According to foreign media macrumors, in the iOS 15.4 beta, Apple added a highly anticipated new feature that can change the way Face ID works. Your iPhone can be unlocked when you wear a mask, but you need to have an iPhone 12 or later.

Currently, if you have an Apple Watch authenticated for extra security, you can use a mask to unlock your iPhone, but the new option eliminates the need for an Apple Watch. When wearing a mask, Face ID with a mask works by identifying the area around the eyes, which is less safe but more convenient.
However, Face ID with a mask only has this option on iPhone 12 and later, so you'll need an iPhone 12, 12 mini, 12 Pro, 12 Pro Max or iPhone 13, 13mini, 13 Pro, or 13 Pro Max.
