According to the model 3 and Model Y owners in Canada, the vehicles they delivered in January can already activate the feature through the 2022.4.5 version updated this week.
If you have a new Model 3/Y and haven't received such updates yet, there's an easy way to see if you have the hardware you need: The owner needs to remove the back cover to see if there are three cables near the firewall (the car's frame section under the windshield), and then confirm that the vehicle has a heated wiper (here's a reference only).
Despite the name, it is not the wiper itself that is heated, but the windshield area where the wiper is located when it is inactive, and the Model Y and Model 3 produced by the Shanghai factory in China already have heated wipers last month.
