Status: It is difficult to charge new energy vehicles, and there is local protectionism

Data show that the penetration rate of basic charging facilities related to new energy vehicles in China is still less than 40%. The growth of the "supply" of charging facilities is obviously lagging behind the pace of consumption growth of new energy vehicles. Zhang Hongwei suggested that the problem of charging difficulties in the use of new energy vehicles should be systematically solved. Enrich the support methods of charging infrastructure, establish a support policy system covering different links such as charging infrastructure technology research and development, construction subsidies, operation subsidies, land use, and different use scenarios such as private charging and public charging, and mobilize the enthusiasm of social capital to participate in the construction and operation of charging infrastructure. Zhang Hongwei also proposed that the relevant ministries and commissions of the state formulate unified policies and regulatory standards for the fiscal, taxation, and financial policies and regulatory standards involved in the six main tasks. Continue to exempt the purchase of new energy vehicles from vehicle purchase tax and vehicle and vessel tax, and enjoy preferential purchase tax exemption policies for the purchase of non-plug-in hybrid vehicles.
