At about 17:00 on January 14, Zhou Mou, a man from Yancheng, Jiangsu Province, and his friend drove a private car on the Jincheng Ring Expressway in Shanxi. On the way, Zhou Mou, who received a heart stent at Jiangsu Hometown Hospital ten days ago due to a heart attack, suddenly felt chest pain and chest tightness. Zhou's friend drove out of the Nearby Jincheng West Toll Station to find a hospital.

At 17:06 on the same day, in the section not far from the Jincheng West Toll Station, Yang Guang, Wang Fei, Zhang Yongming, and Song Ziliang, three auxiliary police officers directly under the Jincheng Traffic Police Detachment, were patrolling. After receiving Zhou's request for help, he immediately drove a police car to lead the way to zhou's private car, and reported the situation to the Jincheng Traffic Police Detachment Command Center for assistance.
