Recently, the Hunan Provincial Taxation Bureau of the State Administration of Taxation issued the "Opinions on Further Optimizing the Management Methods of Tax Sources" (hereinafter referred to as the "Opinions"), which is an important measure for the Hunan tax department to further deepen the reform of tax collection and management, change the way of tax collection and management, and improve the quality and efficiency of tax source management. The "Opinions" clearly state that from January 1, 2022, the reform of the tax administrator system will be promoted throughout the province, the fixed relationship between tax administrators and households will be completely abolished, and the team management of tax-related matters will be implemented, and more professional and efficient tax services will be provided for the majority of taxpayers and payers through the transformation of "management households" to "management".

Keep the existing collection and management structure unchanged Reasonably divide the responsibilities for tax source management

The "Opinions" make it clear that under the premise of maintaining the existing tax source management institutions and classification and hierarchical management systems basically unchanged, rationally divide the responsibilities for tax source management, optimize the allocation of collection and management resources, and actively promote the establishment of a new model of tax source management with professional management as the core.

"To implement team management, we must first classify tax sources." Jiang Yong, deputy director of the Department of Collection, Management and Scientific and Technological Development of the Provincial Taxation Bureau, introduced that the bureau divides enterprises into large enterprises, large enterprises and small and medium-sized enterprises according to scale and industry, and classifies organs and institutions according to the nature of the unit, and natural persons according to income and assets. On this basis, we will actively apply modern information technologies such as big data, blockchain, and artificial intelligence to implement differentiated services and management for taxpayers.

Combined with the classification of tax sources, the bureau divides the tax authorities' tax source management responsibilities into three categories, such as daily management, investigation and verification, and risk response, according to the frequency and difficulty of handling tax-related matters, and forms a corresponding tax source management team, and implements the professional management of classified management and teamwork under the protection of the dynamic "credit + risk" management mechanism.

Change the collection and management service model The tax payment process is simpler

To promote the reform of the tax administrator system, the core is to change the traditional management method of "dividing households into people and managing all things", so that professional people can do professional things.

It is understood that after the cancellation of the fixed relationship between the tax administrator and the household, the taxpayer no longer needs to be reviewed in advance by the tax administrator for all tax matters, and all are handled according to the principle of "independent compliance, self-enjoyment of rights, and self-responsibility", through the tax service department or electronic tax bureau, mobile terminal, self-service terminal and other channels, so as to avoid affecting its normal production and operation due to the large number of taxpayers in charge of households or other reasons, and the tax payment links are fewer, the procedures are simpler, and the efficiency is higher.

"By setting up separate teams, clarifying post responsibilities, and rotating regularly, we can supervise and restrict tax administrators while improving the efficiency of collection and management services, and build a dam for the prevention and control of integrity risks." Jiang Yong revealed that the change in the collection and management service model will help standardize law enforcement and improve supervision.

Promote the construction of smart taxation The tax service guarantee is stronger

The "Opinions" proposes that all business matters flowing through the tax source management department are randomly assigned and task dispatched through the core collection and management system of the third phase of the Golden Tax. This can give full play to the professional advantages of the tax source management team and improve the efficiency of tax management in an all-round way.

In order to achieve the "trace management" of tax-related matters, the Provincial Taxation Bureau has established a full-process and closed-loop management of "task initiation - task push - tracking monitoring - result feedback" in the core collection and management system of the third phase of the Golden Tax. At the same time, the bureau strengthened the construction of smart taxation, and through online channels such as the 12366 tax payment service hotline, the "Xiang Tax Pass" enterprise number, and the electronic tax bureau, it timely accepted and solved the difficult tax-related problems of taxpayers.

"We have also set up a special post in the tax hall to provide 'point-to-point' services for taxpayers and payers, and implement bottom-up management of the personalized service needs of taxpayers to ensure the orderly transformation and seamless docking of 'managing households' to 'stewards'." Jiang Yong said that promoting the reform of the tax administrator system can provide more tax-related protection for taxpayers from management and services.
