About improving the parking service of new energy vehicles in our region

Notice of charges

Relevant parking business units:

In order to accelerate the promotion and application of new energy vehicles, in accordance with the relevant provisions of the Notice of the General Office of the Qingdao Municipal People's Government on Several Policies and Measures to Accelerate the Development of the New Energy Automobile Industry (Qingdao Zhengbanzi [2019] No. 51) and the Notice of the Qingdao Municipal Development and Reform Commission and Other 9 Departments on Several Measures to Promote the In-depth Integration and Development of Qingdao's Advanced Manufacturing Industry and Modern Service Industry (Qingdao Reform Price [2021] No. 135), our district gives parking facilitation support to new energy vehicles, and the relevant matters are hereby notified as follows:

1. New energy vehicles refer to cars that hang the green brand of new energy vehicles in accordance with the relevant regulations of the public security department (new energy vehicles with ordinary number plates do not enjoy this policy for the time being).

Second, new energy vehicles in our region to implement the government pricing management of public parking lots, toll road parking parking service charges in accordance with the following standards:

(1) From 0:00 to 24:00 every day: The first parking in the same public parking lot or in the paid parking space on the same road that implements government pricing management (excluding residential parking lots) will be exempted from the first 2 hours of parking fees. Among them, if there is no time-counting facility in public parking lots or road parking spaces that implement metered charges, the first parking fee (not more than 4 hours) shall be waived.

(2) New energy vehicles that have been exempted from the first 2 hours of parking fees will no longer enjoy the 15-minute parking discount for free parking during that period.

3. If the new energy vehicle exceeds the free parking time limit, after deducting the free time limit, it shall be charged according to the government pricing fees for the public parking lots and road parking spaces where they are located, and the specific charging standards shall be implemented in accordance with the "Notice of the Price Bureau of Qingdao Chengyang District, the Urban Management Bureau of Qingdao Chengyang District, and the Chengyang Branch of the Qingdao Municipal Public Security Bureau on issues related to the implementation of government pricing management in some areas of Chengyang District" (Qingcheng Price Zi [2017] No. 14).

Fourth, encourage other parking lots that implement market-regulated prices to reduce or waive parking service charges for new energy vehicles.

5. Relevant requirements

(1) Public parking lots and road parking space operating units that implement government pricing management should adjust billing regulations in a timely manner, do a good job in system debugging and intelligent transformation of parking timing facilities, and ensure the implementation of the new energy vehicle parking service charging policy. It is necessary to do a good job in employee policy training and consciously regulate price behavior.

(2) The district development and reform, public security, and housing construction departments shall, in accordance with the division of duties, do a good job of implementing government pricing management of public parking lots, road parking spaces on the new energy vehicle parking service charges policy interpretation, consultation reply, the district market supervision department to do a good job of new energy vehicle parking service fee inspection and law enforcement work.
