In his 22 years as a police officer, he has investigated more than 1,300 major cases of various kinds, providing key technical support for the investigation and solving of cases. Li Fei, 46 years old this year, is not tall but strong, looks polite and calm. With his love for the cause of public security and his hard work in research, he has grown from an ordinary policeman to the deputy head of the Criminal Investigation Detachment of the Liangshan Public Security Bureau.

In 2002, Li Fei graduated from Luzhou Medical College with a major in clinical medicine and became a forensic doctor in the Criminal Investigation Detachment of the Liangshan Public Security Bureau. Engaged in forensic work, Li Fei often faces homicides, but he has never been afraid, "because I used to study medicine, and this is also my job and responsibility." ”

However, every time he faces the pain of life and death of the family members of the murder, the impact on Li Fei's heart is always great. "A well-known forensic scientist once said, 'Forensic medicine is to speak for the dead and for the rights of the living'. When the suspect is removed by us and disguised, and sees that the victim's grievances are revealed, it is worth the effort. ”

In 2008, with the development of criminal investigation technology, Li Fei began to learn DNA technology again and took the lead in establishing the DNA laboratory of the Liangshan Prefecture Public Security Bureau. "DNA is known as the 'code of life', and DNA technology is the 'code' for the public security organs to solve the case, and it is a powerful evidence to lock down the suspect. Through study and research, Li Fei "forced" himself to become an expert in DNA technology.

In the past 22 years as a police officer, Li Fei has been mainly engaged in forensics, DNA testing and on-site investigation of various major cases in Liangshan, and has investigated more than 1,300 scenes of various major cases, inspected more than 53,000 samples of various traces and physical evidence and illegal personnel, directly and indirectly detected more than 1,100 cases, and more than 5,000 cases of collusion, providing key technical support for the detection of a number of major cases.

Li Fei spends most of his working time either conducting on-site investigations or working in the DNA lab. "Behind every piece of inspection material, there may be the code to solve the case of a major case, hiding the real culprit of the case. Therefore, as long as Li Fei stepped into the laboratory, his attention was highly concentrated, and he did not let go of any clues.

More than 10 years ago, a robbery occurred in a jewelry store in the urban area of Xichang City, and two men robbed the store worth 180,000 yuan of jewelry, which was the first robbery of a jewelry store since the establishment of Xichang City. After the incident, Li Fei and his colleagues went to the scene to investigate and extracted trace physical evidence from the tools used to commit the crime. After investigating the scene, Li Fei hurriedly returned to the laboratory, fought at night, boiled his swollen eyes, and locked on the suspect.

In August 2011, Mr. Yang, a gold miner from Muli County, returned home from a trip to Xichang to find gold stolen from a safe. In this case, Li Fei and his colleagues quickly locked on the suspect Wang by extracting traces and physical evidence at the scene, and Wang turned out to be Mr. Yang's former small worker. The case was the largest gold theft case ever cracked in Liangshan Prefecture.

In November 2012, a murder occurred in Yonglang Town, Dechang County, and the police fought for a month, but still did not lock down the suspect. At that time, Li Fei and his colleagues worked for more than ten days in a row, established hundreds of databases, and finally successfully identified the suspects through in-depth screening, analysis and comparison. This is the first homicide case solved by the Liangshan police using DNA-related technology.

On the evening of October 15, 2013, an armed robbery occurred in a gold shop in Mianning County, and the suspect fled after committing the crime. At that time, Li Fei and his colleagues fought in the laboratory for 37 days, compared more than 1,000 samples, and finally "pulled out" the two suspects from the vast sea of people.

Of course, not all cases are foolproof. Li Fei still remembers that in 2013, when he was investigating a case, there was a deviation in the analysis and qualitative analysis, which led to a detour in the investigation of the case, and later invited experts from the provincial department to re-investigate. Since then, Li Fei has repeatedly inspected and considered every case he encountered, and carefully sought verification. "The criminal police should have a sense of frustration and constantly pursue progress. ”

Every site visit is often accompanied by danger. Lu Yinbing still remembers that in the investigation of a fire case in Muli, they walked for seven hours to the scene of the mountain road, because the fire point was located on the cliff cliff, Li Fei tied the climbing rope to his waist up and down the cliff for investigation, "At that time, the embers had not been completely extinguished, Li Fei hung on the cliff more than 100 meters high for more than two hours to investigate, and finally determined that the cause of the fire was a lightning strike." ”

In 2022, after the selection and review of the Sichuan Provincial Public Security Department, the "Liangshan Fire Investigation Li Fei Expert Studio" named after Li Fei stood out from more than 200 criminal science and technology rooms in the province and was rated as one of the 10 criminal technology expert studios in the province, becoming the only expert studio authorized to be named in the field of fire investigation in the province.

With the joint efforts of Li Fei and team members, the studio selected 6 professional and technical backbones from all over the state to carry out a comprehensive review, summary and refinement of every forest fire case that has occurred in Liangshan in recent years, and formulated and issued a series of practical guidelines and detailed rules to provide scientific and technical support and guarantee for cracking many fire cases.

On the evening of March 4, 2024, a forest fire occurred in Xide County. After the incident, Li Fei led the technical staff to repeatedly carry out more than 20 on-site inspections, re-investigations, and consultations, combined with the thermal map taken by the drone, to determine the fire area, and analyze that the case was artificially caused by the fire and the possibility of fire is relatively high. Based on this analysis, the special case team delineated the scope of investigation and successfully cracked the case after a month's efforts.

In the 22 years he has been a police officer, Li Fei has been awarded 1 first-class merit, 5 third-class merits, 2 personal awards, and has been rated as an outstanding civil servant 3 times, and has won the honorary titles of "Outstanding Contribution to the Provincial Public Security Organs", "Outstanding Criminal Police of the Province", "Top Ten Outstanding Contributions to the Public Security Organs of the Whole Prefecture" and other honorary titles.
