The Paper's special commentator Wang Jiasen

At the two sessions in Shanghai, Ma Liejian, deputy to the Shanghai Municipal People's Congress and chairman of the Shanghai Women's Federation, suggested that under the premise of knowing and voluntarily, it was recommended to implement the "free HPV vaccination for girls aged 9-15 in the city". From 2022, it is expected that by 2030, the full hpvic vaccination rate of female adolescents aged 12-18 in Shanghai will reach more than 90%, achieving the World Health Organization's global HPV vaccination target.

Cervical cancer is the fourth largest malignant tumor affecting the health of women in the world, but also the second largest female malignant tumor in the mainland, as a vaccine that can effectively prevent cervical cancer at present - HPV vaccine, since its listing, has received a lot of attention, which can be described as "a needle is difficult to find".

According to the above-mentioned estimation of the population of the appropriate age, the annual increase in the number of services due to the free vaccination of HPV vaccine is about 100,000 person-times, which is only equivalent to 2.5% of the current planned immunization volume in Shanghai, and the existing immunization service system can easily bear it.

If the policy can be officially implemented, the "HPV vaccine free vaccination" is undoubtedly a good gift for school-age girls in Shanghai.

HPV vaccine, the sooner you get it, the sooner you protect it. HPV vaccine can block the persistent infection of high-risk HPV, thereby effectively reducing the incidence of cervical cancer and precancerous lesions, and promoting HPV vaccination among the appropriate age group is an effective measure to prevent cervical cancer.

In 2017, the World Health Organization released a position paper on HPV vaccines, showing that for the prevention of cervical cancer, the primary target group recommended for HPV vaccination is girls aged 9-14 years before they are sexually active.

The National Health Commission previously said that the mainland will fully support the Global Strategy for Accelerating the Elimination of Cervical Cancer proposed by the World Health Organization. The Strategy states that by 2030, 90% of girls worldwide will be vaccinated against HPV by the age of 15, and the goal of eliminating cervical cancer will be achieved globally through tertiary prevention and treatment pathways such as vaccination, screening and treatment.

In February 2021, the National Health Commission said that it encourages qualified areas to actively adopt a variety of financing models, gradually carry out free HPV vaccination, and explore appropriate experiences for promoting HPV vaccination. According to CCTV, since the second half of 2021, a number of provinces across the country have gradually promoted the universal vaccination strategy of HPV vaccine for women of appropriate age.

If the "free HPV vaccination for girls aged 9-15 years old" can be officially implemented, it will not only provide a credible HPV vaccination channel for school-age girls in Shanghai, but also reduce the economic burden for some families in Shanghai. At a deeper level, it is possible to explore appropriate experiences for the promotion of HPV vaccination on the mainland, and then to work towards the elimination of cervical cancer on a continental scale.
