In recent years, there have been nearly 40,000 new family cases received by courts in Liaocheng, and family cases have become the largest number of cases accepted by courts. In the face of the problems of increasing the number of disputes in the field of marriage and family, the types of disputes, the causes are complex, and it is difficult to reconcile, the courts at both levels in Liaocheng City have deeply practiced the people-centered development concept, taken multiple measures to optimize the diversified solution mechanism for family disputes, insisted on giving priority to mediation, adhered to the integration of reason and law, insisted on giving priority to protecting the rights and interests of women, children and the elderly, promoted the substantive restoration of family affection, and saved a large number of families on the verge of breaking. This is what the reporter learned from the second press conference of Liaocheng City's "Ten Major Projects of Rule of Law for the People" on the morning of January 20.

According to Ning Zhaotong, member of the party group and vice president of the Liaocheng Intermediate People's Court, the court system of Liaocheng City has practiced love and practice with the law as the guideline and implemented a diversified solution mechanism. "Putting the family first" vigorously promotes the specialization of family trials. The Liaocheng Intermediate People's Court formulated the "Opinions on Strengthening Juvenile Trial Work", established a leadership mechanism for juvenile trial work headed by President Liu Yanjie, set up specialized family courts at all levels of courts, and established nine family dispute resolution studios, realizing exclusive jurisdiction and professional trial of family cases.

"Using softness for use" is flexible and diversified to resolve family disputes. Give play to the bastion role of the family dispute resolution studio, create a "judicial base" for marriage and family education, family dispute resolution, and family emotional repair, invite 19 family mediators to settle in, hire psychological counselors to carry out psychological counseling for the masses, conduct in-depth analysis of marriage and family conflicts, children's education and other issues through flexible methods, provide professional and accurate consultation, and guide the parties to rationally resolve disputes.

"Focus on the crowd" synergistically promotes the harmony and stability of the water city family. The Liaocheng Intermediate People's Court, together with the Municipal Women's Federation and the Civil Affairs Bureau, has jointly issued documents on the linkage mechanism for resolving family disputes, established fifteen working mechanisms such as family investigation and mediation, marriage and family counseling, and anti-domestic violence, selected 177 family mediators and 234 family investigators, and built an "all-round, wide-coverage, multi-level" family dispute resolution platform to form a family dispute resolution force.

"Harmony-oriented" creates a social atmosphere of family harmony. Expand and extend judicial functions, establish special work mechanisms such as round-table trials, social investigations, return visits to help and educate, and release of typical cases, normalize activities such as the five advances in law, knowledge contests, and simulated trials, truly enhance the people's awareness of law and rights protection, reduce family disputes from the source, prevent domestic violence crimes, and promote the construction of family civilization.

According to reports, through the implementation of the diversified solution mechanism, the trial quality and efficiency of the courts at both levels in Liaocheng have achieved "one drop and two rises", and the reform of family trials has been comprehensively promoted. The "one drop" is that since 2018, the number of family cases has shown a continuous downward trend. The "double rise" is: the mediation withdrawal rate of first-instance and second-instance family cases has increased, and the mediation withdrawal rate of first-instance family cases has reached 50.9%, an increase of 1.9% year-on-year in 2021; the mediation withdrawal rate of second-instance family cases has reached 33.3%, an increase of 14.4% year-on-year. From January to December 2021, 2,315 pre-litigation family dispute cases were resolved, up 31.79% year-on-year; the interest rate of first-instance family cases reached 98.74%, up 2.23% year-on-year; juvenile criminal cases accounted for 1.42% of all criminal cases, achieving a decline for six consecutive years.

It is also understood that the courts at both levels in Liaocheng have also actively explored good remedies to "cure the disease before they occur", and the municipal court has written a number of judicial suggestions such as preventing minors from drowning, which have been adopted, providing more than 2,000 legal consultations for the people of the city, carrying out 92 lectures on the rule of law in communities, schools, and enterprises, with more than 50,000 people listening to the lectures, and gradually establishing a mechanism for the prevention and control of the source of family disputes. The Comprehensive Trial Division of Juvenile Cases of the Municipal Court has successively won the "Provincial Civilized Post of The Provincial Youth", the "Provincial Youth Rights Protection Post", the Third Class Meritorious Service of the Provincial Court, and the honorary title of "Shandong Province March 8 Red Flag Collective" by the Shandong Provincial Women's Federation.
