1. Consolidate work measures to help the industrial economy bottom out
(1) Cultivating gradients of cohesion to stabilize the economic fundamentals. Give full play to the role of project stewardship and "double promotion and double progress", and implement phased and hierarchical gradient cultivation for leading enterprises, key enterprises, and small and micro enterprises through leadership support, department guarantee, and housekeeping services, so as to ensure that enterprises fully release their production capacity and realize deep potential. The first is to breed faucets. Establish a cultivation mechanism for leading enterprises, guide key enterprises in the industry such as Chaoyang Iron and Steel, Langma Tire, and Baihui Yandu to expand their production scale, accelerate the extension of the chain and strengthen the chain, give full play to their supporting and leading role, and form a number of 100 or 1 billion leading backbone enterprises. The second is to focus on key points. Establish a gradient cultivation library for growing enterprises, set up ladder progress awards and outstanding contribution awards, guide Guangda Chemical, Microelectronics Technology, Zhenghe Chemical and other industry leading enterprises, accelerate technological innovation and scale expansion, and cultivate a number of leading enterprises and individual champions in industry segments; "Little Giant" enterprise. The third is to help small and micro. Establish a cultivation library for upgrading enterprises, focusing on the original old enterprises, new production projects, and three types of enterprises that are expected to return to the regulations, carry out a series of assistance, make good use of support policies, and guide small and micro enterprises with strong innovation ability and good growth such as Xinshuo Intelligence, Yindu Science and Technology, and Guosheng Defense to upgrade and integrate into the system, and continue to consolidate and improve the echelon of large-scale enterprises.
(2) Help market development, enhance stamina and promote growth. The first is to set up industry associations. Through the integration of industry resources, the establishment of iron and steel metallurgy, new energy, electronic information and other industry associations, give full play to the leading role of industry associations, overall packaging, foreign cooperation, expand the market, group heating, form a joint force, avoid homogeneous competition. The second is to organize a summit forum. Leveraging Everbright Vibration's advantages in the carbon industry, Ducheng Steel Structure in the field of robot non-standard welding, and Guangda Chemical's advantages in the field of refrigerants, we organized industry summit forums to comprehensively enhance the visibility and market share of local enterprises through the government setting up the stage and enterprises singing. The third is to carry out collaborative support. Focusing on Chaoyang Iron and Steel, Langma Tire and other head enterprises, establish a supporting cooperation mechanism for local enterprises, regularly hold procurement meetings for head enterprises, encourage local enterprises to actively participate, guide head enterprises to tilt towards local enterprises, and improve the local matching rate.
(3) Concentrate on scientific and technological innovation and empower enterprises to increase vitality. The first is to make good use of the science and technology innovation network platform. Give full play to the role of the platform, continuously promote and improve the construction and management of the platform, increase publicity and promotion, let enterprises actively settle in the platform, use the platform, inject new vitality into the development of the enterprise, and open up a wider market. The second is to hold the third scientific and technological innovation conference. Give full play to the demonstration and exemplary role of scientific and technological innovation enterprises, encourage more enterprises to attach importance to innovation, be brave in innovation, take the road of scientific and technological development, comprehensively improve the digital, informatization and intelligent level of industrial enterprises in our district, and realize industrial varieties, quality improvement, and brand creation. The third is to hold a series of activities for the first Science and Technology Innovation Week. Through a series of activities such as school-enterprise docking, talent docking, sending science and technology into enterprises, industry expert forums, and scientific and technological innovation achievement displays, we will enhance the awareness and ability level of enterprise technological innovation, independent innovation, and talent introduction and education in our district, promote the core technology research of enterprises, accelerate the development of science and technology to a new highland, and accelerate the formation of new quality productivity.
(4) Concentrate on financial cooperation and stimulate the power source of development. The first is to build a platform for financial cooperation. Establish a tripartite cooperation mechanism between government, banks and enterprises, build an interactive cooperation platform, explore innovative models, stimulate credit vitality, and empower project construction and enterprise development with a more flexible and suitable financial service model. The second is to carry out financial cooperation and docking. Actively carry out financial activities into the park and enterprises, organize financial industry experts to help enterprises check the pulse, tailor-made, and pave the way for the promotion of financial services for the real economy. The third is to expand financial and credit services. Encourage and support financial institutions to innovate credit business, and allow enterprises to pledge loans or financing with intellectual property rights, registered trademarks, creditworthiness, warehouse receipts, shop management rights, commercial credit insurance policies, etc., to solve the financial bottlenecks encountered in the development of enterprises.
(5) Guarantee the elements of cohesion, gather resources and optimize the environment. The first is to carry out in-depth enterprise assistance, organize and coordinate all aspects of water, electricity, gas transportation, etc., and strive to help enterprises solve the problems existing in the production and operation of enterprises, and strive to help the development of enterprises in terms of capital, employment, market, energy conservation and consumption reduction. 2. Increase policy support to help industrial enterprises stabilize and improve
At present, the state, provinces, municipalities and districts are attaching more and more importance to the development of industrial enterprises, and the policies to support the development of the real economy are also rising wave after wave. After combing, there are more than 20 existing incentives and support policies for industrial enterprises.
(1) Four national-level policies. The first is a national green manufacturing unit, which supports three aspects: green factories, green supply chains, and green products, with a reward amount of 500,000 yuan. The second is the Industrial Internet Pilot Demonstration Project (Xin Guan Han (2023) No. 319 of the Ministry of Industry and Information Technology), which supports 27 specific directions in 7 categories: new technologies, factories, carriers, parks, networks, platforms, and security, with a reward amount of 100,000 yuan. The third is the intelligent manufacturing pilot demonstration action project (Ministry of Industry and Information Technology Unicom Loading Letter [2023] No. 212), which supports smart factories that are level 2 and above in the "Intelligent Manufacturing Capability Maturity Model" or meet the requirements of the intelligent manufacturing guidance documents of relevant industries, with a reward amount of 500,000 yuan. Fourth, the national specialized, special and new "little giant" enterprise, the scope of the declaration is the core basic components, components, key software, advanced basic technology, key basic materials and industrial technology foundation of the provincial specialized and special new small and medium-sized enterprises, the successful application of 500,000 yuan.
(2) Eight provincial policies. The first is the "Several Policy Measures of Liaoning Province to Promote Economic Stability and Progress", which supports "specialized, special and new" small and medium-sized enterprises, "specialized, special and new" small giant enterprises, individual champions in the manufacturing industry and new enterprises in the unified regulations, with a reward of 100,000 yuan, and supports enterprises to be listed on the domestic science and technology innovation board, main board and gem, with a reward of 500-10 million yuan. The second is the special fund for digital Liaoning to build a strong province, with a total of 9 major items and 29 small items, with a reward amount ranging from 10 to 2 million yuan. The third is the "Implementation Rules for the Management of Gradient Cultivation of High-quality Small and Medium-sized Enterprises in Liaoning Province", which supports innovative small and medium-sized enterprises within the validity period to be promoted to "specialized, special and new" small and medium-sized enterprises, with a reward amount of 300,000 yuan. The fourth is the "Liaoning Provincial Enterprise Technology Center Evaluation Work Guide", the scope of the declaration is the enterprise that has obtained the municipal enterprise technology center, and the successful application reward fund is 100,000 yuan. The fifth is the "Liaoning Province Substantive Industry-University-Research Alliance Filing Management Measures" (Liao Ke Fa (2022) No. 45), the scope of support is typical alliances and promotion alliances, with awards of 300,000 yuan and 200,000 yuan respectively. Sixth, Liaoning Province's "Unveiling the Leader" Science and Technology Project (Liao Kefa (2021) No. 42), the scope of support is the unveiling of the leader's scientific and technological research plan, and the "alliance leader" enterprise carries out the research and development of major key core technologies through the unveiling mechanism, and the reward amount does not exceed 30% of the total investment of the project, and the maximum is not more than 10 million yuan. The seventh is the Liaoning Province "Soil Transplantation" Introduction and Cultivation Program Project, (Liao Ke Ban Fa [2021] No. 30), which supports technical research teams and enterprise teams, with a reward amount of 100-10 million yuan. The eighth is the "Evaluation Measures for Eagles, Gazelles and Unicorn Enterprises in Liaoning Province" (Liao Kefa [2020] No. 45), which supports eagles, gazelles and unicorns with fast growth, high technology content, strong innovation ability, revenue or personnel growth rate and investment intensity of scientific and technological activities, with a reward amount ranging from 5 to 200,000 yuan.
(3) Five municipal-level policies. The first is the "Chaoyang City Policies and Measures to Support the Digital Transformation of the Industrial Field", which supports 7 aspects, including provincial smart factories, digital workshops, smart mines, digital and intelligent transformation enterprises, cloud enterprises, and industrial Internet platforms, with rewards ranging from 2 to 500,000 yuan. The second is the "Chaoyang City "Unveiling the Leader" Key Technical Research Project Management Measures (Chaozheng Banfa [2021] No. 40)), the scope of support is the municipal-level "Unveiling the Leader" technical research project, with a reward amount of 200,000 yuan. The third is the Chaoyang City "Transplantation with Soil" Project Management Measures (Chao Zheng Ban Fa [2021] No. 39), which supports the municipal-level "Transplantation with Soil" project, with a reward amount of 100,000 yuan. Fourth, the "Chaoyang City on Strengthening the Cultivation of High-tech Enterprises Policy Measures" (Chao Zheng Ban Fa [2017] No. 58), the scope of support is in line with the high-tech industry and strategic emerging industries of enterprises, the reward amount is 50,000 yuan. Fifth, the "Chaoyang City is a "good start" reward and subsidy policy in the first quarter (Chao Zheng Fa [2024] No. 5), the scope of support is the first quarter of the output value increase of 10 million yuan (inclusive) to 50 million yuan, 50 million yuan (inclusive) to 100 million yuan, 100 million yuan and above the industrial enterprises above the designated size, the reward funds are 50,000 yuan, 100,000 yuan, 200,000 yuan respectively.
(4) Three district-level policies. The first is the "Reward Measures for the "Three Major Articles" of Longcheng District Structural Adjustment (Chaolong Committee [2022] No. 48), which mainly supports 10 aspects, such as enterprise cultivation ("small upgrading" and "upgrading giant"), scientific and technological innovation (high-tech enterprises, young eagles, gazelles, etc.), digital empowerment (digital workshops, digital factories, intelligent scenes, etc.), listing and financing, and supporting facilities for head enterprises, with the reward amount ranging from 3 to 1 million yuan. The second is the "Zhihui Dragon City Plan", which will give a reward of up to 100,000 yuan to the unveiling of the list and the transplantation project with soil. The third is the "good start" reward and subsidy policy for the industrial economy in Longcheng District in the first quarter of 2024, mainly for the output value increase of 10 million yuan (inclusive) to 50 million yuan in the first quarter, 50 million yuan (inclusive) to 100 million yuan, On the basis of enjoying the municipal-level incentive and subsidy policy, an additional 10,000 yuan will be rewarded for every 10 million yuan increase in output value, and the maximum amount of additional reward shall not exceed 100,000 yuan, and a one-time reward of 10,000 yuan will be given to each enterprise in the first quarter of 2024 on the basis of the original policy support.
The District Bureau of Industry and Information Technology will provide enterprises with all-round and whole-process services of interpretation, counseling, guidance and declaration, so as to realize that all preferential policies for enterprises should be reported and enjoyed.
