Yichexun recently learned from the Shanghai Municipal Road Transport Administration that it and the public security traffic police department jointly revised the city's engineering construction code "Construction Engineering Traffic Design and Parking Garage (Field) Setting Standards" (hereinafter referred to as the "Standard"), which will be officially promulgated and implemented on New Year's Day in 2022.

The "Standard" stipulates that the indicator of parking spaces for commercial housing construction should be adjusted to the standard of no less than 1 household and 1 person; the parking garage (field) of hospital buildings should set up a special parking area for reserved vehicles for foreign medical vehicles, and the proportion of parking spaces should not be less than 50% of the total number of newly built parking spaces; encourage the use of underground space to build motor vehicle parking facilities to alleviate the parking difficulties of parents temporarily picking up their children to and from school.

According to the relevant planning, the revised "Standards" further subdivide the types of buildings, dividing the residential types into commercial housing, relocation and resettlement housing, self-sustaining rental housing, etc.; adjusting the indicators of parking spaces for commercial housing allocation to no less than 1 household and 1 person, and appropriately adjusting the parking space indicators for the construction of class I and Class II regional co-ownership guarantee housing (affordable housing); supplementing the allocation parking space indicators for farmers' relatively concentrated residential housing.

The "Standard" further optimizes the standard, moderately improves the parking space indicators of comprehensive hospitals and community service centers; requires optimization of the internal traffic design of the hospital, and the secondary and above general hospitals and specialized hospitals should set up temporary vehicle pick-up and drop-off areas inside the base; hospital buildings should reserve parking reservations or priority access channels for foreign medical vehicles when setting up motor vehicle entrances and exits; it is advisable to increase the building setback distance along the red line of the road on the side of the main entrance and exit, and add a lane; supplement the hospital parking space reservation requirements. The parking garage (field) equipped with the hospital building shall set up a special parking area for the reserved vehicles for foreign medical vehicles, and the proportion of parking spaces covered should not be less than 50% of the total number of newly built parking spaces.

In addition, the revised "Standard" adds the requirement that "educational facilities should be equipped with underground parking garages, and middle and primary schools and kindergartens should be equipped with parking spaces according to no less than 50% of the number of teaching staff"; it is clear that it is clear that it is appropriate to delineate temporary parking areas mainly for the peak hours of picking up and dropping off students in combination with the red line space of the school wall, so as to alleviate the parking difficulties of temporary pick-up and drop-off; encourage the use of underground space to build parking facilities for motor vehicles, as well as temporary pick-up parking spaces for parents and waiting spaces for students.
