User-side support continues to increase

Xiao Yaqing, minister of the Ministry of Industry and Information Technology, recently said that the development ecology of the new energy automobile industry has been gradually improved and perfected, and judging from all aspects of the situation, the mainland new energy automobile industry has entered a new stage of large-scale and rapid development, although it still faces some difficulties and challenges, but it is expected to maintain a high-speed growth trend this year. According to the previous forecast of the China Automobile Association, the sales of new energy vehicles in the mainland will reach 5 million units this year, an increase of 47% year-on-year.

On December 31, 2021, the Ministry of Finance, the Ministry of Industry and Information Technology, the Ministry of Science and Technology, and the National Development and Reform Commission jointly issued the "Notice on the Financial Subsidy Policy for the Promotion and Application of New Energy Vehicles in 2022", which clarified that the subsidy standard for new energy vehicles in 2022 will be reduced by 30% on the basis of 2021, and the subsidy policy will be terminated on December 31 this year. At the same time, since the beginning of this year, affected by the rising price of raw materials for power batteries and the shortage of chips, Weilai, Xiaopeng, BYD, Nezha and other car companies have raised the price of new energy vehicles. In this context, the Ministry of Industry and Information Technology has recently said many times that it will pay close attention to studying and clarifying support policies such as the continuation of preferential tax treatment for new energy vehicles, optimize the double integral management method, do a good job in the effective connection of new energy vehicle subsidies, and stabilize market expectations.

"Preferential policies in the use of links are conducive to increasing the sales of new energy vehicles, such as preferential electricity charges, parking discounts, breaking down barriers to the circulation of second-hand cars, and reducing premiums." Auto analyst Ren Wanfu believes that the support policy should accelerate the transfer from pre-purchase to post-purchase use. Chen Hong, chairman of SAIC Motor, also recently suggested that we should increase support for the use of new energy vehicles, continue to improve the construction of supporting facilities such as charging piles, and provide preferential charging electricity charges to further form an atmosphere that encourages the consumption of low-carbon products.

Problems such as fuel vehicle occupancy and slow charging remain to be solved

The convenience and cost of charging new energy vehicles have long been concerned by consumers. A few days ago, the reporter searched through several charging APPS in Chaoyang District, Beijing and found that public charging stations can enjoy peak and valley electricity prices or unified pricing throughout the day, charging fees (charging electricity prices + service fees) average 1.6763 yuan / kWh, and parking fees are mostly 8 yuan / hour. At the same time, some charging stations that implement unified pricing throughout the day have higher electricity prices, charging fees of more than 2 yuan / kWh, and parking fees up to 16 yuan / hour. It is understood that the parking fee is generally charged separately for the field place, and the electricity fee is collected according to the type of electricity price connected to the parking lot, and the charging pile operator has no right to change.

At the same time, the phenomenon of fuel vehicle occupancy is still common. "The APP showed that there were idle piles, but the car drove over and found that the fuel car had occupied the charging parking space." A car owner in Chaoyang District, Beijing told reporters that the occupancy of fuel vehicles often occurs, causing great inconvenience to the charging of new energy vehicles.

In fact, the Beijing Municipal Code for Parking Lot (Library) Operation Services (hereinafter referred to as the "Code"), which was implemented in July 2021, clearly states that parking administrators should classify and guide fuel vehicles and electric vehicles with charging needs. For example, in the case of non-charging parking spaces, guide fuel vehicles to avoid occupying electric vehicle parking spaces; in the case of non-charging parking spaces without availability, fuel vehicles can be guided to occupy part of the electric vehicle parking spaces, but must not occupy the designated special parking spaces for electric vehicles, and prompt the driver to leave contact information; guide electric vehicles that have completed charging to leave the special parking spaces for electric vehicles in a timely manner; guide fuel vehicles and electric vehicles without charging needs not to occupy special parking spaces for electric vehicles, and still do not listen to persuasion after repeated notification. The public security traffic management department may be notified to carry out law enforcement.

Facts have proved that the "Norms" have not landed. A charging APP official customer service reply, the current fuel car occupancy can only be feedback by the owner to customer service, customer service and then communicate with the parking lot management department and strengthen management. But parking lot managers said: "We can only strengthen guidance." "In addition, slow charging efficiency, unstable charging, and many bad piles have also become problems reflected by electric vehicle owners."

It is necessary to raise public awareness of green and low-carbon travel

At present, charging is the main way of replenishing electric vehicles, and charging infrastructure is an important guarantee for the green travel of new energy vehicle owners. Liu Kai, director of the Technology and Certification Department of the China Electric Vehicle Charging Infrastructure Promotion Alliance, introduced: "To improve the market acceptance of new energy vehicles, it has transitioned from the policy-driven period in the '13th Five-Year Plan' period to the policy and market two-wheel drive. Completely market-driven, is an important goal of vigorously cultivating the new energy vehicle market during the '14th Five-Year Plan' period, and the key is to improve the convenience of charging. ”

It is understood that some places have avoided the occupation of special parking spaces for electric vehicles by strengthening special personnel and installing intelligent locks. The "Specification" also proposes that for fuel vehicles occupying electric vehicle parking spaces and electric vehicles that have not left after charging more than one timing unit, a step-by-step price standard can be adopted to charge, and the maximum charge per unit time is not more than 150% of the current charging standard of ordinary parking spaces.

At present, many places are accelerating the introduction of favorable policies for the use of new energy vehicles. Before the end of June this year, Beijing will accelerate the construction of new energy vehicle infrastructure in accordance with the principle of "rational layout and full construction". Before the end of the year, Beijing will also study and formulate a differentiated road parking charging price policy for new energy vehicles.

At the same time, industry insiders said that charging pile operators should strengthen operation and maintenance, timely maintenance of charging piles, reduce "zombie piles", and further improve the utilization rate of charging piles. Liu Kai believes that public charging facilities should be mainly BASED ON DC charging piles with large power to solve the problem of user anxiety caused by low charging efficiency. In addition, even after the relevant regulations, to fundamentally rectify the charging chaos, it is not enough to rely on the efforts of parking lot managers or charging operators, it is necessary to strengthen the public's understanding and awareness of green and low-carbon travel, and law enforcement departments must also be more involved.
