Russia and Ukraine have already held two rounds of negotiations. Who are the negotiators sent by both sides?

In the first round of negotiations, Ukrainian Defense Minister Reznikov first entered with great fanfare; in the second round of negotiations, the chairman of the Ukrainian People's Public Servant Party, Alahamia, wearing a baseball cap, led three people to enter. These two men, compared to the Russian representatives on the other side, are standard "heavyweights".
Reznikov is Ukraine's Indian defense minister, representing the military; Arahamiya is the leader of the ruling party in the Ukrainian parliament, representing the parliament; and Podolyak represents the presidential palace.
Can a person of this level personally participate in the negotiation, because of what they wear, say that they are not serious about negotiation?
In my opinion, they are dressed in civilian clothes because their status is much higher than that of the Russian representative on the other side. If Russian Defense Minister Shoigu had personally attended the negotiations, would they still be dressed in civilian clothes?
