First, the principle of work
(1) Uniform deployment and standardized procedures
According to the distribution of regional preschool education resources and changes in the permanent population, the work plan for kindergarten admission in the district shall be formulated to meet the needs of school-age children of the permanent population in the district. According to the unified deployment of the Education Bureau, each kindergarten adheres to the principles of openness, fairness and justice in accordance with laws and regulations, and standardizes the work process in accordance with the time nodes of the three work stages of information registration, registration verification and admission notice. The whole process of implementing the "one-network office" is convenient for parents of young children and orderly carrying out the work of school-age children entering kindergartens.
(2) Adapt measures to local conditions and make proper arrangements
According to the collection of student information and resource allocation in the district, the public kindergarten and private kindergarten (lot students) are relatively nearby, and adhere to the premise that the households are consistent in entering the kindergarten first, and make overall coordination and proper arrangements to ensure that the school-age children who meet the conditions and needs enter the kindergarten.

According to the "Implementation Plan for the Comprehensive Construction of High-quality Kindergartens in Yangpu District", private kindergartens, centralized nurseries and public kindergartens provide nursery services for 2-3-year-old children who are in need and meet the conditions of the district on the basis of ensuring that small classes are enrolled.
(5) Strictly control the number of classes and places
Each kindergarten must be in strict accordance with the relevant provisions of the state, according to the number of plans stipulated by the Education Bureau to develop a work plan for kindergartens, and strictly control the number of classes and places. Kindergartens in tense areas are admitted layer by layer according to the admission rules.
Second, the content of the work
The admission of small classes of school-age children is mainly divided into three stages: information registration, registration verification and admission notice, and the implementation of "one network for all".
(1) Information registration
1. Scope of registration objects: Guardians of school-age children born between September 1, 2020 and August 31, 2021. The guardians of young children who sign up for kindergarten nursery classes and middle and large classes are not the objects of this unified registration of admission information.
2. Registration object and child conditions: Children and guardians must hold one of the following documents according to their own circumstances:
(1) Household registration in this city: resident ID card (number);
(2) Non-municipal household registration: Shanghai Residence Permit or Shanghai Residence Registration Certificate, Mainland Travel Permit for Hong Kong and Macao Residents or Residence Permit for Hong Kong and Macao Residents, Mainland Travel Permit for Taiwan Residents or Residence Permit for Taiwan Residents;
(3) Foreigner: passport.
3. Registration time and method: From April 22nd to April 29th, the guardians of school-age children will register their unified admission information through the "Shanghai School-age Children's Admission Information Registration System" (log in to the special column of "2024 School-age Children's Admission to the Kindergarten" on the homepage of the Shanghai "All in One Network" website, website: https://zwdt.sh.gov.cn, or log in to the "2024 School-age Children's Admission" on the homepage of the mobile terminal of "Sui Bid") to register the unified admission information, and obtain the "Shanghai School-age Children's Admission Information Registration Form" ( hereinafter referred to as the "Registration Form") and the registration number. The "Registration Form" and the registration number are used as the vouchers for the verification of the child's admission to the kindergarten.
4. Information registration confirmation and modification: The guardian of school-age children shall enter or confirm the name, certificate number, residence and other information related to the guardian and the child provided by the municipal electronic license database. If it is found that the information in the "Shanghai School-age Children's Admission Information Registration System" is inconsistent with the actual situation, or the children who have applied for all kinds of documents required for kindergarten admission but have not displayed the information in the "Shanghai School-age Children's Admission Information Registration System", the guardian can modify or register in the system according to the information of the certificate holding.
5. Offline supplementary information registration: From May 9th to May 16th (13:30-16:30), children who have not applied for various certificates on time due to special circumstances; after the guardian has successfully registered the information (in principle, the information cannot be modified), if there is a need to modify the information, make an appointment by telephone 31151798 (straight line), 65017733 or 31157733 to 5565 and 5555 (8:30-11:30 on weekdays; 13:30-16:30), with the telephone appointment number and relevant supporting materials to the corresponding kindergarten or preschool education admissions office (No. 11, Lane 393, Fushun Road) for processing.
(2) Registration verification
From May 9th to May 16th, the guardians of school-age children will log in to the "2024 School-age Children's Admission to Kindergarten" special column on the homepage of the Shanghai "All in One Network" website, website: https://zwdt.sh.gov.cn, or log in to the "2024 School-age Children's Kindergarten" on the homepage of the mobile terminal of "Sui Bid" According to the conditions of admission to Yangpu, complete the information of children and guardians, upload relevant documents, select the corresponding kindergarten for registration verification, and confirm the submission of relevant information.
From May 9th to May 16th (13:30-16:30), guardians of young children who are unable to complete the registration verification on their own can make an appointment by telephone through the kindergarten or preschool education admissions office, and go to the corresponding kindergarten or preschool education admissions office (No. 11, Lane 393, Fushun Road) with the telephone reservation number. The electronic license in the mobile terminal of "Sui Shen Ban" or the website of Shanghai "All in One Network" is used with the same effect as the paper certificate.
From May 17th to June 5th, the kindergarten will complete the review of relevant registration verification information, and contact the guardian by phone if the audit is not passed.
1. The registration verification conditions for school-age children with household registration in this city
(1) public kindergarten registration verification object conditions: meet the following conditions of the city's household registration of school-age children, in accordance with the principle of "kindergarten registration verification, counterpart admission" to choose the "counterpart public park" registration verification, such as the number of registration verification is greater than the planned number of kindergartens will be on the number of years of entry, housing property owners and other household information to develop the implementation rules for admission to the kindergarten and publicity, not admitted school-age children by the Education Bureau in the region to arrange for public kindergartens.
(1) School-age children with household registration in the local area who entered the household before May 9, 2024 (the head of the household is a parent, grandparent, maternal grandparent or the child himself).
(2) Holders of the local residential real estate certificate applied for before May 9, 2024 and school-age children with household registration in the district (the owner of the residential real estate certificate is only the father, mother or child himself).
(2) Regional centralized registration verification object conditions: school-age children who meet the following centralized registration conditions choose "regional concentration" registration verification, in accordance with the principle of "centralized registration, overall arrangement" to enter the public kindergarten.
(1) Holders of Yangpu residential real estate certificate applied for before May 9, 2024 and school-age children with household registration in the city (the owner of the residential real estate certificate is a parent, grandparent, maternal grandparent or child himself); School-age children with household registration other than three generations of immediate family members.
(2) School-age children who hold a collective household registration in Yangpu District before May 9, 2024, and whose actual place of residence (subject to the legal housing lease contract) is in Yangpu District.
(3) School-age children who hold the Yangpu Economic Adaptation Real Estate Right Certificate (the property owner is the father or mother), the low-rent housing lease certificate (the tenant is the father, mother or the child himself), and the demolition and resettlement certificate of the district (the property owner is the father, mother or the child himself) issued before May 9, 2024.
(3) Private kindergartens and centralized nursery schools are subject to registration and verification: children of school-age household registration in this city can independently choose "private kindergartens or centralized nurseries" for registration and verification.
2. Registration verification conditions for school-age children who are not registered in the city
(1) Regional centralized registration verification object conditions: school-age children who meet the following centralized registration conditions choose "regional concentration" registration verification, in accordance with the principle of "centralized registration, overall arrangement" to enter the public kindergarten. Admission will be made layer by layer until the quota is full.
(1) School-age children who hold a Mainland Travel Permit, a Mainland Travel Permit, a Hong Kong, Macao (or Taiwan) resident residence permit or passport from Hong Kong, Macao, Taiwan and foreigners, and one parent holds a Yangpu household registration or Yangpu residential real estate certificate.
(2) School-age children who hold a "Shanghai Residence Permit" or "Residence Registration Certificate", and one parent must hold a "Shanghai Residence Permit (Yangpu District)" and the points reach the standard score (120 points).
(3) Holders of "Shanghai Residence Permit" or "Residence Registration Certificate", one parent must hold a "Shanghai Residence Permit (Yangpu District)", and can provide the residential real estate certificate of the district (the owner of the residential real estate certificate is the father, mother or the child himself).
(4) Holders of Shanghai Residence Permit or Residence Registration Certificate, one of the parents must hold a Shanghai Residence Permit (Yangpu District), and participate in the social insurance for employees of Shanghai for at least 6 months within one year (May 1, 2023 to April 30, 2024) (excluding supplementary payment, except for those allowed by relevant policies).
(2) Private kindergartens, nursery schools registration verification object conditions: non-municipal household registration school-age children can choose private kindergartens to register for verification, until the quota is full.
All kindergartens must accept school-age children with disabilities and developmental delays who have the ability to receive general education. Those who meet the conditions for registration and verification of public kindergartens, children of mild, moderate and severe intellectual disabilities, hearing disabilities, visual disabilities and developmental delays, etc., with the diagnosis report or disability certificate of the designated medical institution and other relevant certification materials, choose Anshan Kindergarten (preschool special education guidance center: No. 3 Tumen Road) to register for verification, and make overall arrangements to enter the corresponding special education points.
(3) Admission notice
On June 6, all kindergartens basically completed the admission of young children, and issued admission notices to eligible parents of young children.
3. Job requirements

2. Each kindergarten in the unit website "information column" or WeChat public account for online publicity, in the kindergarten and the neighborhood committee at the door by posting the kindergarten brochure and other forms of offline publicity, the publicity content for the object of admission, admission conditions, admission process and other information.
From April 16th to April 21st, willing citizen-run kindergartens in the district can carry out kindergarten open day activities through websites, WeChat public accounts and on-site activities.
(2) Standardize the work of entering the park
The work of entering the park implements the legal person responsibility system of the unit. All kindergartens should attach great importance to the work of personnel training, organization and coordination, administrative duty, publicity and explanation during the work to ensure that the work is safe and standardized, stable and orderly. Each kindergarten shall not conduct any form of examination or test for children and parents entering the kindergarten, and shall not charge or indirectly collect sponsorship fees linked to admission.

(4) Strengthen supervision and management
