The Exit-Entry Administration Bureau of the Public Security Department of Henan Province, as the lead unit, set up a special class for the initiation of the work at the first time, established working mechanisms such as consultation and judgment, notification of clues, supervision and inspection, and coordinated law enforcement, coordinated the overall planning and coordination of various police departments, and vigorously promoted the in-depth development of the special struggle work. Closely centering on the mission objectives, the public security exit-entry administration departments at all levels throughout the province have adhered to the work concept of "opening up roads, promoting prevention by cracking down, and promoting construction by cracking down on crimes", making scientific plans, making precise efforts, striking hard, overcoming difficulties, cracking down on a large number of major cases, successfully smashing a large number of criminal gangs, effectively cracking down on the arrogance of criminals, and effectively curbing the rising momentum of the spread of crimes that hinder the management of national (border) borders. Full efforts have been made to prevent illegal entry activities from bringing into the epidemic. In the past year, the province's public security exit-entry administration departments at all levels have cracked more than 1,400 cases of various crimes that hinder the management of national (border) borders, arrested more than 3,700 criminal suspects, seized more than 1,800 illegal entry-exit personnel, smashed 51 criminal gangs, and investigated and dealt with 21 intermediary institutions involved in the cases.
Insist on pushing from a high position. The Party Committee of the Henan Provincial Public Security Department attaches great importance to the special struggle work, listens to the report on the special struggle work and the investigation and handling of major cases, and puts forward specific work requirements. The deputy mayors of all provinces and municipalities and the directors of public security bureaus have personally taken command, organized and held special struggle work deployment meetings and promotion meetings on many occasions, clarified tasks and objectives, compacted work responsibilities, refined promotion measures, established institutional mechanisms, and vigorously promoted the in-depth development of special struggle work.
Adhere to overall deployment. Strengthen scientific planning and overall advancement, the Provincial Public Security Department has set up a special struggle leading group composed of 15 police departments, the Exit-Entry Administration Bureau plays a leading role, and with the relevant police departments, it coordinates and guides the 18 provincial and municipal public security bureaus to set up leading groups, formulate work plans, clarify work measures, and focus on advancing at stages, and fully promote the special crackdown work. All localities have acted quickly and made all-out efforts to tackle tough problems, and the public security organs at the provincial, municipal, and county levels have integrated the upper and lower levels and linked up with each other to ensure that the special struggle work is carried out in depth and in a down-to-earth manner.
Stick to synthetic combat. Strengthen synthetic operations, strike in an all-round way, base ourselves on the characteristics of the laws governing crimes that obstruct the management of national (border) borders throughout the province, establish a coordinated combat mechanism with police departments such as criminal investigation, public security, and traffic police, hold regular consultations and judgments, jointly plan and advance, make full use of the resource advantages of various police departments, form a joint force to crack down to the greatest extent, and smash a number of criminal gangs that are intertwined with a variety of cross-border crimes such as obstructing national (border) border management, gambling, fraud, abduction, and marriage fraud.
Persist in cracking cases. Strengthen the "five musts" work model of opening up the road, cracking cases, innovating the work mechanism for listing and supervising major cases, insisting that it is necessary to meticulously organize and implement policies, must clarify the direction of investigation, must strengthen special case handling, must strictly regulate law enforcement, and must standardize the reporting of information, list and supervise 17 typical cases with major and complex cases and a large number of people involved in the case, and repeatedly launch a provincial cluster campaign and special regional governance actions, severely losing all kinds of organizations to smuggle criminal gangs.
Persist in joint strikes. Strengthen inter-provincial assistance, joint rectification, firmly establish the idea of "one game of chess for the whole country", actively take the initiative to dock with public security organs in other provinces, select special personnel to be responsible for case leads and co-investigation and coordination work, and promote the efficient development of the work of research and verification of clues. Since the launch of the special struggle, it has assisted in the investigation and handling of 19 cases supervised by the State Immigration Administration, cracked more than 60 cases of crimes obstructing the management of national (border) borders, arrested more than 100 criminal suspects, and destroyed a number of criminal networks entrenched in the territory along the line.
At present, the situation of criminal activities in our province that obstruct the management of national (border) borders is still grim, and lawbreakers, driven by huge profits, have constantly renovated their modus operandi, and have unscrupulously organized, transported, and induced Chinese and foreign personnel to illegally enter and exit the country to engage in illegal and criminal activities, causing real harm to national security, social stability, and the interests of the people.
