In order to meet the needs of the masses for the selection of new energy small car number plates, the Traffic Management Bureau of the Ningxia Public Security Department decided to launch a new section of small new energy vehicle number plates on the Internet traffic safety comprehensive service management platform from February 20, 2022. According to the needs of the number warehouse, the following number segments are gradually released in the five cities:
Yinchuan
(Ning AD30000—Ning AD79999, Ning AF30000—Ning AF79999);
Shizuishan City
(Ning BD30000-Ning BD79999, Ning BF30000-Ning BF79999);
Wuzhong City

New car pre-selection number plate business process
After logging in to the "Traffic Management 12123" APP, through the [Business Center] [New Car Selection Number], enter the new car pre-selection number plate process, through this function can be newly purchased small cars, large cars, small new energy vehicles or large new energy vehicles under my name pre-select number plate.
Please prepare the "Motor Vehicle Certificate of Conformity" (or "Certificate of Imported Goods") before selecting the number plate, and in the process of pre-selecting the number plate, you need to enter the "Vehicle Identification Code" (also called the frame number), the certificate of conformity number or the imported goods certificate number.
The pre-selected number plate business consists of two stages
(1) Basic information entry stage. Users can complete this phase at any time.
(2) Pre-selection of number plates. The operation time of this stage is subject to the selection time in the service description page of the pre-selected number plate of the platform.
Phase I
You need to select the city where the new car is located, click [Confirm Information], the system will pop up the dialog box of the business instructions (the specific content of the business instructions is maintained by the local traffic management departments, the following figure is only an example, does not represent the business instructions of the platform), please be sure to read the business instructions carefully to understand the relevant business rules.
Click the [Read and Agree] button in the dialog box to enter the basic information entry page of the motor vehicle, including the certificate of conformity number (or import vehicle voucher number), vehicle brand, vehicle model, vehicle identification code and other information.
Phase II
After the basic information of the vehicle is confirmed, enter the second stage of the pre-selected number plate business, click [Start selecting number], you must obtain and enter the sms verification code, and if the SMS verification code is passed, enter the random or self-selected number page.
There are two ways to select numbers, one is to select random numbers, and the other is to select numbers by yourself. There is no order between random and self-selecting numbers.
First, the random selection number can be checked [without 4], so that the random number plate does not contain the number "4".
2. There are 5 random number selection opportunities, and each group generates 10 number plates for you to choose.
Third, before the end of the countdown to select the number plate, you can select one of the number plates as the alternative number plate, after the successful addition of the alternative, the alternate number plate column will also display the countdown "X seconds from the expiration", the countdown is over, the number plate of the alternative number plate column will be invalid.
4. When there are still random numbers left, you can update the pending list through the [Change] button.
Fifth, if there is no random number plate to choose, you can also choose the self-selected number method. A total of 20 number plate numbers can be compiled by the self-compilation number, and 5 intention number plates can be entered at the same time, and the system will verify in turn according to the entry order, pay attention to the most desired number plate recorded in the first.
After completing the number selection, the system will display the validity period of the selected number plate, and you need to register before this. If you do not apply for it after the deadline, the number plate you selected will be invalidated, and you will be blacklisted, and pre-selected number plates on the Internet will be not allowed, and the blacklist will be automatically released after 2 years.
Precautions
Please be sure to read the business instructions carefully and know the validity period of the pre-selected number plate number, information entry requirements and other contents.
For self-numbering, users need to pay attention to the prompt information on the interface: "You can also compile 20 self-number plates", which is a restriction on the user to select a number for the current vehicle, the user verifies N self-numbered plates each time, if the verification is not passed, the number of remaining self-numbered plates will be reduced by N, if the number plate is optional, the user will complete the selection number. Once the user has exhausted the opportunity to self-select, the user will no longer be able to self-select the current vehicle.
For random number selection, the user needs to pay attention to the prompt information on the interface: "Change a batch (X)", which is the restriction on the user to randomly select the number for the current vehicle, each time the user random number plate, the random number selection opportunity will be reduced by 1 time, once the user uses up the random number selection opportunity, the user will no longer be able to randomly select the number for the current vehicle.
Users no longer have the opportunity to choose their own numbers, and no longer have random number selections, they can only choose the number selected to the car tube.
After the user pre-selects the number plate successfully, if the Internet pre-selected number plate is not confirmed by the vehicle management office within the validity period of the number plate, the user's selected number plate will be invalid and will be blacklisted, and the number plate of the motor vehicle cannot be pre-selected on the Internet, and the blacklist will be automatically lifted after 2 years.
