1. Weather forecast

Affected by the high-altitude cold vortex, it is expected that from April 13th to 15th, there will be a strong wind, dust, precipitation and cooling process in Bayannur City.

Strong wind, sand and dust: On the 13th, the wind in the city was strong, with an average wind of 4~5 in the area, 5~6 westerly winds in the north, 7~8 in the gust area, and 8~10 in the north, accompanied by sandstorms or blowing sand in most areas. The wind became lighter during the day on the 14th.

Precipitation: Showers in the south and east of Bayannur City during the day on the 13th, and local moderate rain in the southeast, accompanied by strong convective weather such as thunderstorms and strong winds.

Cooling: From the 13th to the 15th, the temperature dropped by about 8 °C, and the lowest temperature appeared in the early morning of the 15th, with frost or light frost in the set area of 1~5 °C and -1~1 °C in the north.

2. Implications and Recommendations

1. Transportation: Visibility is poor in windy and dusty weather, and it is necessary to prevent adverse effects on transportation.

2. Forest fire risk: The weather is relatively dry recently, and fires are very likely to occur in windy weather, so it is necessary to do a good job in fire source management and fire prevention.

3. Agriculture and forestry: pay attention to wind and heat preservation in the greenhouse, clean up the greenhouse film in time, do a good job of reinforcement, and pay attention to frost prevention for fruit trees.

4. Public: In windy areas, it is necessary to do a good job in the reinforcement of scaffolding, billboards, and simple structures, reduce or avoid high-altitude work, and the public should be prepared for wind and dust, prevent respiratory diseases, and reduce going out.

Early warning of meteorological disaster risks in agriculture and animal husbandry

The Meteorological Bureau of Inner Mongolia Autonomous Region and the Department of Agriculture and Animal Husbandry of Inner Mongolia Autonomous Region jointly issued an early warning of agricultural meteorological disaster risk at 4:00 p.m. on April 11, 2024:

According to the forecast of the Meteorological Observatory, from April 13 to 15, the whole region will usher in a cold air process, bringing strong winds, sand and dust, cold waves, rain and snow. Gale force winds of magnitude 6 and 7 in most parts of the region are locally magnitude 8 and 9, with gusts of 10 to 11 in the north-west of the region; there are blowing sand or floating dust in the central, western and southeastern regions, and sandstorms in the west-western, north-northern, and north-central areas.

On April 13, most of the central region, the southeast of Tongliao City, the central part of Chifeng City, the southwestern part of Bayannur City and the eastern part of Ordos City were low-risk areas of facility agriculture wind disaster, and the southern part of Xilin Gol League, the central part of Ulanqab City, Baotou City, the southwest of Bayannur City, the eastern part of Ordos City and the western part of Alxa League were medium or high-risk areas of facility agriculture wind disaster (Figure 1); The sporadic areas of Hulunbuir City and Ordos City were low- or medium-risk areas of facility agriculture, the sporadic areas in the northeast of Xilin Gol League, the sporadic areas in the central part of Ulanqab City, and the sporadic areas in the south of Baotou City were the high-risk areas of facility agriculture (Figure 2), and on April 15, the sporadic areas in the east and the sporadic areas in the central part of the city were low-risk areas for facility agriculture (Fig. 3). Wind damage can easily cause damage to the greenhouse structure.

Defensive countermeasures: please prepare for wind and freeze prevention in the production of facility crops in advance, strengthen the investigation of potential safety hazards of walls and main skeletons, especially for old greenhouses and greenhouses with hidden dangers in wind and pressure resistance, and maintain and reinforce them as soon as possible; repair the loopholes of the shed film in time, tighten the film pressing line to prevent air leakage; close the air outlet when the wind is strong, and fix the floating objects around the shed at the same time; After the straw is lowered, the ropes on the east and west sides should be fixed to the gable, and the front foot should be compacted with a heavy object. In case of rain and snow, check the greenhouse covering materials in advance, compact the surrounding shed film with soil, use measures such as covering straw and rice husk between vegetable rows, and prepare temporary heating equipment if possible.
