From the earliest "integration of low-carbon concept into the World Expo", to "promoting the social co-governance of the ecological environment in the Yangtze River Delta region", and then to "building a green and low-carbon environmental protection industrial park", he took the environmental field as the starting point, diverged his thinking outward, and formed a proposal with strong professionalism and "one step ahead".

At the two sessions in Shanghai this year, he continued to "add weight" to the topic of green and low carbon, and planned to submit a proposal to "give full play to Shanghai's advantages and promote a new green and low-carbon track". It is hoped that combining Shanghai's traditional industries and emerging industries, it will not only "complement each other's advantages" but also create a "radiation effect" to help Shanghai's green and low-carbon development, and at the same time drive green and low-carbon industries to become a new economic growth point.

In order to study environmental protection, half of the time every year is "on the road"

At the two sessions in Shanghai last year, Bai Guoqiang submitted a proposal on the "Proposal on Playing a Good Game of Green and Low Carbon Environmental Protection Industry Development under the Carbon Peak and Carbon Neutrality Strategy". Soon after, the Municipal Commission of Economy and Information Technology replied: "The 14th Five-Year Plan" will take the green and low-carbon transformation as the work guide to promote the high-quality development of the energy-saving and environmental protection industry; by 2025, a number of characteristic energy-saving and environmental protection industrial parks will be built. This proposal was later approved by the relevant leaders of the municipal government, which promoted the implementation of the proposal.

Over the past year, Bai Guoqiang has been thinking about this proposal and constantly injecting new content. When he went to the Waigaoqiao power plant to investigate, he found that through the use of clean coal power technology, its power generation efficiency and pollution reduction are leading the world. After "brainstorming" with experts and scholars, Bai Guoqiang suggested that if the technological advantages can be "expanded", it may be able to promote the new process of green industry. For example, power plants can collect and re-produce carbon dioxide from coal combustion into methanol, and reduce the cost below the traditional coal chemical industry through technological innovation, which will become a breakthrough in clean coal technology. In this way, it can also form an overall solution for clean coal power with power generation efficiency, pollution reduction and carbon reduction synergy, which will enhance the economic effect of green industries and inject more possibilities into the construction of industrial parks.

Bai Guoqiang's proposal is "running out" and "talking out". He did a statistic that about half of the time every year is spent on visiting and researching. From ecological protection parks to green environmental protection enterprises, to study and visit other provinces and cities, a report was "packaged" back to the office to continue research, and the notebook was densely filled with words.

It began to brew more than a decade ago, and this year we will inject new ideas into the "new track"

12 years ago, the "Expo Green Travel Low-carbon Transportation Card" with white and green and printed with "Love the Earth" set off a rush of purchases among the citizens, and one card gathered a ton of carbon indicators. This concept of "low-carbon expo" comes from the planning of Bai Guoqiang and his colleagues. At that time, he believed that the core of "carbon reduction" was to allow the whole society to connect with the concept of green and live a healthy life. Bluer skies and cleaner water have become the focus of Bai Guoqiang's research for a period of time.

"What should I do after the ecological environment is better?" Bai Guoqiang, who is good at "taking a step forward" thinking, began to explore early, and he believes that environmental protection must be adapted to economic development. After years of precipitation, in the face of the green and low-carbon track, Bai Guoqiang has something to say.

At the two sessions in Shanghai this year, Bai Guoqiang proposed to submit a proposal that green and low carbon is a "long-term track" that is jointly promoted by the whole process and all fields, and Shanghai should not only reduce carbon emissions, but also give full play to the comprehensive advantages of technology, equipment and services to tap new green kinetic energy, and find a balance point between "one increase and one decrease". In his research, he found that Shanghai has many mature counterpart projects, and if it can be used as a link to cooperate and help, it will drive the renewal of carbon reduction technology and the development of green industries nationwide.

Shanghai integrates the concept of green and low-carbon into the planning and construction of the "Five New Cities" to achieve high-quality development. As the main author, Bai Guoqiang also led the investigation of the Shanghai Municipal Committee of the China Democratic League on Accelerating the Green, Low-carbon and High-quality Development of Shanghai's "Five New Cities". The proposal proposes to establish a horizontal overall planning, vertical coordination, and urban linkage of pollution reduction and carbon reduction synergy control mechanism and system, and force the formation of resource conservation and environment-friendly energy and industrial structure, production and lifestyle, and spatial layout with scientific target management. Bai Guoqiang believes that a regional energy consumption and carbon emission accounting and tracking evaluation system can be established for the energy consumption statistical accounting and measurement system under construction.
