Huai Jinpeng said that in the face of new challenges and new opportunities in the new era, the Chinese government insists on giving priority to the development of education, and China has built the world's largest higher education system. In order to adapt to the needs of the new situation and cope with the challenges of the new crown epidemic, Chinese universities are accelerating the construction of education informatization and digitization, increasing efforts to develop online education and teaching resources, and the number of MOOCs has exceeded 47,500, and the number of students has reached 755 million.

Huai Jinpeng said that China attaches great importance to exchanges and cooperation with Latin American countries, "We adhere to the path of opening up to participate in global education governance." By accelerating and expanding the opening up of education to the outside world, actively introducing high-quality educational resources, building a platform for exchanges and cooperation in various types of education at all levels, deeply participating in major global educational actions and education governance, and expanding the supply of international public goods in education. ”

According to him, China has signed agreements on mutual recognition of higher education degrees with Cuba, Argentina, Mexico, and Peru, and has signed cooperation agreements in the field of culture and education with 19 Latin American countries, including Barbados, Brazil, Colombia, and Ecuador.

The International Congress of Higher Education in Cuba has been held every two years since 1998. Organized by the Cuban Ministry of Higher Education, the conference was held from February 7 to 11 in a combination of online and offline format.
