On December 16, 1931, Zang Shiyi sent a telegram to the three eastern provinces and became the governor of the pseudo-Fengtian Province, completely embarking on the road of betraying the country and seeking glory. The Japanese were overjoyed and praised him as "the pillar of talent who wrote the first page of Manchukuo's history."

In 1934, Zang Shiyi went to Japan again and was received by Emperor Hirohito of Japan. Feeling "supreme glory", Zang Shiyi gave speeches all over Japan, thanking Emperor Hirohito for "helping to establish Manchukuo", and the traitors' faces were unmistakable.
