Agricultural stability and social grass, seed-based. Seeds are the "chips" of agriculture, which are related to the development of modern agriculture and national food security, and are an important field for the development of new quality productivity. From March 18 to 21, General Secretary Xi Jinping stressed during his inspection tour in Hunan that the mainland has a population of more than 1.4 billion, food security must be guaranteed by ourselves, and the rice bowl of Chinese should mainly be filled with Chinese grain. This fully reflects General Secretary Xi Jinping's profound grasp of the world, national conditions and agricultural conditions, and is highly targeted, forward-looking and instructive. As a landmark project in Hunan to accelerate the realization of the beautiful blueprint of "three highs and four new", Yuelu Mountain Laboratory will keep in mind General Secretary Xi Jinping's entrustment, aim at the top domestic and world-class goals, and do a solid job in the four-character article of "seeking, gathering, new and practical", empower new quality productivity with seed industry science and technology self-reliance and self-improvement, and make every effort to build a "national weapon" in the seed industry, so as to inject new momentum into guarding food security, securing China's rice bowl and building a modern agricultural power.

Work the word "plan" and scientifically plan the strategic layout. The development of new quality productive forces is a long-term task and a systematic project, which requires scientific planning and overall planning. Hunan is a major agricultural province and a major food province, based on the advantages of Hunan's agricultural development, guided by the central government's "Seed Industry Revitalization Action Plan", benchmarking the national laboratory, focusing on the protection and utilization of germplasm resources, basic theory and cutting-edge technology research, key core technology research, major strategic new variety cultivation, etc., to carry out basic, cutting-edge and public welfare scientific research, and strive to build the domestic top and world-class biological breeding scientific research, key core technology innovation of seed source, and cultivation of major strategic varieties. High-level innovative talents in the seed industry gather in the "four highlands". On the basis of in-depth research on the frontiers of science and industry, the laboratory has laid out four functional research departments, including basic science, cutting-edge technology, provenance innovation, interdisciplinary science and intelligent seed industry equipment, around the frontier of biological breeding science, and has laid out germplasm resource bank (including germplasm resource database), phenotype identification and ecological simulation breeding platform, molecular biology technology platform, etc. There are 8 public innovation platforms such as the biological intelligent breeding platform, and 15 variety creation centers have been laid out around the cultivation of strategic and major new varieties, including rice, vegetables, rapeseed, tea trees, livestock and poultry, Chinese medicinal materials, fruit trees, dry grains, microorganisms, aquatic products, camellia oleifera, economic forests, carbon sink forests, characteristic forests, cotton and linen silk. By promoting the layout of the functional platform, the laboratory will coordinate the two major fields of planting and breeding, face the three major seed industries of animals, plants and microorganisms, focus on the five ways of "domestication, breeding, hybrid breeding, molecular breeding and design breeding", and realize the six tasks of "safety, development, variety, breeding, promotion and industrialization". New quality productivity has been formed in the fields of planting and breeding and food industry, and the high-quality development of modern agriculture has been promoted.

Make real moves on the word "gathering" and gather talent teams in many ways. The essence of new quality productivity is talent-driven, and we must firmly grasp the key point of "talent" and help the development of new quality productivity with the gathering of high-level talents. Yuelu Mountain Laboratory has always adhered to the concept that talent is the first resource, comprehensively promoted the talent project of "external introduction and internal training" around the scientific research layout of the laboratory, adhered to the cross-departmental, cross-unit and interdisciplinary gathering of superior scientific research forces in the seed industry inside and outside the province and even the world, and strived to build a high-level innovative talent team in the seed industry. Externally, for all kinds of innovative talents, scientific research teams, scientific research institutes, enterprise R&D centers, and achievement incubation subjects, a series of systems for laboratory talent recruitment and intelligence introduction have been introduced, and short-term, medium-term and long-term goals and tasks have been scientifically formulated, and high-level talent standards, recruitment standards and processes, performance appraisal, talent treatment, financial guarantee and exit mechanism have been clarified. At the same time, we will establish a talent introduction map of advantageous disciplines in world-renowned agricultural colleges and universities, and accurately connect and focus on talent introduction. It is expected that by the end of 2025, a group of experts with international influence and doctors from first-class universities at home and abroad will be introduced, a number of innovative teams, scientific research institutes and R&D centers of large-scale listed enterprises in the seed industry or modern agriculture at home and abroad will be introduced, and a group of strategic scientists, discipline leaders and scientific research and innovation teams will be gathered at the forefront of international academics. At present, the laboratory has openly recruited PI teams from 4 functional research departments and 15 variety creation centers around the world. Internally, we will comprehensively strengthen the cultivation and support of outstanding talents led by leading talents, and consolidate the reserve of human resources. Four experts, including Li Kenli, Deng Huafeng, Liu Yong and Li Changzhu, who were independently trained, were shortlisted for the list of valid candidates for the 2023 co-optation of academicians of the Chinese Academy of Engineering, and Professor Tang Wenbang was elected as an academician of the European Academy of Natural Sciences.

Seek breakthroughs in the word "new" and continuously strengthen scientific and technological innovation. Practice has proved that scientific and technological innovation can give birth to new industries, new models and new kinetic energy, and is the core element of developing new quality productive forces. To accelerate the development of new quality productivity, we must attach great importance to and give full play to the role of scientific and technological innovation, lead seed industry innovation with scientific and technological innovation, and help the high-quality development of agriculture. Yuelu Mountain Laboratory has always put scientific and technological innovation in the first place, boldly broken the shackles of the traditional scientific research system and mechanism, and continuously strengthened the scientific and technological innovation of the seed industry in accordance with the principle of construction, tackling key problems, and producing results at the same time, closely focusing on the needs of the country, the capabilities of Hunan, and the urgent expectations of the industry. The first batch of scientific research research lists of the laboratory were collected and selected, and a four-in-one model of "demand, team, project, and achievement" was constructed to coordinate and carry out organized scientific research and joint research. Establish a R&D competition mechanism, implement a "lump sum" system for eligible projects, fully empower the scientific research team, and make every effort to attract superior forces to focus on major scientific issues and key core technologies urgently needed by the national strategy, scientific and technological frontiers and markets, and accelerate the formation of a number of important scientific research achievements in the seed industry from 0 to 1. At present, the laboratory has made a number of major innovative achievements in the fields of hybrid rice, pepper breeding, and local pig breeding. It was the first to create a breeding method for small-grain dual-purpose nuclear sterile lines of rice, realized the whole process of light and simplified seed production technology system of hybrid rice, filled the gap of small-grain dual-purpose nuclear sterile lines of rice at home and abroad, and won the first prize of scientific and technological invention of the Ministry of Education; Using cGPS targeted sequencing technology with independent intellectual property rights, more than 80 liquid-phase breeding chips have been developed in more than 50 species of crops, livestock, poultry and aquatic products, among which Hunan pig 64K, dairy cow 126K, small yellow croaker 100K, winter melon 10K, Jiaji duck 20K and other liquid-phase breeding chips are the first in China.

Achieve results in the word "real" and accelerate the transformation of achievements. The key to the development of new productive forces is to promote the application of original innovation and disruptive scientific and technological innovation achievements to the industrial chain, so that scientific and technological achievements can be transformed into real productivity at an accelerated pace. The Yuelu Mountain Laboratory is jointly built by the Hunan Provincial People's Government and the Chinese Academy of Agricultural Sciences, Hunan Agricultural University, CITIC Group, Longping Hi-Tech and other leading scientific research institutes, universities and enterprises in the seed industry. The laboratory regularly holds achievement exhibitions, achievement roadshows and theme salons to publicize and promote the results of the laboratory. Explore the establishment of new mechanisms and models for the empowerment, distribution, and reward of scientific and technological achievements in positions. In accordance with the principle of "who invests, who shares", in the stage of scientific research project establishment, the proportion of investment and the ownership of intellectual property rights of all parties involved are clearly defined by signing a task contract unanimously recognized by all parties. Strengthen the transformation of scientific and technological achievements in Changsha and Hunan provinces, and give priority to cooperation with enterprises in Changsha and Hunan under the same conditions. It signed a memorandum of understanding on the collaborative protection of intellectual property rights in the seed industry with the Changsha Intermediate People's Court and Hunan Agricultural University, actively exploring the creation of a highland for judicial protection of intellectual property rights in the seed industry, and escorting the mining and transformation of patents for scientific research achievements in the seed industry. "Xizi No. 3" became the first rice variety with low cadmium accumulation that passed the national crop variety approval; "Liangyou 8022" had an average yield of 1251.5 kg per mu, setting a new record for the highest yield per mu of hybrid rice in mainland China, and the new Camellia oleifera variety "Deyou 2" overcame the obstacle of incompatibility between species and distant hybridization, and the yield of camellia oil per mu could reach more than 150 kg.
