"In the coming period, the high-quality development of the manufacturing industry in our province will enter the 'fast lane', the tax source will accumulate 'strong kinetic energy', and it will be time to sprint to the 'new track' of the tens of billions of tax industry." On January 18, Liu Mingquan, deputy to the Provincial People's Congress and secretary of the party committee and director of the Hunan Provincial Taxation Bureau of the State Administration of Taxation, said in an interview with reporters.

In 2021, the province's manufacturing tax revenue pool was 153.47 billion yuan, accounting for 34% of the province's tax revenue, an increase of 0.3 percentage points year-on-year, and the tax growth rate (10.2%) was 1.1 percentage points higher than the average tax increase in the province.

Our province fully implements the strategic positioning and mission tasks of "three highs and four new", builds an important national advanced manufacturing highland, and upgrades and builds "3+3+2" industrial clusters. Liu Mingquan believes that while steadily increasing the tax contribution of refined oil processing and other industries, it is necessary to carefully cultivate 2 to 3 manufacturing tens of billions of tax industries through precise policies and optimized coordination.

Focus on leading industries and expand the volume of taxation. Liu Mingquan suggested that aiming at industrial clusters such as construction machinery, rail transit equipment, and aviation power, we should carry out accurate investment promotion in the whole chain, further supplement the chain, extend the chain, and strengthen the chain, focus on improving the procurement rate of industrial operation in the province, integrate production, supply and marketing, and support large and small and medium-sized enterprises, promote products to enter the high-end, extend the chain upstream and downstream, and move towards the highlands, so as to achieve a breakthrough of 10 billion yuan in tax revenue as soon as possible.

Lay out emerging industries and expand tax increments. Liu Mingquan said that to accelerate the development of the digital economy, around the frontier technology and industrial change areas, as well as a new generation of information technology, integrated circuits, high-end materials, biological seed industry and other strategic emerging industries, give play to the leverage effect of financial funds, gradient cultivation of high-quality science and technology enterprises, high-tech enterprises, specialized and special new small and medium-sized enterprises, the formation of a number of stable development expectations, tax transformation is faster emerging tax sources.

Optimize policy support and enhance development energy. Liu Mingquan said that it is necessary to further promote the construction of the "five good" parks, adapt measures to local conditions and enterprises, and better provide fiscal, taxation and financial policy services for the manufacturing industry in the whole business cycle. Strengthen departmental coordination, focus on deepening the effect of tax reduction and fee reduction policies, enhance the vitality of enterprise development, study and introduce targeted and high gold content support measures, and save energy for the higher quality and more sustainable development of the manufacturing industry.
