocking protection devices, etc., and strictly prevent the operation of large-scale amusement facilities that have not been inspected, registered or operated without a license. First, it is necessary to pay close attention to the high-risk equipment that fails to pass the early inspection and has frequent accidents, carry out targeted hidden danger investigation and risk warning, and urge the operation and use units to strengthen the daily inspection and maintenance of the equipment, and effectively reduce the operation failure. Second, it is necessary to speed up the investigation and management of the accident hidden dangers of A-class roller coasters and large-scale amusement facilities, for catapult roller coasters with two or more groups of vehicles running in turn on the same track, it should be ensured that all the passengers on the platform vehicles leave before the vehicles in front can be launched; Third, we should combine the implementation of the "three-year action plan for tackling the root cause of safety production in the market supervision system", steadily promote the rectification of hidden dangers of "cliff swing" equipment, and urge the operation and use units to speed up rectification of the equipment in use during the transition period, strengthen supervision in strict accordance with the law, improve the quality and safety level of equipment, and ensure the safe use of equipment.

3. Strengthen the prevention of safety risks of passenger ropeways and off-highway tourist vehicles in scenic spots

Supervise and urge the passenger ropeway operation and use units to strictly implement the safety management system, effectively strengthen risk prevention, and personnel in key positions should be on duty during the peak passenger flow, and it is strictly forbidden to leave their posts without authorization, and resolutely prevent the occurrence of accidents or incidents caused by passenger detention due to failure and shutdown. Continue to promote the special investigation and management of the emergency rescue capacity of passenger aerial cableways, and urge the operation and use units to regularly carry out practical drills such as troubleshooting and emergency drive switching according to the fault manual, so as to effectively improve the level of emergency response capabilities. Focusing on non-highway tourist vehicles driving on high-risk sections such as cliffs, ditches, waters, sharp bends, and steep slopes, we will urge vehicle users to carry out environmental risk assessments, improve safety facilities and measures for driving routes, standardize vehicle inspection and inspection, strengthen operator training, management and warning education, and strictly prevent violations such as speeding and forced overtaking, so as to avoid accidents such as overturning.

Problems encountered in the work of various places should be reported to the Special Equipment Bureau of the General Administration in time.
