Behind the downtime is the problem of insufficient supply of big data resources in the government affairs system
Since the outbreak of the current round of epidemics in Xi'an, Xi'an's "one code pass" has failed many times, and many citizens have reported that they cannot open the personal health QR code in the nucleic acid test. Recently, Han Xia, chief engineer of the Ministry of Industry and Information Technology, went to the Shaanxi Provincial Communications Administration to conduct research on epidemic prevention and control work, requiring Xi'an "One Code Pass" to strengthen technical improvement and network expansion to ensure the safe and stable operation of the platform. In the early morning of January 5, the Organization Department of the Xi'an Municipal Party Committee released the news that Comrade Liu Jun, secretary of the party group and director of the Xi'an Big Data Resources Management Bureau, was suspended for inspection due to ineffective performance of his duties.
According to the author's judgment, the problem of "one code pass" may be the result of insufficient supply of big data resources, including the slow response of the server caused by insufficient server computing power, and the port access congestion caused by insufficient communication bandwidth, and the core behind it is the problem of insufficient supply of big data resources in the government affairs system. In the short term, problems can be solved through read and write separation, caching systems, sub-database tables, big data systems, remote disaster recovery servers, etc.; but to solve long-term problems, it is necessary to exert efforts on big data resource governance, improve computing power, network bandwidth resource allocation capabilities, and establish an emergency system and long-term mechanism for big data resource allocation.

To solve this problem, it is necessary to formulate a long-term mechanism in advance, solve the problem once and for all, optimize the network architecture, and improve the carrying capacity of the government affairs system to cope with high concurrent visits; second, there must be a complete emergency response mechanism to quickly solve the problem after the problem comes out. The author suggests that when building a government affairs system, the government must consider the following points.
First, it is necessary to establish an emergency response mechanism for big data resources. It is necessary to make a disposal plan, such as limiting the number of visits through technical means, and also purchasing big data resources from the outside to divert. In addition to technical means, the most important thing is to form a multi-sectoral synergy to solve the short-term impact of insufficient big data resources. For example, when Xi'an's "one code pass" had a problem on December 20 last year, the official response said that the network congestion caused by the large number of visits, and then urgently coordinated resources and took emergency measures such as capacity expansion and flow restriction. However, on January 4, Xi'an opened the city's nucleic acid testing, which made the demand for querying in the one-code system increase sharply, and the problem of insufficient carrying capacity once again appeared. If coordination can be strengthened in advance, such as the implementation of nucleic acid testing in batches of partitions, it is possible to avoid the problem of insufficient supply of big data resources. The key to the emergency response mechanism is to coordinate the various departments, form a synergy, and better plan the path to solve the problem.
Second, it is necessary to build a "disaster prevention and preparedness" system for the supply of big data resources. In the era of digital economy, the stability of data and networks has received more and more attention, the concept of "disaster prevention" has been extended to the field of digital economy, and many enterprises have begun to build their own server disaster prevention systems. Network security and stability are related to the national economy and people's livelihood, and the government affairs system is closely related to the daily life of the people, so the big data resource disaster prevention system should also become an important infrastructure.
Third, under the premise of ensuring data security, introduce market players to build a digital government. In the early days of "Double Eleven", many e-commerce platforms also encountered the problem of high data concurrency. Some enterprises have also gained technical capabilities in actual combat and found solutions to problems. The internal big data resource supply departments of some Internet companies have accumulated the ability to deal with problems in practice, and gradually externalized these capabilities, and eventually grow into cloud computing service providers, providing big data resource support for government applications in the form of government cloud.
Fourth, upgrade from the government affairs system to the government cloud, and optimize the architecture of the digital government system. In terms of big data resource allocation, the biggest difference between the government cloud and the past government IT system is that the resource provisioning is very flexible, and the enterprise system gradually gets rid of the ESB (enterprise service bus architecture) and changes to SOA (service-oriented architecture). Through the flexible allocation of resources, the resources are transferred to the areas of need to solve problems, and it is precisely because of the optimization of IT systems that Internet companies have front-end development and back-end development work segmentation. Through the government cloud, the resource allocation of the entire government affairs system can be more flexible, thereby enhancing the response ability of high concurrency.
Fifth, the development of the digital economy, big data, cloud computing industry developed is a city's big data resource supply of the bottom line. The development of the digital economy is often accompanied by the improvement of the digital economy infrastructure, and there is digital supply when there is digital demand. Regions with strong digital demand often have adequate data infrastructure, which is the core key to combating the lack of big data resources.
Sixth, multi-sectoral efforts to improve infrastructure. The government system needs to have a sound infrastructure as a support, hardware, as mentioned earlier, such as emergency mechanisms, such as disaster prevention systems. In terms of software, for example, to promote legislation and law enforcement in data security and network security, only normalized data network security supervision can improve the security and reliability of the big data resource system, and can provide necessary support for the government affairs system at critical moments. In this way, mutual trust can be formed between the government and enterprises, so that the provisioning of big data resources is more flexible and more comfortable.
Seventh, while iterating with the times, it is also necessary to follow up on the construction investment of big data resources. On the one hand, the government affairs system should take the initiative to iterate, and integrate functions such as government data information query through iteration to improve the convenience of users using government APP and enhance user experience. On the other hand, when promoting system iteration, we must do sufficient traffic testing and consider the carrying capacity of data resources. That is to say, the front end and the back end should follow up synchronously.
In recent years, the stability of government affairs systems and government applications in various places has been greatly improved, and the problem of government application system collapse has rarely occurred, and the government cloud has also been popularized. It is precisely because most local governments have no problems with the government system that sporadic incidents will attract attention in the spotlight. We analyze the problem in order to emphasize the regional balanced development of the digital economy in the future construction of the digital economy, so that all cities, including all rural areas, can enjoy the digital dividend and keep up with the trend of digital technology development.
