According to the statistics of the Provincial Department of Agriculture and Rural Affairs, last year there were 689 new "three changes" reform villages in the province, with a total of 11,500, accounting for 72% from 68% in 2020; the annual benefit was 9.424 million farmers, of which 1.52 billion yuan was directly benefited by farmers and 190 million yuan was paid by the village collective, adding a total of 1.71 billion yuan to farmers' property income.
In the course of reform, all localities have actively guided peasants to invest resources, assets, funds, technology and other elements in the main body of operation, participate in the distribution of benefits, and obtain property income. At present, a total of 3.8 million rural households in the province have participated in the "three changes" reform. According to the calculation of 25.43 million rural permanent residents in the province, the per capita property income of the "three changes" reform increased by 67.3 yuan last year, an increase of 18.3 yuan year-on-year, an increase of 37.3%. The proportion of the benefits brought by the "three changes" reform to the property income of farmers increased from 14.6% in 2020 to 17.1%, an increase of 2.5 percentage points, and the contribution rate to farmers' property income reached 31.3%.
In the process of reform, the function of "unification" of village collective economic organizations has been effectively brought into play, and through shareholding cooperation with business entities, the revitalization and utilization of collective assets has been promoted, and the development of the village-level collective economy has been effectively promoted. In 2021, the villages participating in the "three changes" reform in the province received 780 million yuan in reform income, an average of 68,000 yuan per village, an increase of 9.3% year-on-year. According to the calculation of the average collective operating income of 355,000 yuan in villages in the province that year, the collective income brought about by the "three changes" reform accounted for 19.1%, which has become an important way to strengthen the village-level collective economy.
Promoted the development of the industry. Through the implementation of the "three changes" reform, we have guided the agglomeration of science and technology, talents, capital and other elements to the agricultural and rural areas, cultivated and introduced a number of agricultural enterprises such as breeding, processing, cold chain, and logistics, and developed a number of rural industries such as seedlings and flowers, animal husbandry and aquatic products, agricultural product processing, and rural tourism. According to statistics, the province has introduced and cultivated 21,000 entities of various types and implemented 28,000 "three changes" reform projects, which has effectively promoted the transformation and upgrading of the agricultural industry.
The results of poverty alleviation have been consolidated. The "three changes" reform has always focused on consolidating the results of poverty alleviation, combined with the promotion of the "four belts and one self" characteristic breeding industry upgrading project, the proportion of "three changes" reform poverty alleviation villages has reached 100%. A total of 15,000 new agricultural business entities have driven 301,000 households out of poverty by means of shareholding linkage, and have built an integration mechanism for poverty alleviation project funds, an asset income support system for poverty alleviation households, and an interest connection mechanism between business entities and households out of difficulty, which has effectively promoted the consolidation of the results of poverty alleviation and the effective connection between rural revitalization.
