According to reports, qualified electric bicycles should comply with GB17761-2018 "Electric Bicycle Safety Technical Specifications": the vehicle quality (including batteries) does not exceed 55kg, the maximum speed does not exceed 25km/h, the motor power does not exceed 400W, and the nominal voltage of the battery does not exceed 48V. At the same time, the height does not exceed 1.1 meters, the width does not exceed 0.45 meters, the center distance between the front and rear wheels does not exceed 1.25 meters, and must have a pedal riding function.
Those who do not meet the above technical requirements are "non-standard electric bicycles".
"Because the non-standard electric bicycle increases the battery capacity and installs other devices, it will cause the quality of the vehicle to be too heavy, which will affect the braking performance, which has no small safety hazard." Cai Renhai, director of the Product Quality and Safety Supervision Department of the Municipal Market Supervision and Administration Bureau, introduced that the early elimination of non-standard electric bicycles for replacement and filing can not only effectively ensure the orderly withdrawal of non-standard electric bicycles in our city and eliminate potential safety hazards, but also allow the majority of electric bicycle owners to reduce the replacement pressure to a greater extent through various preferential methods such as old for new, discount repurchase, and operator subsidies.
According to the relevant regulations, if the non-standard electric bicycle has been used for seven years from the date of filing, it shall not be driven on the road. Non-standard electric bicycles with a service period of less than seven years are not allowed to drive on the road from January 1, 2023. The city plans to carry out early elimination and replacement work in the near future, and will basically complete the elimination and replacement work by the end of September this year.
The Market Supervision administration reminds the general public that they should go to regular channels to buy or rent electric bicycles, and choose products with CCC mandatory certification marks, Zhejiang product codes, and three guarantees. For those who need to replace the battery after a period of use, it is recommended to go to the electric bicycle store to buy the same type of large brand battery marked by the electric bicycle certificate, and do not buy the "three noes" battery. When charging daily, it is recommended to use a charger that matches the battery of this brand.
