The "Notice" proposes that a total of 791 physicians failed to pass the assessment in the regular assessment of physicians in 2020. The first batch of 123 physicians who failed the assessment have completed the off-the-job training on March 1, 2022, and can continue to work after passing the training.
This time is the second batch of 668 unqualified personnel to make relevant arrangements.

There are two main reasons for being unqualified, on the one hand, the business level assessment is unqualified, and on the other hand, there is no legitimate reason not to participate in the assessment.
The Notice states:
General practitioners and preventive health care physicians such as community and township health centers shall receive off-the-job training in second-level general hospitals or preventive health care institutions at the county level.
The overall duration of the training is from May 7, 2022 to November 7, 2022.
Those who attend the leave training in the event of a medical malpractice must undergo a 6-month training period.
Other off-the-job training personnel may decide their specific training time limit according to their age, ability, consistent performance, etc., but the minimum shall not be less than 3 months.
When general practitioners leave the post for training, they should rotate in all departments of internal medicine and surgery, and the rotation time of each department should be determined by the medical department of the training institution and the corresponding department.
The "Notice" emphasizes that doctors who leave the post to train should correct their attitude, actively participate in the various business activities of training institutions, and strictly implement various rules and regulations. The number of attendance days during training shall not be less than 90% of the working days during training.
In order to avoid the recurrence of the phenomenon of repeated changes to the assessment procedure, the assessment body should accurately identify the appropriate assessment procedures for the assessment object, and be responsible for this work, to ensure that the assessment object should be fully examined, should be exempted, and ensure that the assessment procedure is undisputed and not repeated.

For example, some village doctors have gone out to open their own clinics or go to private hospitals after obtaining a practicing (assistant) doctor's certificate, but the fixed examination is still assessed at the location of the village clinic, so they have not received the assessment notice. ”
The above situation is not an isolated case, Peng Lijun, director of the medical examination and training division of the physician service platform, revealed to the grass-roots physician commune that there will be unqualified personnel everywhere, and he stressed that the examination work will become more and more stringent in the future.
Grassroots doctors must pay attention to it in the future, and unqualified will directly have the following impacts:
1. The new Physician Law stipulates that registration will not be granted within one year if the fixed examination is not passed
Peng Lijun said that the "Medical Doctor Law of the People's Republic of China" was launched on March 1, 2022, although the examination period was changed from 2 years to 3 years, but at the same time, it was stipulated that doctors who failed to pass the regular assessment were deregistered for less than one year and were not registered.
Physicians who fail to pass the regular assessment, suspend their practice activities expire, and if they are still unqualified in the re-assessment, they will face deregistration and the abolition of the physician's practice certificate.
2. Affect the right to practice across provinces
Some provinces have linked the results of the regular assessment with the registration of physician practice, and all physicians who do not have a record of passing the examination within 2 years will not be accepted if they are transferred to the province outside the province, and the doctors in the province will directly cancel the registration.
3. Affect credit reporting
Information such as physicians' suspension of practice and deregistration remains in the government credit reporting system for a long time, forming a negative evaluation.
4. Increase the competitiveness of the industry
The assessment results are a dynamic reflection of the practice level of the examiners, and those who fail to pass the assessment are relatively weak in job hunting, competition, promotion to grade titles, and evaluation of excellence.
