The "List of Key Tasks for Energy Supervision in 2022" (hereinafter referred to as the "List") has been deliberated and approved by the working meeting of the Director of the National Energy Administration, and is hereby issued to you, please organize and implement it carefully. Notice of the requirements is as follows.

I. Strengthen organizational leadership. All units should attach great importance to and meticulously organize, concentrate personnel strength, and implement relevant work tasks in detail. The lead unit should formulate a specific regulatory work plan in accordance with the contents of the List, and clarify the regulatory objectives, regulatory priorities, regulatory measures and time arrangements. All units should strengthen coordination and cooperation, establish an effective communication and contact mechanism, and the relevant departments of the bureau organs should increase the operational guidance and training of the dispatched agencies, explain the relevant policies and measures and regulatory requirements through regular meetings on supervision work and ventilation meetings, and provide strong support for front-line supervision.

2. Arrange the progress reasonably. Each lead unit should start the deployment of relevant supervision tasks as soon as possible in accordance with the requirements of the "List", reasonably arrange the timing progress, and in principle, all supervision tasks should be deployed in the first half of the year, so as to facilitate the overall arrangement of on-site supervision work by the dispatched agencies. Relevant dispatch agencies combined with epidemic prevention and control work, optimized on-site supervision matters, and combined as much as possible to carry out mergers, effectively reducing the burden on enterprises and grass-roots units. Except for individual tasks such as special supervision of clean heating in the northern region, the rest of the supervision tasks should be completed by the end of 2022.

Third, adhere to the problem-oriented. All dispatched agencies should increase the intensity of on-site supervision work, promptly discover problems, reflect problems in an authentic way, and strictly adopt methods such as ordering rectification, supervision and notification, and administrative punishment to deal with problems in strict accordance with law. The lead unit should sort out and summarize the problems in a timely manner, form a list of problems, and report to the director's office in a timely manner. It is necessary to strengthen the supervision and rectification of problems, carry out "looking back" in a timely manner, and ensure that the supervision work achieves practical results.

The Supervision Department should strengthen overall planning and coordination, closely track and supervise the progress of the implementation of the List, and report important situations and problems to the Director General's Office in a timely manner.
