General Secretary Xi Jinping pointed out at the 24th meeting of the Central Committee for Comprehensively Deepening Reform on February 28, 2022, that it is necessary to accelerate the construction of a number of world-class enterprises with excellent products, outstanding brands, leading innovation and modern governance, and achieve greater development and play a greater role in the process of comprehensively building a socialist modern country and realizing the second centenary goal.

The Party Central Committee insists on placing scientific and technological innovation at the core of the overall development of the country, emphasizing the need to adjust and optimize the structure of science and technology, form an innovation system with enterprises as the main body, give play to the leading and supporting role of large enterprises, support small and medium-sized enterprises to become important birthplaces of innovation, cultivate outstanding enterprises with core competitiveness, and promote high-quality economic development.

ZTE believes that as an innovation leader in the ICT (information and communication technology) industry, we adhere to the important criterion of enterprise development of scientific and technological self-reliance and self-improvement, and shoulder the responsibility of driving the innovation of partners and promoting industry innovation.

Enterprise scientific and technological innovation is the core driving force of high-quality development

Enterprise development depends on innovation, in the system, management, science and technology, business model and other multi-dimensional innovation, scientific and technological innovation is the key to the survival of enterprises and the construction of lasting competitive advantages, is the core driving force to promote the high-quality development of enterprises.

Enterprises are naturally the most sensitive to market demand, can sense the emerging market demand for the first time, and quickly carry out technological innovation trial and error and iteration, so as to identify and grasp the direction of technological innovation in a timely manner. At the same time, the enterprise is the optimal carrier of resource allocation, paying special attention to the output ratio of R&D input, and paying attention to the efficient landing scheme from R&D investment to commercial use, so as to achieve the cost optimization of scientific and technological innovation and achievement transformation.

It should be emphasized that enterprises need to continue to innovate, otherwise in the fiercely competitive market environment, if they do not advance, they will retreat, and the competitiveness of products will not keep up with the pressure of survival.

Since the Eighteenth National Congress of the Communist Party of China, the Party Central Committee has issued a series of policies and measures to protect and support the development of enterprises, and continuously strengthen the main position of scientific and technological innovation of enterprises.

In 2021, the whole society will invest 2.79 trillion yuan in R&D, 76% of which will be invested by enterprises; 90% of the 3.7 trillion yuan of technology contract transaction volume will come from enterprises; and 79% of the national key R&D plans will be led or participated by enterprises.

As an enabler of industrial digital transformation, the ICT industry has an important role in the prosperity of one industry and a hundred industries, and is the key position of scientific and technological innovation under the wave of digitalization. Combining our own business, carrying out forward-looking and strategic research on major scientific and technological projects and breaking through key core technologies is the mission entrusted to us by the times. Taking the lead in scientific and technological innovation activities and industry-university-research alliances and being the master of the innovation chain is the responsibility of ZTE and other enterprises.

Innovation does not ask about origin, under the guidance of the party and state policies, all kinds of innovative subjects gathered by thousands of scientific and technological innovations, in accordance with the "four aspects" requirements emphasized by General Secretary Xi Jinping, the same direction, the same frequency resonance, will play a greater role.

The three orientations give play to the main role of enterprise scientific and technological innovation

With the deepening of the implementation of the reform of the scientific and technological system and the promotion of three years of tackling tough problems, the mainland's enterprise-led industrial technological innovation mechanism has gradually taken shape.

How to effectively play the main role of enterprise scientific and technological innovation?

First of all, enterprise scientific and technological innovation should adhere to the demand-oriented, to meet the needs of the people as the fundamental purpose, to create value for customers, to create benefits for the society, on this basis to enhance the company's own operating efficiency.

Demand includes two levels: market-oriented demand and socialized demand.

To meet the needs of marketization, to see clearly in the open market environment, there are huge uncertainties in customers, business models, technical routes, etc., and it is necessary to win market choice and development through competition between enterprises and the survival of the fittest. To meet the needs of socialization, mainly relying on the government and public platforms, to provide inclusive products and services for the whole society.

Enterprise scientific and technological innovation should be good at finding demand in market applications, mining demand, and even creating demand to drive innovation.

For example, in order to cope with the explosive growth of wireless data traffic demand, ZTE has taken the lead in applying massive MIMO, one of the core technologies of 5G, to 4G networks, which has increased spectral efficiency by 3-5 times, greatly improving user experience and operator network efficiency.

Secondly, enterprise scientific and technological innovation should pay attention to sustainable development orientation. The market demand is endless, it is contained in the continuous pursuit of a better life by the broad masses of the people, and the continuous scientific and technological innovation of enterprises is reflected in the successive transformation and cyclical iterative evolution of "technology - product competitiveness - market share".

A product includes a variety of technologies, the competitiveness of the product is the comprehensive embodiment of these technologies; technology to transform into product competitiveness, must pay attention to technological maturity, including supporting technical level, process level, technology life cycle and other aspects; product competitiveness to be transformed into market share, must meet the user's cost-effective and other multi-dimensional needs, in order to be recognized and gain market share.

It should be pointed out that after completing the successive transformation of "technology- product competitiveness - market share", it is necessary to rely on the core technology innovation drive in order to have the ability of circular iterative evolution, so that the product has core competitiveness. In ZTE's view, core technology refers to technology that can enhance the core competitiveness of products, and the core competitiveness includes performance, cost, supply capacity and other aspects.

In the long-term scientific and technological innovation, we are more and more aware that to create core technologies should pay attention to timeliness and professionalism, with the continuous acceleration of the pace of technological upgrading, today's core technologies are not necessarily tomorrow's core technologies; the art industry has a specialty, and each industry field should focus on innovation around their own professional technology; enterprises should adhere to the key basic technologies to strengthen investment, especially in the frontier core technologies that affect the sustainable development of the industry, to boldly invest in order to enhance the ability and resilience of enterprises to cope with industrial chain fluctuations and geopolitical influences.

In addition, enterprise scientific and technological innovation should follow the law of technological development.

Scientific and technological innovation should be gradual, the growth of enterprise technology level is inseparable from the accumulation of experience, technology is constantly evolving, and innovative activities need to be adapted to the comprehensive strength of the enterprise itself. Innovation is a process of accumulation and thin development, including ZTE, domestic communication equipment companies in the global mobile communication upgrade iteration all the way up, and then comprehensively lead the innovation is the best example.

Three strengthen to promote enterprise scientific and technological innovation

When scientific and technological innovation gradually enters no man's land, how can we not be left behind in scientific and technological innovation and industrial upgrading? ZTE believes that it is necessary to strengthen safeguards from three aspects.

Strengthen environmental guarantees for scientific and technological innovation. Scientific and technological innovation activities are not isolated behaviors of individual enterprises, but systematic projects that require the attention and innovation guarantee of the whole society.

While creating an open and inclusive innovation environment and stimulating the innovation vitality of the whole society, it is also necessary to continue to create a fair and transparent market environment, with the market allocation of resources as the mainstay, supplemented by administrative management, so that resources can be spontaneously allocated to more competitive and efficient innovation-driven enterprises.

Like the two sides of the same coin, the external innovation environment is ready and the enterprise innovation system is in place to ensure the high quality and sustainability of scientific and technological innovation. Therefore, enterprises should clarify the strategic development plan of innovation at the top-level design level, do a good job in basic management guarantees such as organizational support and talents at the implementation level, and improve innovation methods and tools.

Strengthen innovation collaboration within the industrial chain. It is necessary to guide and promote the scientific and technological innovation of the entire industrial chain, and the upstream and downstream industrial chains should be coordinated to promote the innovation between "system-component-material".

Under the guidance of policies, the head enterprises should play a leading role, take the initiative to take the lead in forming an innovation consortium, coordinate the resources of the whole industry chain, form a systematic collaborative innovation model, and concentrate on breaking through major technical bottlenecks that hinder industrial security and national strategic development.

Strengthen the innovation chain mechanism for production, education and research. As scientific and technological innovation enters no man's land, while carrying out "1 to N" innovation, it is more necessary to strengthen the innovation breakthrough of "0 to 1" at the source. It is particularly important to encourage leading enterprises to cooperate closely with scientific research institutes, universities and other scientific research institutions, relying on the new innovation system, and to strengthen in-depth innovation in key underlying technology areas and basic theories. In the field of communication equipment, the State Key Laboratory undertaken by ZTE has made breakthroughs in basic fields such as communication chips and intelligent video coding, and has mastered more than 2,000 core patents, further consolidating the leading edge of innovation in the mainland's communications industry.

In the interlocking innovation chain of "theory-technology-product-industry", ZTE will actively play the main role of enterprise innovation, continue to deepen innovation around demand-oriented, strengthen core technology breakthroughs, promote the construction of industrial innovation ecology, promote more industrial fields to complete the leap from following to leading, build a new development pattern, and achieve high-quality development.
