At that time, Chongqing will build an important national intelligent new energy vehicle and core components production base, build a national-level vehicle networking pilot zone, a power exchange mode demonstration city, a hydrogen fuel cell vehicle demonstration city, and the development level and scale of the intelligent new energy vehicle industry will enter the first square in the country.

In the draft for comments, Chongqing's goals by 2025 also include: aggregating batteries, motors, electronic control "big three electricity" and electric air conditioning, electric steering, electric braking "small three electric" enterprises each 3-5; the annual production capacity of power batteries reaches 8 billion watt hours, the annual production capacity of motors and electronic controls reaches 1 million sets, and the localization matching rate of large and small three electric systems exceeds 50%; the value of automotive electronics and automotive software accounts for 40% of the value of the whole vehicle.

In terms of application ecology, Chongqing plans to build 230,000 charging piles, including 30,000 public charging piles, a vehicle-to-pile ratio of 4:1, a private charging pile of 200,000, and a vehicle-to-pile ratio of 2:1; more than 200 power stations have been built, forming a service capacity of 20,000 power-changing models; 10 hydrogen refueling stations have been built; more than 500,000 new energy vehicles have been promoted in total (including 5,000 hydrogen fuel cell vehicles), and the local new energy vehicle market penetration rate will exceed 40% by the end of 2025. The length of the new vehicle-road collaborative road exceeds 1,000 kilometers, and the construction of more than 500 kilometers of smart highways is started.

In order to achieve the above goals, Chongqing will promote the vehicle to move towards high-end and batch, accelerate the launch and volume of high-end intelligent new energy vehicle brands such as Changan Avita and Jinkang Cyris Aotu, and promote Geely's high-end new energy vehicle projects to be completed and put into operation as soon as possible.

In order to actively embrace the rapid development trend of the global intelligent new energy automobile industry, accelerate the construction of a sound intelligent new energy automobile industry ecology, and promote the transformation and upgrading of the city's automobile industry and high-quality development, this action plan is specially formulated.

First, the work objectives

By 2025, we will build an important national intelligent new energy vehicle and core components production base, build a national-level vehicle networking pilot zone, a power exchange model demonstration city, and a hydrogen fuel cell vehicle demonstration city, and the level and scale of the development of the intelligent new energy vehicle industry will enter the first square in the country.

(1) The whole vehicle. Support the accelerated development of automobile enterprises, and the output of intelligent new energy vehicles has reached more than 1 million units, accounting for more than 40% of automobile production.

(2) Industrial ecology. Support the core supporting enterprises to accelerate the development, gather batteries, motors, electronic control "big three electricity" and electric air conditioning, electric steering, electric brake "small three electricity" enterprises each 3-5; the annual production capacity of power batteries reached 8 billion watt hours, the annual production capacity of motors and electronic controls reached 1 million sets, and the localization matching rate of large and small three electric systems exceeded 50%; the value of automotive electronics and automotive software accounted for 40% of the value of the whole vehicle.

2. Key tasks

(1) Accelerate the scale of growth and promote the development of high-end vehicles in batches.

The second is to expand the scale of production and sales of new energy vehicles. Promote Changan Automobile, Dongfeng Xiaokang, etc. to accelerate the transformation of new energy, increase R&D investment, create a new new energy vehicle platform, accelerate the launch of new products such as economic new energy vehicles and urban short-distance new energy vehicles, increase market expansion, continue to expand the production and sales of new energy vehicles, and increase the proportion of new energy vehicle products as soon as possible.

The third is to accelerate the development of characteristic advantageous products. Promote SAIC Hongyan to accelerate the development of intelligent new energy heavy trucks. Support Qingling Group to accelerate the development of hydrogen fuel commercial vehicles. Support Ruichi Automobile and Brilliance Xinyuan to consolidate and expand the advantages of the electric urban logistics vehicle market. Support CRRC Hengtong new energy bus to put into operation as soon as possible. Support Great Wall Motors, SAIC-GM-Wuling, etc. to put into production of new energy vehicles in our city.

(2) Focus on supplementing the chain and strengthening the chain, and consolidate the industrial ecological foundation.

The first is to create an intelligent industrial development ecology. Relying on Xiantao Data Valley and other parks, Yubei District, Liangjiang New Area and other key districts and counties, the formation of software, hardware to the whole vehicle, from small integration, large integration to central control, from research and development, manufacturing to inspection and testing of the whole process, all elements of the ecology, to create software development, hardware manufacturing to system integration of the development of intelligent development of ecological community and automotive electronics, software professional park. Support Changan Automobile and other vehicle companies to deepen cooperation with electronics companies such as China Resources Microelectronics and Wanguo Semiconductor, plan to introduce automotive chip companies such as Bosch and Infineon, and strive to accelerate the real estate process of automotive chips such as functional chips and power management chips. Support Zhongke Chuangda, Beidou Zhilian, Faurecia and other enterprises to accelerate the research and development of advanced automotive electronic products such as intelligent cockpits and intelligent terminal systems. The second is to create an industrial new energy development ecology. Promote the construction of bydir battery phase II, Rongsheng Mengguli, Ganfeng lithium battery, Qingling Bosch hydrogen fuel cell engine, Guohong Hydrogen Energy Technology Industrial Park and other projects to accelerate construction. Support Changan seven-in-one super electric drive, Jinkang Huawei three-in-one electric drive, Qingling Bosch electric drive bridge and other leading technology parts to enlarge. Aiming at well-known enterprises such as Ningde Times and Shanghai Electric Drive, we will continue to introduce core supporting projects for new energy vehicles such as batteries, motors, and electronic controls, accelerate the gathering of supporting enterprises such as battery positive and negative electrode materials, separators, and catalysts, and create an important domestic new energy vehicle parts technology research and development and manufacturing base.

The third is to implement the reengineering project of the traditional parts system. Consolidate and enhance the advantages of the city's sound supporting system, strengthen the directional guidance and support for the transformation and development of traditional parts, select a number of basic and conditional fuel vehicle parts enterprises to transform and produce intelligent new energy vehicle supporting products, and consolidate the incremental supporting foundation. Encourage vehicle enterprises to strengthen local zero-zero coordination, and actively cultivate the development and growth of new energy core components such as Longrun's electric steering, Chaoli Hi-Tech's electric air conditioners, and mainland electric brakes. (3) Build demonstration cities and accelerate the construction and improvement of application ecology.

The first is to accelerate the construction of a national-level vehicle networking pilot zone. Accelerate the promotion of the full coverage of the Internet of Vehicles in Liangjiang New Area, realize the city-level large-scale application of the Internet of Vehicles as soon as possible, strive to build the "Chengdu-Chongqing Zhixing Corridor", promote the demonstration operation of autonomous logistics vehicles in the bonded port area, and accelerate the implementation of a number of special projects such as demonstration operations in specific areas such as sprinkler trucks and sweepers.

The second is to accelerate the construction of a national electric vehicle power exchange model demonstration city. Focusing on Liangjiang New Area, Jiangbei District and other districts and counties, we will increase the promotion and application of taxis, official vehicles, online ride-hailing vehicles, logistics vehicles and other operational vehicles, and continue to guide the increase in the scale of use in the private sector.

The third is to accelerate the creation of a national hydrogen fuel cell vehicle demonstration city. Taking urban logistics, buses, municipal sanitation vehicles, etc. as breakthroughs, accelerate the promotion and application of hydrogen fuel cell vehicles, actively explore commercial operation models, strengthen linkage and co-construction with Sichuan Province, and create and upgrade the "Chengdu-Chongqing Hydrogen Corridor".

(4) Strengthen independent innovation and promote core technology research.

The first is to enhance the research and development strength of enterprises. Support local R&D institutions such as Changan Automobile Global R&D Center and Mainland Western R&D Center to enhance independent R&D capabilities, promote the construction of major R&D projects such as Xiaokang Group Automotive Research Institute, BYD Power Battery Global R&D Center, and Qingling New Energy Intelligent Network R&D Center, support industry enterprises to establish and improve independent R&D and innovation capabilities, and vigorously introduce well-known R&D institutions at home and abroad to set up R&D bases in Chongqing.

The second is to accelerate breakthroughs in key technologies. Give play to the leading role of leading enterprises, actively integrate into the national "card attack project" with organizational methods such as "unveiling the commander-in-chief", and strive to break through the bottleneck of "card neck". Concentrate superior resources to accelerate the research and development of core technologies and products such as efficient and deeply integrated hybrid (extended range) systems, high-specific solid-state batteries, and automotive remote upgrades (OTAs), and realize the introduction, breakthrough and industrialization of core technologies in key areas and key links of the automotive industry.

Accelerate the construction of an innovation system with enterprises as the mainstay, market as the guide, and government, industry, academia, research and application as the main body, and promote innovation in technology, management, system and model. Actively create national and municipal enterprise innovation centers, industrial design centers, key laboratories and other research and development institutions, and strive to create a platform for the transformation of scientific and technological achievements.

(5) Improve infrastructure and accelerate the optimization of the use environment.

First, continue to improve the construction of charging infrastructure. Encourage charging infrastructure construction and operation enterprises such as the State Grid, Special Call, and Star Charging to continue to deepen the Chongqing market, realize the scale, intensification and standardization of charging infrastructure construction and operation, and form a charging service network that is "moderately advanced, reasonable layout, intelligent and efficient".

The second is to accelerate the construction of an advanced domestic power exchange network. Encourage Aodong New Energy, Easy New Energy and other power exchange infrastructure construction and operation enterprises to accelerate the layout of power station replacement, encourage vehicle enterprises to produce power exchange models, steadily promote the standardization and sharing of power exchange, continue to deepen business model innovation, and accelerate the formation of a power exchange network that matches the promotion and application of power exchange vehicles, is moderately advanced, and has full coverage of districts and counties.

The third is the scientific and rational layout of hydrogen refueling stations. Support Liangjiang New Area, Jiulongpo District and other districts and counties, as well as PetroChina Chongqing Company, Sinopec Chongqing Company, Heavy Combustion Group, etc. to use the existing network of refueling and refueling stations to renovate and expand hydrogen refueling facilities, and build hydrogen refueling stations in important lines and node layouts in demonstration areas such as parks, highways, and ports, so as to enhance the support capacity for the demonstration operation of hydrogen fuel vehicles.

3. Safeguard Measures

(1) Strengthen overall planning and coordination. Relying on the Chongqing New Energy and Intelligent Connected Vehicle Industry Development Joint Conference System, normalizing research and overall planning of major matters, promoting the formation of joint efforts by district and county governments and municipal departments, taking the initiative and actively taking the initiative to implement policies such as staggered peak passage, parking fee reduction, charging and replacement preferential treatment during peak hours in the central urban area, creating an excellent industrial development foundation, creating a good environment for the promotion and application of intelligent new energy vehicles, and forming a national intelligent new energy vehicle industry development highland.
