The State Food and Drug Administration recently issued a notice that in the 2023 national cosmetics sampling inspection work, after inspection by the Sichuan Provincial Institute for Drug Control and other units, the product label indicated that 6 batches of cosmetics produced by Guangzhou Kangcai Medical Products Co., Ltd. and Guangzhou Meichun Cosmetics Co., Ltd. did not meet the requirements, and the prohibited raw materials specified in the "Safety and Technical Specifications for Cosmetics (2015 Edition)" were detected.
The reporter noticed that baby products also appeared in these 6 batches of cosmetics. Among them, the product label indicates that Baicuining Baby Moisturizing and Repairing Cream produced by Guangzhou Henglan Biotechnology Co., Ltd. was found to be halobetasol propionate, clobetasol propionate, and cyproheptadine that are not allowed to be added.
The product label indicates that the baby herbal skin cream produced by Jiangsu Jiaoyan Barbie Cosmetics Co., Ltd. is not allowed to add terbinafine.
The product label indicates that the Nobixing Baby Baby Cream produced by Shanghai Zhenxian Cosmetics Co., Ltd. was detected with terbinafine that should not be added. (Note: Shanghai Zhenxian Cosmetics Co., Ltd. raised an objection to the authenticity of the sample.) After the review of the Shanghai Municipal Drug Administration, the enterprise has not produced or imported the batch of products that do not meet the requirements. ）
Data show that terbinafine is an antifungal drug, and long-term use can easily lead to skin flora imbalance. Clobetasol propionate is a glucocorticoid substance, and long-term use of cosmetics containing glucocorticoids may cause problems such as dark spots, atrophy and thinning of the facial skin, and hormone-dependent dermatitis may also occur.
According to the Regulations on the Supervision and Administration of Cosmetics, the Measures for the Supervision and Administration of Cosmetics Production and Operation, and the Measures for the Administration of Cosmetics Sampling Inspection, the State Food and Drug Administration requires the drug regulatory departments of Shanghai, Jiangsu, Zhejiang, and Guangdong (municipalities) to file and investigate the registrants, record holders, and entrusted production enterprises involved in the above-mentioned non-compliant cosmetics in accordance with the law, and order the relevant enterprises to immediately take risk control measures and self-inspection and rectification in accordance with the law. The drug regulatory departments of all provinces (autonomous regions and municipalities) shall order the relevant cosmetics operators to immediately stop operating the above-mentioned cosmetics, investigate their purchase inspection records in accordance with the law, and trace the source of the illegal products;
