The National Mobilization issued by Vietnam in 1979 contains the following contents:
1. Men aged 18-45 and women aged 18-35 are required to join the militia guerrillas and militia self-defense forces. Persons outside the above age may also join the Militia Guerrillas and the Militia Self-Defence Forces if they voluntarily wish. All the remaining civilians in the areas of the fighting, with the exception of those who were approved to evacuate to other places, were left to carry out the tasks of combat and service.
(2) Militia guerrillas and militia self-defense units in all areas shall form units for combat and service in situ, or shall be transferred according to the plan of the Ministry of National Defense to carry out operations and combat services in other places.
3. All employees and workers of all state institutions and enterprises shall be transferred to the ten-hour working day, of which eight hours shall be devoted to labor and production, and two hours shall be devoted to military training. In addition to the normal daily study, students with a secondary school degree or above must also undergo two hours of military training.
4. Every village, enterprise, factory, forest farm, farm and all other units must formulate offensive and defensive operational plans and plan for the construction of defensive fortifications.
It can be seen that the general mobilization of the war carried out in Vietnam at that time was very comprehensive, and it was really necessary to carry out the whole people to fight and the whole people to participate in the war, the Vietnamese authorities really realized the seriousness of the situation, and our strategic deterrence achieved the established effect!
