On January 1, 2022, while major domestic new energy vehicle companies have released sales in December 2021 and sales in 2021, four ministries and commissions, including the Ministry of Finance, the Ministry of Industry and Information Technology, the Ministry of Science and Technology and the Development and Reform Commission, also jointly issued the "Notice of the Development and Reform Commission of the Ministry of Finance on the Financial Subsidy Policy for the Promotion and Application of New Energy Vehicles in 2022" (hereinafter referred to as the "2022 Policy Notice"), which clarified the upper limit of the annual subsidy scale of about 2 million vehicles in principle. To smooth the intensity and rhythm of subsidy decline, the subsidy standards for 2020-2022 will be reduced by 10%, 20% and 30% respectively on the basis of the previous year (see the annex for the 2020 subsidy standard), that is, the subsidy standard for new energy vehicles in 2022 is 30% on the basis of 2021.

According to the notification content:

In 2021, pure trams with a range of 300km-400km can enjoy 13,000 subsidies, and in 2022, the slope will be reduced by 30%, that is, a reduction of 3900 yuan subsidies;

In 2021, pure trams with a battery life greater than 400km and priced at less than 300,000 yuan can enjoy 18,000 subsidies, and in 2022, they will decline by 30%, reducing the subsidy by 5,400 yuan;

Hybrid models with pure electric endurance NEDC working conditions greater than 50km, or WLTC working conditions greater than or equal to 43km, and the price is less than 300,000 yuan, enjoy 6800 yuan subsidy in 2021, and after 30% decline in 2022, reduce the subsidy by 2040 yuan.

The 2022 policy notice specifically mentions a point, that is, "comprehensive technological progress, scale effects and other factors, the implementation period of the financial subsidy policy for the promotion and application of new energy vehicles will be extended to the end of 2022". Therefore, the national supplement policy in 2022 will continue for one year to help new energy brands overcome comprehensive factors such as chip shortage and rising prices of battery raw materials. However, new energy vehicles licensed after December 31, 2022 will not be able to enjoy the subsidy policy. At the same time, we will continue to increase the intensity of auditing and do a good job in the liquidation and finishing of the promotion vehicles in previous years.

In addition, in addition to 2022, the subsidy standard for new energy vehicles will be reduced by 30% on the basis of 2021; the subsidy standard will be reduced by 20% on the basis of 2021 for urban buses, road passenger transport, rental (including online car-hailing), sanitation, urban logistics and distribution, postal express, civil aviation airports and new energy vehicles in the field of party and government organs.

Cui Dongshu, Secretary General of the Association, said: "In principle, the policy for 2022 will maintain the overall stability of technical indicators. The details of this policy have not been adjusted at all, which is the overall stability of the expectations and is very conducive to the strong increase of low-end models. ”

However, due to the clear slope of the new energy country in 2022, the subsidies enjoyed by new energy vehicle companies have been reduced. This part of the cost will inevitably pass on to consumers. Therefore, since the end of last year, the major new energy brands have been desperately trying to hit consumers with the "preventive shot" that is about to increase prices, and on the other hand, they have continuously conveyed the signal of "wanting to buy quickly".

The first is Nio Cars. On December 31, NIO officially released the 2022 car purchase subsidy plan: users who paid a deposit to purchase ES8, ES6 and EC6 before December 31, 2021 (inclusive) and successfully picked up their cars before March 31, 2022, can still enjoy subsidies in accordance with the 2021 national subsidy standards, and the difference will be borne by NIO.

Xiaopeng Automobile has also adopted a time-limited insurance strategy similar to THATOs: users who pay a deposit from January 1 to 10, 2022 can enjoy the same subsidy policy as in 2021, and the difference in subsidies between 2022 and 2021 is borne by Xiaopeng Motors.

Among the three new forces of Wei Xiaoli's head, Xiaopeng Automobile's profit is the lowest. The three models on sale cover the price range of 150,000-400,000, and the gross profit margin has been lower than that of NIO and Ideal. If calculated according to the difference in the national subsidy slope, every car sold by Xiaopeng Automobile before January 10 will lose another 4300-5900 yuan on the previous basis.

Of course, not all car companies will choose to bear subsidies for users. Nowadays, the sales of new energy models are high, models are often in short supply, and many OEMs have quickly adjusted their posture and begun to change from the original "flattering type" to normal market-oriented operation.

Take the ideal car, for example. At present, the ideal car is one of the few car companies in the new car-making force, and there is no opinion or measure on the decline of new energy subsidies, because the current ideal ONE does not enjoy any subsidies, and there is no decline at all. In addition, Ideal Auto also canceled the rights and interests of the first owner of the "three electric and extended range system lifetime warranty", which made many potential consumers with purchase intentions talk about it.

Tesla has raised the price, and the rear-wheel drive versions of the Model 3 and Model Y models have been raised by 10,000 yuan and 21,000 yuan respectively. And Tesla China has confirmed that the price increase is related to the decline in subsidies for new energy vehicles.

Faw-Volkswagen officials released the "Countdown to Subsidy Decline" in advance in December last year to remind car owners to buy a car as soon as possible. At the same time as releasing the news of the limited-time subsidy at the end of the year, it also announced the information that the price of its models will increase from January 1, 2022: ID.6 CROZZ and ID.4 CROZZ, two pure electric models, will rise by 5400 yuan as a whole. After adjustment, the STARTING price of ID.6 CROZZ is 242,200 yuan, and the starting price of ID.4 CROZZ is 205,300 yuan.

In addition, GAC Aegean sales staff also said in December last year that from January 2022, Eian LX will increase its price by 4,000 yuan, starting at 230,000 yuan.

Nezha Automobile and Feifan Automobile have also said that they will adjust prices after January 1.

In short, the price increase of new energy vehicles has become the trend of the times.

Of course, many car executives have issued a message of vehicle price increase in November last year, and said that the reason for the price increase is that on the one hand, because of the subsidy decline in 2022, on the other hand, the continuous pressure of raw materials, battery price increases and chip supply tension in the upstream of the battery has been transmitted to the whole vehicle.

Previously, power battery manufacturers such as Fu Neng Technology and Guoxuan Hi-Tech have clearly stated in an interview with the media that "due to the continuous price increase of upstream materials, they are already discussing price increases with car companies." This may mean that the cost of consumers buying new energy vehicles will become higher and higher in 2022.

However, Cui Dongshu, secretary general of the Association, believes that the subsidy policy for new energy vehicles in 2022 is a huge positive. Because according to the newly released policy, the framework and threshold requirements of the current purchase subsidy technical indicator system will be maintained unchanged in 2022, and the subsidy scale will be relaxed from the upper limit of the original expected subsidy scale of 2 million units, and the subsidy will be realized throughout 2022. With the significant increase in the scale of new energy vehicles, the cost reduction capacity driven by the significant increase in the scale of new energy vehicles has been strong, so the increase in new energy vehicles at the end of 2022 is very strong. Because the subsidy standard remains unchanged and the battery technology is improving, it is the policy that mainly promotes the substantial growth of the scale of new energy vehicles, reflecting the policy's strong support for the transformation of the traditional car industry, which is a strong support for the new energy policy that exceeds expectations. ”

He expects that the sales of new energy passenger cars in 2022 were expected to be 4.8 million units, and now it should be adjusted to more than 5.5 million units, and the penetration rate of new energy passenger cars will reach about 25%. New energy vehicles are expected to exceed 6 million units, and the penetration rate of new energy vehicles is about 22%. With the significant increase in domestic consumers' recognition of the new energy market and the stability of policy subsidies, it is bound to promote the surge in China's total sales of new energy vehicles in 2022 and continue to maintain the leading position of more than 50% of the world's super share.
