2021 is a landmark year in the history of the party and the country. The number of criminal cases filed in the province has dropped for 6 consecutive years, the lowest in the past 11 years, the number of "two robberies and one theft" cases is the lowest in 20 years, the number of homicides has reached a record low, the high incidence of telecommunications network fraud has been effectively curbed, and the satisfaction of the masses in anti-narcotics work ranks first in the country.

This year, we have the overall situation in mind, bravely shoulder heavy burdens, and actively serve the development of the province. We firmly grasp the principle that the construction of the free trade port can only be "opened up" in order to "manage", improve the major risk prevention and control mechanism, strengthen the comprehensive management of anti-smuggling, guard the position along the coastline, and severely crack down on the smuggling of tax-free "set purchases" on outlying islands. We have served the construction of a first-class business environment in the forefront, intensively introduced measures to facilitate the people and benefit enterprises, public security government services "one door through the office", "one network communication office", "provincial general office", "inter-provincial general office", and the service mechanism of key enterprises in key parks has made the people have a better experience in doing things.

This year, we have kept up with the times, abided by the integrity and innovation, and accelerated the pace of reform of the police mechanism. Based on actual combat and new strains, we firmly take the road of reforming and strengthening the police and invigorating the police through science and technology. Complete the preparation of the "14th Five-Year Plan" for the development of Public Security in Hainan, the efficient implementation of the integrated actual combat mechanism of "intelligence command and service public opinion", the integrated and bundled operations, deterrent policing, and the intelligent application of big data, providing strong support for epidemic prevention and control, investigation and handling, crime fighting, and security and stability maintenance.

This year, we pursued fairness and justice, and the quality of law enforcement work was greatly improved. We adhere to the lifeline of fairness and justice law enforcement work, continue to deepen the reform of the law enforcement power supervision and restraint mechanism and the law enforcement responsibility system, resolutely rectify the outstanding problems of law enforcement such as cases not being filed, not investigating cases, and downgrading, and open the 96116 law enforcement supervision hotline to truly respond to the people's new expectations for the construction of rule of law public security with practical actions.

This year, we have consolidated our foundation and cultivated the yuan, carried forward healthy trends, and achieved the most obvious results in managing the party and the police.
