In the sub-venue of Magnolia Plaza, there is a disaster prevention and mitigation knowledge and skills publicity area and a comprehensive drill area, where disaster prevention and mitigation promotional videos are played on the spot, and various professional emergency rescue equipment and VR interactive equipment are displayed. Among them, Hong'an Emergency Rescue Support Center has brought a lot of cutting-edge rescue equipment. According to the relevant person in charge of the center, scientific and technological rescue is the feature of the center. The equipment on display includes Shanghai's first Swep MAX all-weather waterproof rescue drone, which is not affected by weather factors, can take off and land on water, and is equipped with high-definition cameras, which is convenient for rapid lift-off for large-scale search and improves search and rescue efficiency. At the same time, the drone can be equipped with various types of equipment, with the functions of shouting law enforcement, throwing rescue equipment, throwing fire extinguishing bombs, grabbing items and so on. This time, the company also exhibited a water life-saving robot that can be used with drones. At present, with the North Bund gaining momentum, the waterfront area has become a popular tourist check-in place. At the scene, an emergency drill for flood control and response at the National Passenger Terminal was carried out. According to the scene setting, the Shanghai Central Meteorological Observatory issued a yellow warning for the high tide level, and the National Passenger Center Wharf activated the "Special Emergency Plan for Taiwan and Flood Control", immediately closed the wharf and evacuated personnel, and the North Bund Group and the North Bund Street dispatched relevant forces to assist in the disposal. On the one hand, the operation management center of the national passenger terminal sent special personnel to count the number of flood control materials reserves at the wharf to ensure that the materials were sufficient during the response, and the engineering and technology department organized emergency personnel to tie and strengthen the boarding bridge of the wharf, and manually closed the flood control gate of the Gaoyang Road wharf and reinforced. At the same time, the operation management center of the State Passenger Terminal organized security guards to guide tourists to leave the wharf, posted a notice of park closure and issued an online notice of park closure. On the other hand, the North Bund Street Militia and the North Bund Group security personnel cooperated to guide tourists out of the dangerous area and sealed the area around the green space. Magnolia Plaza, the tallest building in Puxi, has complex functions such as commercial, commercial office, and hotel, with a large flow of people and dense passenger flow. After receiving the report, the headquarters immediately notified the Hongkou District Ecological Environment Bureau to activate the district-level radiation emergency plan and go to the scene of the incident to carry out evacuation and preliminary disposal. In the building's monitoring room, the evacuation notice is broadcast on a loop, and the property staff will guide the personnel on each floor to evacuate from the building through the adjacent fire escape, and guide the evacuees to stay away from unknown objects and gather at the designated place in the square. The Hongkou District Bureau of Ecology and Environment immediately coordinated the radiation emergency response team to the scene of the incident. After arriving at the scene, the emergency response personnel detected the environmental radiation value through portable radiation monitoring instruments, and set up a cordon at the scene. After that, the disposal personnel wear protective lead clothing, gloves, shoe covers and other protective equipment, carry monitoring instruments, enter the cordon to immediately carry out environmental radiation monitoring, confirm the radiation source, transfer the unknown boxed object to the lead tank for temporary storage, and re-detect the environmental radiation dose on the spot. After confirming that it is basically close to the environmental background value, it means that the situation on site has been controlled. At the same time, the emergency response personnel will take away the lead canister containing unknown objects and hand it over to a professional organization for disposal. At this point, the danger at the scene of Magnolia Plaza has been ruled out.
The relevant person in charge of Hongkou District said that the drill was fully prepared and reasonably conceived, and the scientificity and operability of the emergency plan were tested, which improved the coordinated combat ability between the professional emergency forces, social emergency forces, militia emergency forces and enterprises in the whole region, and achieved the purpose of promoting training through drills and strengthening training and solid defense.
