Taigong replied: "If the people do not lose their jobs, they will protect their interests; if they do not delay the peasants, they will help the people what they want to do; if they subtract the punishment of the people, they will give the people a stable life; if they collect less taxes, they will give the people benefits; if they build fewer buildings and pavilions, they will enable the people to live and work in peace and contentment; and if the officials are honest and honest, they will not interfere harshly, and the people will be happy." On the other hand, to deprive the people of their profession is to cause them to suffer losses in their interests; to delay the cultivation of the peasants is to destroy the people's affairs; if the people have not committed a crime and are innocently wronged, they are plotting to kill them; to levy heavy taxes is to plunder the people; to build buildings and pavilions is to make the people tired of running for their lives, which will increase the suffering of the people; and the corruption and harassment of the people by officials will arouse the anger of the people. Therefore, the king who is good at ruling the country must govern the people as his parents love their children, or as their brothers love their younger sisters. When he sees the people hungry and cold, he grieves for them; when he sees the people toiling, he grieves for them; he rewards and punishes the people as if he himself were rewarded and punished, and taxes are levied on the people as if his own property were expropriated.
