After a series of failed plans, Zhang Ziqiang felt that he had been firmly targeted by the Hong Kong police. In desperation, he wanted to return to the mainland and continue his career.

On January 25, 1998, Zhang Ziqiang was arrested by the mainland police at the Jiangmenwai Hai Bridge. In November 1998, the Guangzhou Intermediate People's Court tried Zhang Ziqiang and his gang, and Zhang Ziqiang was sentenced to death.

This time, Zhang Ziqiang thought about his experience of winning a lawsuit after being arrested in 1991, and he demanded to return to Hong Kong for a retrial on the grounds that his crimes were all committed in Hong Kong and that the mainland courts had no right to try him.
