Modern Apocalypse: What Did I Learn from Weifang?

author:Volkswagen.com

From January 7th to 10th, I went to Weifang, Shandong Province, with the First Finance and Economic Research Institute and the Lingjiao Business School. At present, China's economy has encountered the triple pressure of "demand contraction, supply shock, and weak expectations", which is difficult, but in Weifang, we are all the way to research, all the way to surprise.

Before taking the train back on the afternoon of the 10th, it coincided with the snow falling in the sky, and I felt more refreshed, which was worth the trip.

Our generation of media people, since receiving a university education in the 1980s, what they have learned, thought, and written, if condensed into one point, is to seek China's modernization. The biggest gain of the trip to Weifang for me is that I have a more diversified thinking on China's modernization path.

Since I started working, the first ten years in Guangzhou, the last ten years in Shanghai, the research is mainly in the Pearl River Delta, the Yangtze River Delta, the first and second-tier cities know more, I think this is the only way to modernization, unconsciously also entered the "only GDP hero" "coastal metropolis worship" and other thinking frameworks.

From the perspective of "metropolitan superiority", it may be said that Weifang has something to learn?

From the perspective of resident income, the per capita disposable income of residents in 2020 was 32189 yuan, and Weifang was 33919 yuan, 5.4% higher than the national average. Compare shanghai, it is 72,200 yuan. The per capita disposable income of urban residents in Weifang is also lower than the national average (43,085 yuan vs. 43,834 yuan, 2020).

From the perspective of resident consumption, the per capita consumption expenditure of residents in 2020 is 21210 yuan, and Weifang is 20993 yuan.

From the perspective of overall economic strength, of the 337 cities at the prefecture level and above in the country, Weifang ranked 39th (587.2 billion yuan) in 2020. Weifang has a permanent population of nearly 9.4 million, ranking more than 20 cities in the country. From the perspective of per capita GDP, the national per capita GDP in 2020 is 72447 yuan, and Weifang is 62,600 yuan, which is about 85% of the national level. (Note: Figures are in accordance with the Official Gazette, excluding Hong Kong and Taiwan)

Weifang is a large area, with more than 16,000 square kilometers, almost catching up with Beijing. I often go to Jiaxing, Zhejiang, Jiaxing's GDP in 2020 is more than 550 billion, more than 30 billion less than Weifang, but the area of Jiaxing is more than 3900 square kilometers, less than 1/4 of Weifang. According to the economic output per unit area, Weifang is not prominent in the country.

Overall, Weifang is still a third-tier or 2.5-tier city in China, far less eye-catching than first-tier quasi-first-tier cities such as Shanghai, Guangzhou, Shenzhen, Suzhou and Hangzhou.

Even so, why learn Weifang? Let me take my time.

Modern Apocalypse: What Did I Learn from Weifang?

Yixue Weifang strives for the spirit of the upstream and the hard work of focusing on the people's livelihood

The first reason for learning from Weifang is that Weifang is accelerating its development, with strong staying power, a good trend of new and old kinetic energy conversion, and continuous optimization of the natural environment and social environment. This spirit of not being willing to be in the middle and striving to be upstream is worth learning.

In 2021, Weifang's GDP increased by more than 100 billion yuan over the previous year, and the growth rate in the first three quarters ranked fourth among large and medium-sized cities in the country. Weifang's total GDP ranks fourth in Shandong, and its general public budget revenue ranks third. The added value of the "four new economies" (new technologies, new industries, new formats, new models), the added value of the core industries of the digital economy, and the proportion of output value of high-tech industries to GDP are all rapidly improving. Weifang pays attention to the development of the real economy, and has 17 national-level single champions and 27 "specialized, special and new" small giants.

The economy is growing fast, the increment is large, and the manufacturing industry is large, but the environmental quality has not declined. In the first three quarters of 2021, Weifang's GDP increased by 11.3%, its energy consumption increased by 2.6%, and its energy consumption per unit of GDP fell by 7.82%. In 2021, Weifang's air comprehensive index, PM2.5, PM10 and other indicators improved at the first place in the province, and the number of days with good air reached 289 days, an increase of 21 days over the previous year.

In the hotel where we live, Weifang's propaganda film is often played on the elevator screen, and in a few days, we are also very aware of Weifang's "one-two-three" goal in the next few years: the total GDP value is over one trillion, entering the domestic second-tier cities, and sprinting to the top 30 comprehensive strength of large and medium-sized cities in the country. This goal is very high, but we often hear a saying in Weifang, "The work is difficult to be normal, and the work is not difficult to show that the goal is too low."

At the beginning of 2021, Weifang launched the "service enterprise commissioner system" led by the municipal leaders, sinking down to the enterprise to do a good job. At first, many people thought it was impossible. However, as of now, the city has selected 15,000 cadres at all levels, served 21,000 enterprises and projects, and concentrated on solving 9 types of key common problems that reflect the concentration, namely talent employment, land, capital, energy consumption and coal consumption, ecological environmental protection, safe production, approval, infrastructure support, and legal services. To this end, it has also developed the "Weiqitong" intelligent management platform, which collected more than 40,000 problems and achieved a resolution rate of 95.3%.

Tian Qingying, secretary of the Weifang Municipal Party Committee, is the service commissioner of Weichai Group, Goertek, Weibai Group, Shandong Haihua, Xingtaike 5 enterprises and Weichai International Supporting Industrial Park project, and Mayor Liu Yun is the service commissioner of Delili, Maihe Robot, Shandong Daye, Beiqi Foton and Qingzhou Naiwei 5 enterprises. There are one or two dockers in the enterprise, and those who need government help can contact the service specialist directly.

The prototype of the "service enterprise commissioner system" is that after the outbreak of the new crown epidemic in 2020, Weifang City's industry and information technology departments explored the implementation of the "package by contact key enterprises system" for organ personnel, and 114 staff of organs and institutions of the Industrial and Information Technology Bureau contacted 114 key enterprises on the regulations to coordinate and solve problems such as raw materials, funds, employment, and transportation. I have seen such a contact system in the Yangtze River Delta, and the rare thing about Weifang is that after the normal resumption of work and production, the system in this special period has been pushed out on a larger scale and normalized.

Modern Apocalypse: What Did I Learn from Weifang?

In 2021, Shenzhen Science and Technology Industrial Park (the first batch of state-level high-tech industrial parks) landed in the Weifang Economic Development Zone. From the inspection and negotiation to the signing of the project, the efficiency is extremely high. Before signing the contract, the Shenzhen side submitted 10 preferential conditions that needed support, but Weifang took the initiative to add two articles, one is that the cadres of both sides can hang up with each other, and the other is that the park is closed for 10 years. After the signing of the contract, the main leaders of the Weifang Municipal Party Committee and the Municipal Government took charge of the "double team leader" and quickly introduced the "double 12 articles" to support the park and the enterprises entering the park. Because the signing of the contract is online, it will take about 10 days to stamp back and forth, the agreement has not yet completely fallen on paper, and the demolition of the Weifang area has begun. Only more than 20 days after the signing of the contract, the first batch of 703 acres and more than 20 enterprises involved all signed a demolition compensation agreement, behind which is the "one enterprise, one contract leader, one responsible department, a set of tough teams" package mechanism, as well as inverted construction periods, wall chart operations. Weifang's actions made He Jingcheng, chairman of Shenzhen Science and Technology Industrial Park (Group) Company, blurt out, "Shenzhen Science and Technology Industrial Park should learn 'Weifang speed'!" ”

Raising the goal and putting pressure on itself is not limited to the economic field, but also covers all aspects of social and people's livelihood. Weifang proposed that the implementation of small things, focus on people's livelihood to do practical things, make practical moves, and see practical results.

In 2021, Weifang proposed the goal of "zero drowning" for summer students. With so many students, how can you do it? As a result, the cadres and teachers of the city's education system have worked hard, and all the waters responsibility has been wrapped up in people, and the goal has really been achieved.

Weifang took the lead in Shandong to realize that all government service hotlines were merged into "12345", providing 24-hour (including holiday) manual services, accepting hotline matters at all times, helping the masses solve "urgent, difficult and anxious things", and ensuring that reasonable appeals are "done to the end" and cleared to zero in the month. To this end, the local regulations "12345 Government Service Convenience Hotline Regulations" have been specially issued. From January to November 2021, the 12345 hotline has served the people with a total of more than 5 million cases, accepted more than 3.36 million appeals from enterprises and the masses, and the response rate, resolution rate and satisfaction rate of appeals are above 99%. Many people say that it is better to find someone in Weifang than to find 12345, 12345 can not be done, that is, it really can't be done, and it is useless to find someone.

Weifang also opened the first "give way to the people", opening public parking spaces to the public to solve the problem of parking difficulties for the masses. The "five kinds of parking resources" of government agencies and institutions, urban roads, medical and health places, schools, large supermarkets, enterprises and other places have comprehensively promoted time-limited free parking. For example, government institutions and institutions, weekends, statutory holidays all day, weekdays from 30 minutes after work in the afternoon to 30 minutes before work the next morning free of charge, parking demand in old residential areas and back streets and alleys to implement 24-hour free parking. In order to ensure long-term peace and stability, the Standing Committee of the Weifang Municipal People's Congress voted to pass the "Decision on Opening Public Places for Free Parking for Citizens for a Limited Time" in June 2021. At present, there are more than 525,000 free parking spaces in the city, including 113,000 in government agencies and institutions, which basically realizes that the city should be opened to the fullest.

In terms of people's livelihood, there are many things that are difficult and stubborn, such as some residents who have already lived in commercial housing, but they cannot get real estate certificates. There are many reasons, but for residents, the lack of a real estate certificate is a big stone in his heart. Weifang City conducted in-depth investigation and research, formulated the "Implementation Opinions on Resolving the Historical Problems Left Over from the Property Rights of Land and Housing", set up a special work class, drew more than 10 capable personnel from the Municipal Intermediate Court, public security, housing construction and other departments, implemented 7 × 24 hours of concentrated attack, in addition to the problems of small property rights housing that touched the policy red line, adhered to the "masses without fault to handle certificates", innovative implementation of "separation of collection and payment, separation of certificates and penalties, separation of certificates and taxes, tolerance of deficiencies and acceptance", twisted 134 key problems and projects one case and one policy, concentrated on tackling tough problems, door-to-door handling, It took only one month to resolve. A total of 485 large certificates were handled in the 134 problem projects identified, with a certificate handling rate of 100%, and 29,000 small certificates were handled, with a certificate handling rate of 99%.

I have seen in Weifang that whether it is high-quality development or focusing on people's livelihood, there are too many things to do, "ten thousand years is too long, only to seize the day." I also think that there are still a few places in China that lack the courage to change and strive to be strong, are willing to be mediocre, and even if the city is down, it does not matter, nothing is done, waiting for "drip". China's modernization still has a long way to go, we need Weifang's spirit of only seizing the day and moving forward courageously, we need to solve the people's livelihood problems not in words but in practice, we do not have the capital to lie flat.

Modern Apocalypse: What Did I Learn from Weifang?

Through the coordinated development of industry and agriculture, Erxue Weifang has brought people a sense of gain

The second reason for learning from Weifang is that Weifang's industrial and agricultural, urban and rural development is relatively balanced. Coordinated development makes people's sense of gain, happiness and dignity strong.

"National agriculture looks at Shandong, and Shandong agriculture looks at Weifang." Weifang's total agricultural output value in 2020 exceeded 100 billion yuan, the per capita disposable income of rural areas was 21651 yuan, and the ratio of urban and rural per capita disposable income was 1.99:1, which was much lower than the urban-rural gap between the province (2.33:1) and the whole country (2.56:1).

Before only know that The Shouguang under the jurisdiction of Weifang is the "vegetable town", only to know that the city's 12 counties and municipalities have characteristics, Shouguang is a facility vegetable (greenhouse), Changle is a watermelon, Changyi is a large ginger, Anqiu is a green onion, Qingzhou is a silver melon and peach, Weicheng and Hanting are Weixian radish (Note: Weixian refers to the old name of Weifang City before liberation), Linqu is a large cherry and hawthorn, Zhucheng is apple and green tea, Gaomi is a grape, Xia Shan is an organic vegetable, and Fangzi is an urban leisure agriculture. Many brands are well-known regional public brands of agricultural products in China, and "Anqiu Ginger" and "Anqiu Green Onion" have been selected as the first batch of geographical indications protected by the European Union in China.

Modern Apocalypse: What Did I Learn from Weifang?

Weifang is the largest vegetable distribution center in northern China, and some local agricultural products are sold in Beijing by themselves, and they cannot be sold, and they must be transported to Shouguang before entering Beijing. The reason is that it is a market distribution center, and the merchants who come to buy goods will match some dishes, and the single agricultural products from other places are easy to be matched. If you don't have Shouguang, you won't be able to enjoy the dividends of the one-stop service of the big market.

Agriculture and industry can be interacted, Weifang has about 650 agricultural machinery and accessories production enterprises, and the output accounts for about 35% of the country.

I visited the Internet of Things hall, tasting center and germplasm resource bank in Shouguang Vegetable Town, visited The China Shouguang Intelligent Greenhouse, which has the largest single area in China and covers an area of 120 acres, and the National Vegetable Quality Standard Center. It is not so much agriculture as it is to do agriculture in a high-tech, standardized and industrialized way. In the smart glass greenhouse, almost no one is seen, and the whole process of production management has realized cloud hosting, intelligent program control and remote control. There are more than 20 robots working in the greenhouse, pollination, transportation, spraying, inspection, precision water and fertilizer, tidal irrigation, sorting, etc., are all automated. The control center collects and aggregates data information for all robots and generates instructions for feedback after processing. If the temperature is too high, instructions are issued to activate the fan system or external shading system in the greenhouse. If the inspection robot detects the disease spots of the leaves, or needs foliar topdressing, it will automatically order the spraying or fertilizer spraying robot to operate.

Modern Apocalypse: What Did I Learn from Weifang?

In the media coverage of the Shouguang vegetable industry, it is full of such details -

A tomato can bear more than 150 pounds of fruit, and the robot can also automatically pick fruits through the process according to color perception;

The appearance of peppers is colorful, and there are more than 100 varieties alone;

Watermelons are no longer creeping all over the ground, but one by one are hung up, vines are like wires, watermelons are like lanterns, a watermelon can sell for 100 yuan, and the income per mu has increased from 34,000 yuan to 89,000 yuan...

Modern Apocalypse: What Did I Learn from Weifang?

Shouguang is the birthplace of the well-known "winter warm vegetable greenhouse", from the beginning of 1989 to the present, "soil greenhouse" has evolved to the seventh generation of intelligent greenhouse, and the planting body has also increased a lot of "post-80s" and "post-90s", known as "three generations of sheds". Many of them are college students studying in other places, returning to their hometowns to work in agriculture and starting a business, and dozens of college students have returned from some villages. Greenhouse technology content is high, it is equipped with automatic control system, greenhouse roller blinds, spraying, wind and other temperature and humidity regulation, water and fertilizer allocation and watering, can be completed through the APP on the mobile phone. Due to the high-tech, the intensity of physical labor has been greatly reduced, coupled with the close proximity to the market, sales are not a problem, and young people are naturally willing to grow vegetables.

A college student couple who build two greenhouses in Shouguang can earn 300,000 or 400,000 yuan a year. And the Mi River is a very good river view room, the price per square meter is only 7,000 yuan. Greenhouse couples generally have a farm car with a bucket and a car, the daily schedule is relatively free, often drive out to travel, and their living conditions are much more comfortable than many young people who work hard in first-tier cities.

Young people realize their own value, not only flock to the first and second-tier cities, it seems that there is no hope without going there. Shouguang's "three generations of shed" entrepreneurs show more possibilities for value creation and a better life.

In Shouguang, the one that opened my eyes the most was Tuntian West Village, a street in Los Angeles. The village has 963 households and more than 3500 residents, due to urbanization transformation, the village has become a city, and the residential community is "three no buildings", that is, there is no air-conditioning outdoor unit, no anti-theft network, and there is no sewer pipe on the outer wall of the building. The community selects "red flag corridors", excellent corridors and "beautiful courtyards" (room beauty, courtyard beauty, kitchen beauty, toilet beauty) every quarter, and the village takes out a small amount of funds to reward the majority, promote the minority, lead all, and the neighborhood relationship and family environment are very harmonious.

Modern Apocalypse: What Did I Learn from Weifang?

Six service centers were built in Tuntian West Village. Among them, the party and mass service center has 10 service windows such as village-level services, civil affairs and social security, property services, and floating populations, and enters a door to do everything; the practical area of the elderly activity center is 1200 square meters, and 11 functional areas such as fitness massage, book reading, leisure catering, dance yoga, calligraphy, film and television, chess and card entertainment are built; the underground cultural center covers an area of 2000 square meters, equipped with table tennis tables, children's slides, stages, display screens and lockers, and the masses can come to square dance at night. It also solves the problem of outdoor disturbance, and is equipped with a full kitchen, 30 sets of tables and chairs, pots and pans, and can be used free of charge for family wedding banquets.

In addition, there are youth training centers, comprehensive management property service centers, and police assistant mediation centers. Residential property management is in accordance with the first-class smart property standards of urban communities, and residents do not charge property management fees.

In 2020, Tuntian Xicun also invested more than 40 million yuan to build a Cangjie Chinese Character Art Museum with an area of more than 4,500 square meters (Note: Cangjie is a Shouguang person), which is the largest art museum in China with the theme of The evolution of Chinese characters.

When visiting Tuntian West Village, several of us in the group said: "It is better than the so-and-so community where I live in Shanghai." It can be seen that in some third- and fourth-tier places and rural areas, the quality of life, security, comfort and happiness of residents are not inferior to those of first-tier cities.

Why is Tuntian West Village developing so well? Because I took the path of "running a village like a business". Of course, they have favorable conditions, that is, urbanization transformation, after the transformation, leaving the village collective 90,000 square meters of houses along the street and nearly 200 million yuan of funds. The village invested 350 million yuan to build two schools, one leased to Shouguang Modern Middle School and one leased to the street office, with an annual rental income of more than 20 million yuan. This turns working capital into a fixed asset, which has both stable income and continuous appreciation.

The shops along the street in Tuntian West Village are only rented and not sold, and 80% of the shops are rented by foreign merchants. The village changed the distribution of meat, milk and egg oil to "welfare bills", which the villagers could use for eating, shopping and haircuts in the shops, and the merchants regularly took the bills to the village to redeem cash. This allows bills to circulate, which not only meets the needs of villagers, but also stimulates the consumption of shops.

Tuntian West Village has no agricultural land, they have innovated and explored the "enclave economy". Led by the village "two committees", a contract agreement was signed with Hualong Town, which has surplus land, 400 mu of land was contracted, the village collectively funded the supporting infrastructure such as hydropower wells, and 38 villagers contracted to build vegetable greenhouses, with an annual income of more than 200,000 yuan per greenhouse. "Being a farmer during the day and a citizen at night" has become a new model of life for some villagers.

In 2020, the collective income of Tuntian West Village will be 31 million yuan, and the villagers will be given welfare of 7,000 yuan per capita and 9,000 yuan for those over 60 years old. I also heard that after the "village is changed to a city", the total area of a new house for a family is 180 square meters, and some people live in 60 square meters or 120 square meters, and the rest is used for rent, which is also an income.

Tuntian West Village has urbanization and transformation dividends, if not, will the countryside not be able to develop? No.

Shouguang has a Dongcui irrigation village, very remote, but they seized the Market opportunity of Russia, South Korea, and Japan like to eat bell peppers, and in the past few years, the village cooperative has led the members to demolish more than 300 old sheds, build more than 400 new high-standard new greenhouses, and the members of the village have transferred more than 3,000 mu of land in surrounding villages, and also led to the development of more than 20,000 mu of pepper greenhouses in more than 20 villages. The original annual rent of one acre of land around was only six or seven hundred yuan, and later rose to 1200 to 1500 yuan. Vegetable farmers adopt new technologies for soil improvement, return straw to the field, use environmentally friendly enzymes, reduce pests and diseases, and the peppers produced by the new generation of greenhouses are larger, brighter, crisper and more productive than the old greenhouses. Peppers are already a well-known brand of Shouguang vegetables.

A brand has led to the revitalization of the whole village's industry, collective income, farmers to get rich, Dongcui Irrigation Village built a new clinic, built a cultural square, library, reading room, cultural and sports activity room, unified planning and construction of 3 residential buildings, 116 villa buildings, the villagers' sense of gain and happiness has been greatly improved.

Sanxue Weifang has embarked on a continuous evolutionary path of independent modernization

As soon as I arrived in Weifang, I asked whether Weifang's development depends on industrial transfer and resource spillover from other places, such as relying on Jinan? Rely on Qingdao or not? Rely on Beijing and Shanghai? The answer is none.

Weifang is also not like the special economic zone, the earliest coastal 14 open cities, etc., there are first-mover incentive policies, you can quickly access the international cycle, step by step, step by step.

Weifang is an ordinary prefecture-level city, with some national "hats" on its head, such as state-level high-tech zones (there are 169 in the country), Weifang Comprehensive Test Zone (National Agricultural Opening and Development Comprehensive Pilot Zone, which is the only one so far), but Weifang's "hats" are not much compared with Jinan, Qingdao, and Yantai, for example, Weifang does not have a free trade zone, let alone a special zone and a national-level new area.

Modern Apocalypse: What Did I Learn from Weifang?

This is what attracts me the most to Weifang, and it is also the third reason to learn Weifang. That is, weifang's road to modernization is based on the road of autonomy, self-reliance and self-improvement, while not self-enclosing, but very open to connect the world.

Weifang, a characteristic full of inner vitality, may be excavated from the historical and cultural genes. Weifang has a long history and is the hometown of "Wensheng" Cangjie, "Yansheng" Su Shashi (the earliest invention of boiling sea salt, Weifang has more than 100 kilometers of coastline) and "Nongsheng" Jia Sixun (author of "Qi Min Zhi Shu"). These "three saints" are all makers and innovators in today's terms.

Shandong is the birthplace of Qilu culture, and Weifang is located in the western part of the Shandong Peninsula, which has historically belonged to Qi culture. The country of Qi is bordered by the sea, is a coastal peninsula-type environment, saline and alkaline land, has the benefit of fish salt, and is not very suitable for farming. Luguo is an inland river valley-type environment with fertile land suitable for farming. Sima Qian said in the "Chronicle of The Chronicle of Cargo Breeding" that the Qi people had a live brain ("foot") and were good at talking, and that the people of The Five Peoples of Shi, Agriculture, Industry, Commerce, and Jia were all complete, while the State of Lu liked Confucianism, paid attention to etiquette, and the people were restrained and frugal.

Historically, the Qi people worshiped the sea fairy, and the Lu people worshipped ceres. The State of Qi implements the employment policy of "respecting the wise and meritorious", that is, speaking on the basis of performance, while the State of Lu is "respecting and respecting relatives" and paying attention to blood relations. The State of Qi practiced "building a country through commerce and industry", "the trade and industry, the profit of fish and salt", and the salt industry and textile industry were very developed. The State of Qi is open and pragmatic, attracting talents from all over the world ("And the people return to Qi, Qi is a big country"), and the Jixia Xuegong of the State of Qi is even more regardless of nationality and origin, and 76 talents are selected as "Shangdafu", and hundreds of schools of thought contend. Lu Guo insisted on taking agriculture as the foundation, emphasizing agriculture, advocating etiquette, abiding by duties, and valuing righteousness over profit.

Such a history and culture should have a profound impact. Weifang people are flexible in thinking, love innovation, as long as there is an opportunity, they are willing to try, and can create opportunities. At the same time, Weifang people are pragmatic, hard-working, and able to persist, and this tenacity may be influenced by the heavy side of Lu culture.

In Weifang, I investigated three world-class enterprises, Goertek, Weichai Group, and Haomai Group. It also held discussions with science and technology innovation enterprises such as Yuma Shade, Maihe Robot, Huate Magnetoelectric, Baolongda, Saimali Power Generation Equipment, Lanxiang Environment, and Hongyuan Waterproof Technology. All of them are manufacturing, they have been doing it for many years, and they are constantly changing and innovating. This style of "innovation + hard work + persistence" is thought to have historical and cultural accumulation.

But history alone is not enough. History, culture, and certain realistic conditions only provide the initial foundation for moving toward modernization, and whether we can do a good job of becoming stronger and bigger depends on the entrepreneurial spirit. Entrepreneurs are scarce, and where entrepreneurs appear there is a certain degree of contingency.

Goertek founder Jiang Bin is a Weihai person, studied in Beijing University of Aeronautics and Astronautics, when he graduated in 1987, there were just some places to attract college students to introduce a "paid distribution" policy, he wanted to go back to his hometown, Qingdao, Yantai did not worry about no one to go, unwilling to spend money, and Weifang Economic Committee was willing to use 8,000 yuan to "buy" college students, he went to Weifang in this way, initially in Weifang City Radio Eighth Factory as a workshop technician. At that time, there was a Sino-Japanese joint venture in Weifang that made microphones, which cultivated some talents. Jiang Bin grew up in such soil.

Goertek now has 100,000 employees, more than 60,000 people in Weifang High-tech Zone, and more than 2 million square meters of factory buildings. Jiang Bin told me that Weifang is a 2.5-tier city, the land cost of second-tier cities is high, the third-tier and fourth-tier cities are not attractive enough for talents, and the 2.5-line Weifang is just suitable for the development of Goertek. Goertek in the high-tech zone, the comprehensive environment is good, has a certain attraction for talents. Although Weifang does not have a well-known university, there are many colleges such as technical colleges, which are conducive to the development of the manufacturing industry and the staff is relatively stable.

Jiang Bin is very sure of Weifang's environment, but in my opinion, without him, these are just potential conditions. Soon after he started his business, he set up the goal of "striving for industry pioneers and creating world-class", and he drove More than 10,000 yuan of Tianjin Dafa, but spent millions of dollars to buy the most advanced sound testing equipment. He insisted on "to be a big fish in a big pond", and later proposed that "the excellent die, the excellent live", excellence is to constantly innovate and change, to do better. Goertek began to do the "mother of industry" mold and "father of industry" automation 20 years ago, and now can produce 5,000 sets of molds a year (second only to Foxconn and BYD in China), and the team that does automation has developed from the first 2 people to more than 2,000 people now. Without such entrepreneurship, there would be no Goertek.

Weichai Group is a state-owned enterprise with red genes and a foundation in diesel engines, but it was on the verge of bankruptcy in 1998. At this time, 37-year-old Tan Xuguang stepped onto the historical stage of Weichai. At that time, Weichai only had 80,000 yuan on its account, and more than 13,000 people could not pay salaries for half a year, and the company also had to provide water, electricity, gas and warmth to employees and their families free of charge. Tan Xuguang started with his father, canceled the free benefits, and collected all his expenses. In 1999, Weichai broke the lifelong system of technical posts, and in 2001, it reduced the department to 20% of the original, and 80% of the cadres were dismissed or demoted, starting from the separation of the main and auxiliary industries, "cadres can go up and down, employees can go in and out, and the salary can be high and low", drastic reform, reviving the dead and driving into the fast lane.

In 2020, Weichai's revenue exceeded 300 billion yuan, ranking first among the top 100 of China's machinery industry.

Modern Apocalypse: What Did I Learn from Weifang?

The clock signs standing in the Weichai plant show how many days are still away from 2030, as they aim to achieve annual revenue of $100 billion by 2030. The slogans that can be seen everywhere in the factory area are "To be number 1 or to be nothing", "One day when two and a half days are used" and "attack the main business without distraction". I asked why it was two and a half days, the original 2017 Weichai released the 2020-2030 strategic goals, asked the international consulting company to assess the gap between Weichai and the world's top counterparts, there is still 10 years, Tan Xuguang said that to strive to catch up with the 10-year gap in 4 years, it must be stepped up, two and a half days a day, two and a half days of efficiency.

HOMAG Group is the world champion in the tire mold industry, with an international market share of 30%, and has established stable cooperative relations with 66 of the world's top 75 tires, and is the largest mold supplier of Michelin, Bridgestone and Goodyear.

Zhang Gongyun is the founder of Haomai, graduated from Shandong Institute of Technology in 1983 and went to xinjiang bearing factory to work, returned to his hometown Weifang Gaomi forging machine tool factory in 1988, resigned from public office in 1995 and joined three partners to found Haomai.

Modern Apocalypse: What Did I Learn from Weifang?

Zhang Gongyun said that the starting point of Heroic is very low, but it has been evolving. In the stage of survival, "is the dish to the basket", as long as it is iron work to do, the purpose is only one, to live; in the stage of food and clothing, in line with the principle of "how fast and good to save", with the method of improving efficiency, reducing costs, ensuring quality to grab orders, the purpose is only one, so that employees always have work; in the development stage, boldly develop their own products, cultivate their own brands, the purpose is to increase the market dominance and product profit margins; in the first-class stage, take the initiative to go to the international market and cooperate with the world's top 500 companies, The aim is to become a world-class enterprise.

Haomai believes that "the cost of innovation failure can be controlled in stages, but the benefits of successful innovation are difficult to estimate", advocating that "improvement is innovation, everyone can innovate, everywhere can innovate". In order to promote continuous innovation, full innovation, HAOMAI positioning as a partnership, the group has 19,000 people, shareholders from the initial 4 to the current development of more than 4,700 people, employees whether in cost, quality, efficiency, or safety, fairness, beauty and other aspects, as long as there is an improvement, are considered innovative. Heroic put forward that "the award should be rewarded in a timely manner, and the award should be rewarded happily", and established and improved the monthly, quarterly and annual reward mechanism and honor system. The mold fitter was not satisfied with the stool he sat on, and used the scrap material to make 100 small stools that could be rotated for the fitter, which won the Innovation Award; the boss who distributed mineral water in the electric car factory, in order to avoid being punctured by iron filings, installed a "magnet broom" on the car, and also won the Innovation Award. At heroic, no one should sneer at innovators at any time, and no idea and no innovation is a manifestation of laziness and incompetence. It is under the guidance of the spirit of "courage to innovate and continuous transcendence" that innovation has become the habit of heroic people.

From Goertek to Weichai to Heroic, we clearly see the role of entrepreneurs. And these entrepreneurs have grown up in Weifang for a long time and developed in Weifang, which reflects that when excellent entrepreneurs appear, the soil of Weifang is fertile.

New Thinking on China's Modernization

When I tasted more than a dozen kinds of tomatoes in Shouguang, when I was in the enterprise, in the greenhouse, and saw the world-class industrial competitiveness, I had a more realistic understanding of modernization.

Modernization is to present the people's colorful, constantly changing and growing personalized needs on the demand side, and to use high technology, evolution and innovation on the supply side to continuously meet and even lead the people's needs for a better life.

It's a never-ending process of progress.

Just like Shouguang's vegetable industry, the earliest equivalent is to do manufacturing, and now the front end focuses on standard research and development, seed research and development and technology integration innovation, the back end focuses on cultivating characteristic vegetable brands and opening up high-end sales channels, and the middle is to build a new organizational system with cooperatives and family farms as the main body. What Shouguang is doing now is to seize both ends of the "smile curve" of the whole vegetable industry chain and transform from a traditional production base to a comprehensive service base. Not only growing vegetables, selling vegetables, but also selling technology, selling standards, selling services, selling overall solutions, but also breaking through the problem of "chips" in agriculture, that is, seeds.

What is the starting point for all this? It is the pursuit of a better life. This is the innate pursuit of man.

I think of two key events in the history of Shouguang vegetables.

In 1983, farmers in the south of Shouguang could not sell nearly 25 million kilograms of cabbage because of the single planting of Chinese cabbage, and the vegetables hurt the farmers. Wang Boxiang, then deputy secretary of the Shouguang County PARTY Committee, believed that the root cause was that there was no market. To build a market. Some people say that it is easy to get into trouble in the "market", he said: "The most important thing for the people to get rich!" If there is a responsibility, I alone bear it. ”

In 1984, a vegetable wholesale market covering an area of more than 20 acres was built in Jiuxiang Village, creating a precedent for a wholesale vegetable market in the production area. Today's so-called "vegetable garden in Shouguang at night, into the basket of Beijingers in the morning", the earliest origin is at that time.

In 1988 and 1989, Wang Leyi, secretary of the party branch of Shouguang Sanyuan Zhucun, discovered that a technical expert named Han Yongshan in Dalian Wafangdian invented the greenhouse technology. The dish is "summer grass, winter treasure", he invited Han Yongshan to Shouguang with the support of Wang Boxiang, and also went to the field with the village guys to learn greenhouse planting techniques. At that time, building greenhouses was a possibility of destroying farmland, cutting down young seedlings, and sentencing to prison. In order to make the villagers live a good life, Wang Leyi called a meeting of party members in the whole village, mobilized 17 party members and cadres in the village to take the lead in building greenhouses, and the party committee of Sunjiaji Town, where Sanyuan zhu village is located, also held a special meeting,....... Now that I have made a decision, something has happened, and the responsibility is borne by the party committee and government of Sunjiaji Town! ”

In August 1989, the greenhouse broke ground, and at the end of December, the first batch of wintering cucumbers went on the market, nearly 20 yuan per kilogram, and finally the average income of the greenhouse was 27,000 yuan, and 17 party members suddenly appeared in the village. The villagers came to the door, wang Leyi arranged 17 party members to divide the work of the package, the package household, by the next year the whole village greenhouses developed to 144, the average household income increased by 10,000 yuan, the village deposit reached 1.28 million yuan. Now, more than half of the newly built greenhouses in the country have "Shouguang elements", the "green revolution" of greenhouse vegetables has gone from Shouguang to the whole country, and the northern farmers who were originally idle in winter have ushered in another spring.

Modern Apocalypse: What Did I Learn from Weifang?

The path of modernization is diverse, and the original intention is to live a happy and beautiful life. As long as you don't forget your original intention, there will be bright sunshine everywhere.

In the 1970s and 1980s, UNESCO proposed "people-centred endogenous development", emphasizing the endogenous nature of development, that is, development that originates from within, development that is self-reliant, development that carries forward the inherent potential, development that is formed from within based on the cultural nature of the people, development "through the mobilization and use of existing resources and potential to meet the actual needs of the people, especially the most powerless part of the population", "respecting their long-standing desires and promoting the development of their true personalities", Pay attention to the integrity and coordinated development of development content.

Endogenous development emphasizes that a unified development model of common application does not exist. It emphasizes the experimental nature of development and sees development as a process of continuous revision to be continued.

More than 20 years ago, I read the Endogenous Development Strategy, and in Weifang, the memories of more than 20 years were remobilized and activated, and I saw a new path of China's modernization.

In the past, I always felt that the model of first- and second-tier cities was the model of China's modernization, but now it is at least incomplete. First- and second-tier cities are a big concept, they are not among the best in all aspects, they are all pacesetters. They also have their own problems. Shouguang is a fourth-tier city, but it is the leading city in China's vegetable industrialization, and in this sense it is a first-tier city with a high level of development. Shouguang is also the first county-level city in Shandong to have deposits of more than 100 billion yuan, and the urban and rural residents are rich and full of spiritual culture. Therefore, some of China's third-, fourth- and fifth-tier cities and even rural areas also have their own modernization paths, and also have beautiful and dignified lives.

It is also worth mentioning that because of the balanced development of urban and rural areas, Weifang has not been like some places, where people are scrambling to buy houses in the main urban area and push up house prices. Housing prices are not high, and the cost of living for most people can be effectively controlled. Weifang has never adopted an incentive policy for real estate, and has always taken modern agriculture and advanced manufacturing as its two main businesses. In the long run, this pattern may be healthier.

China is a big book, and I have an end in my life, and I really can't finish reading it.

Weifang made me reflect on my past understanding of modernization, and presented me with multi-dimensional thinking such as independent modernization, endogenous development modernization, open and innovative evolutionary modernization, and modernization in pursuit of common prosperity. Of course, many of the qualities of modernity are consistent, such as innovation and entrepreneurship.

On the train from Weifang to Shanghai, I typed this paragraph on my computer -

People always need some pursuits, spirits and goals, and only when a place first rises from the spirit can modernization really rise, because the essence of modernization is the modernization of people, and it is the evolutionary process of continuous struggle and innovation for the sake of free and all-round development and a better life.

Thank you Weifang for bringing me thinking about the path, source and origin of China's modernization.
