Recently, the Sichuan Provincial Development and Reform Commission, the Public Security Department, the Department of Ecology and Environment, the Department of Transportation, the Department of Emergency Management, the Market Supervision administration and the Energy Bureau jointly issued the Notice on Further Regulating the Matters Related to the Modification of Natural Gas Vehicles (hereinafter referred to as the Notice), which clearly stipulates the registration management, main responsibility, and ex post facto supervision involved in the modification of natural gas vehicles.

Natural gas is recognized as a clean energy source, and supporting the development of vehicles with compressed natural gas (CNG) as the main fuel is an effective way to reduce carbon emissions from road transportation, of which "oil to gas" is the main way to promote. However, due to various reasons, many places have previously ignored or even directly stopped the modification of natural gas vehicles, resulting in a decline in the number of CNG vehicles in mainland China in recent years. This time, Sichuan Province took the lead in issuing a document to support and regulate the natural gas vehicle modification industry, which has attracted great attention in the industry. Many experts pointed out that Sichuan Province dares to be the first to support the promotion of diversified clean energy vehicles, which is worth encouraging and learning.

Some areas have been stopped "one size fits all"

Seven departments, including the Sichuan Provincial Development and Reform Commission, pointed out that the "Notice" is to meet the needs of the current safety production work, further standardize the modification and management of natural gas vehicles, strengthen supervision during and after the event, and promote the high-quality development of the natural gas vehicle industry.

The "Notice" makes it clear that all those who have the conditions for automobile maintenance and operation of a type of maintenance and operation business can engage in natural gas vehicle modification business; modification enterprises should earnestly perform the main responsibility for the safe production and environmental protection of natural gas vehicle modification; all localities and departments should strengthen the supervision of natural gas vehicle modification work during and after the event in accordance with the division of duties.

According to the data, by the end of 2021, the number of natural gas vehicles in the mainland has reached 7.02 million, most of which are CNG vehicles, the number of which is about 6.2 million, of which CNG vehicles are mainly "oil to gas" CNG vehicles, accounting for about 75%. At the same time, there are currently more than 5,600 CNG car filling stations throughout the country. In fact, in 2019 and 2020, the number of CNG cars in mainland China was about 6.72 million and 6.32 million respectively, showing a downward trend.

According to the reporter's understanding, in recent years, due to the different attitudes of various places to "oil to gas", the promotion of CNG vehicles has slowed down.

"In recent years, some localities have one-sidedly understood the Road Traffic Safety Law and the national standard "Technical Conditions for the Safety of Motor Vehicle Operation", and adopted a simple 'one-size-fits-all' stop on 'oil to gas'." Chen Zhangming, vice mayor of Zigong City, Sichuan Province, pointed out that in recent years, the reason for the decline in CNG car ownership in the mainland is related to this. "Some places have not seriously understood the state's consistent policy of promoting clean energy vehicles and new energy vehicles."

Li Yongchang, consultant of Sichuan Clean Energy Automobile Industry Association, said: "In the current domestic context of diluting and promoting CNG vehicles, the seven departments in Sichuan have taken the lead in issuing documents regulating vehicles ' oil to gas' and continuing to support the promotion of CNG vehicles, which is worth encouraging and learning." ”

Environmental protection and economic advantages are outstanding

Relevant test data show that the PM2.5 emissions of vehicles using natural gas are 93% lower than those of gasoline and diesel, and the emissions of nitrogen oxides can be reduced by up to 60% compared with diesel vehicles. The country's 6.2 million CNG vehicles can replace about 15.93 million tons of gasoline, which is a contribution to reducing the dependence of mainland oil on foreign countries, and can reduce carbon dioxide emissions by 11.36 million tons.

In terms of economy, Li Yongchang pointed out that compared with gasoline vehicles, CNG cars can save about half of fuel costs. At the same time, in most western parts of the continent where the CNG price is about 3.5 yuan / cubic meter, the economy of CNG passenger cars and taxis is better than that of pure electric vehicles.

"Many countries around the world are promoting CNG vehicles, of which more than 70% use the 'oil to gas' method, and the other 30% are original CNG vehicles. The same is true in the mainland, where the majority of CNG car ownership is 'oil to gas'. This is mainly because the original natural gas vehicles only cover some of the more popular vehicle brands, while the 'oil to gas' is more suitable for vehicle brands, a few thousand yuan to change, especially in Sichuan, a natural gas-rich area, natural gas prices are cheaper, it is more appropriate. Li Yongchang said.

In fact, at present, many places have doubts about the "oil to gas" mainly because of its safety, due to the previous vehicle "oil to gas" modification enterprises have uneven capabilities, coupled with imperfect regulatory system, there is a certain degree of confusion in the market.

"The 7 departments of Sichuan Province did not simply stop the 'oil to gas', but standardized it. In addition, the People's Congress of the Inner Mongolia Autonomous Region and the People's Congress of Sichuan Province have formulated the detailed rules for the implementation of the Road Traffic Safety Law after the conversion of vehicles to oil and gas. This will play a big role in further promoting CNG vehicles. Chen Zhangming said.

Li Yongchang said that the vehicle 'oil to gas' is not a random change, but a CNG gas cylinder and a device using natural gas, which is no different from the new car in technology. At present, thousands of CNG vehicle testing institutions and gas cylinder inspection institutions around the country can fully meet their regular testing and inspection needs to ensure the safe operation of CNG vehicles.

In terms of green and low-carbon action in transportation, the State Council issued the "Carbon Peak Action Plan before 2030" in terms of green and low-carbon actions in transportation, proposing to promote the low-carbon transformation of transportation tools and equipment, and actively expand the application of new energy and clean energy such as electricity, hydrogen energy, natural gas, and advanced bio-liquid fuels in the field of transportation.
