Second, the subsidy object
Subsidies will be given to consumers who return their old electric bicycles in their names and exchange them for new electric bicycles that meet national standards and have passed compulsory product certification at the sales enterprises (stores) participating in the activities in Suqian.
If there are new standards for the replacement of new electric bicycles, the new standards shall be implemented.
Each consumer can only enjoy 1 subsidy.

3. Subsidy standards
According to the price of the newly purchased electric bicycle (including tax in the invoice), the subsidy will be implemented.
For consumers who return the old lithium-ion battery electric bicycle and replace it with a lead-acid battery electric bicycle, a subsidy of 100 yuan will be added on the basis of the subsidy standard for each level.
The residual value of the old car is agreed between the owner and the recycling company and is not included in the subsidy.

Fourth, the subsidy process
The activity adopts the method of consumers buying and reducing immediately, and participating enterprises pay in advance and apply for subsidies later.

For the period from October 19, 2024 to December 31, 2024, the following procedures apply for the subsidy:
1. Eligibility application. Individual consumers download and log in to the "Suxinban" APP, enter the "Suqian Electric Bicycle Trade-in Activity Area" after real-name authentication, sign up to participate in the activity, and the system will automatically generate a personal identity QR code.
2. Deliver the old and buy the new. Individual consumers need to bring their ID cards and the personal identity QR code generated by the "Suxinban" APP to deliver the old cars to the participating sales stores, purchase models that meet the subsidy conditions and complete the license registration.
3. Subsidy application. The activity store will enter the relevant information of the consumer's personal and vehicle information, and the payment service platform (UnionPay) will automatically calculate the subsidy amount and verify the reduction, so as to realize the on-site "payment and immediate reduction" and complete the subsidy application.
4. Information Collection. Consumers need to cooperate with the event store to upload the image information of the old car, new car license plate, invoice and other information to the collection platform.
5. Sign to confirm. Consumers fill in the "Suqian Electric Bicycle Trade-in Registration Form" at the store and sign for confirmation.

For the period from September 14 to October 18, the consumer application process is as follows:
1. Information supplementation. Consumers go to the original sales store participating in the activity, bring their ID card, new car invoice and other information, and the store will assist in supplementing and entering personal information, old car license plate number, old car frame number, new car license plate number, new car frame number, etc., and upload the corresponding pictures of old cars, new cars and invoices on the collection platform (the license plate and invoice issuance must be between September 14 and October 18).
2. Confirmation of information. With the assistance of the store staff, the consumer fills in the "Suqian Electric Bicycle Trade-in Registration Form" and signs to confirm, after the store approves the information, fill in the "recycling information column" of the form, sign and seal, and the store needs to provide the whereabouts of the old car in the future, and the "dismantling information column" needs to be signed and sealed by the original recycling enterprise with battery or vehicle recycling qualifications.
3. Subsidy collection. The store shall pay in advance in accordance with the corresponding subsidy standard and issue it directly to consumers, and retain the transfer payment and other vouchers for future reference.

6. Other related matters
1. The old e-bike returned by the consumer must be a complete vehicle and include a battery for the e-bike.
2. Electric bicycle refers to a two-wheeled battery electric bicycle, excluding electric tricycles and electric motorcycles.
3. In case of return, the activity store will initiate a refund operation on the payment service platform, in which the money paid by the consumer will be returned to the consumer, involving financial subsidy funds, and returned to the fund pool according to the prescribed procedures.
4. The organizer of this event has the right to modify the terms and conditions of this event, suspend or cancel this event to the extent permitted by law.
