In this regard, industry insiders said that making up for the shortcomings of new energy vehicles and expanding more use scenarios will become the key to releasing the consumption potential of the rural new energy vehicle market in the future.
As a result, the National Energy Administration, the Ministry of Agriculture and Rural Affairs and the National Rural Revitalization Bureau jointly issued the "Implementation Opinions on Accelerating the Development of Rural Energy Transformation and Helping Rural Revitalization" at the end of 2021, proposing to guide charging business operators and new energy automobile enterprises to build charging and replacement power stations in large villages and towns, relocation centralized resettlement areas, tourist scenic spots, public parking lots and other areas, give priority to promoting the use of electric vehicles for official vehicles, buses and taxis in the county, and promote the application of new energy vehicles in tourist scenic spots and characteristic towns. Explore the establishment of an intelligent vehicle networking platform with vehicle pile station linkage, information sharing, and intelligent dispatch, and promote new energy vehicles to become an important part of rural microgrids. Vigorously support local governments to carry out new energy vehicles and home appliances to the countryside.
It is worth noting that the attention paid by the relevant functional departments of the state to the development of rural charging piles has gradually increased. Compared with the "Notice on Carrying Out New Energy Vehicles going to the Countryside" issued in July 2020, the joint sponsors of the "Notice on Carrying Out New Energy Vehicles Going to the Countryside in 2021" issued in March 2021 have also added the Comprehensive Department of the National Energy Administration in addition to the Ministry of Industry and Information Technology, the Ministry of Agriculture and Rural Affairs and the Ministry of Commerce, and the intention to further make up for the shortcomings of rural charging infrastructure is very obvious.
In addition, the "Rural Electrification Survey Report" released by the China Electric Vehicle 100 Association pointed out that although there are more models and versions of new energy passenger cars sold in the domestic market, the new energy vehicles sold to rural areas are still very limited. The reason is mainly in terms of price, use and convenience, and the existing models are greatly misaligned with the expectations of rural residents.
New energy vehicles are popularized, and new energy facilities must also be popularized. Under the dual thrust of energy transformation and consumption upgrading, the demand for the use of new energy vehicles and clean energy has been extended to the vast rural areas. However, compared with urban areas, the construction of relevant supporting facilities in rural areas is still relatively weak. Accelerating the construction of car charging piles in rural areas and allowing more villages to achieve the "charging freedom" of new energy vehicles will not only better facilitate the daily travel of rural residents, but also have positive significance for narrowing the gap between urban and rural public services and enhancing the sense of gain of farmers.
