Yang Deliang (1902-1975), Hui, a native of Zhaotong, Yunnan. In November 1937, he became a major general in the army; a few years later, he was promoted to lieutenant general and served as the commander of the Kuomintang 17th Army.

After the Lugou Bridge incident, the three towns in Wuhan were lost, and the anti-Japanese rescue groups, progressive people, and patriotic youth in the occupied areas went into exile in the rear areas of Lanzhou to publicize the anti-Japanese resistance and seek work. Under the political situation of cooperation between the Kuomintang and the Communist Party of China at that time, he conformed to the trend of resistance against Japan, united the upper echelons of people from all walks of life in Lanzhou City, organized the establishment of the "Muslim Salvation Promotion Association" in Lanzhou City, participated in the anti-Japanese propaganda, and mobilized the masses to participate in the War of Resistance. During this period, Yang Deliang's other actions also won the hearts of the people.

In the summer of 1938, Xi'an set up the Seventh Branch of the Central Officers School, and set up the Third Corps of the Fifteenth Phase of the Officer School in Lanzhou, with Yang Deliang concurrently serving as the commander-in-chief, and in the spring of 1939, he recruited the cadets of the Sixteenth Military Academy, and Yang Deliang made contributions to the training of junior officers; in the spring of 1938, the Japanese invaders sent spies to Ejin Banner, colluded with The Mengwang Tawang Gabu, built an airfield, in a vain attempt to invade the Hexi Corridor, cut off the Lanxin Highway, and shake the rear area of the War of Resistance. At this time, Ning (Xia) Qing (Hai) Erma held a wait-and-see attitude, and Yang Deliang sent troops to Ejin Naqi to arrest all the Japanese spies and patiently do the ideological work of Tawang Gabu, the king of Eqi Meng, so that he would admit his guilt and repent, and said that he would no longer engage in the activities of national separatism, betrayal of the motherland, and betray of territory.

From February 1938 to the end of 1939, the Japanese invaders dispatched aircraft to carry out air raids on Lanzhou and Ningxia Zhongwei County, Yang Deliang served as the full-time deputy commander of air defense, the air defense measures were effective, and the Soviet Air Force that supported the Chinese War of Resistance cooperated tacitly.

Yang Deliang, a high-Chinese, graduated from the third phase of the Whampoa Military Academy, "when he was young, he developed the habit of being industrious and simple, talking rigorously, behaving demurely, that is, having the courage of a soldier, and having the demeanor of a Confucian general, and worshipping Chinese feudal theory and philosophy... Good language skills,...... Strict with himself, he has not seen him smoke and drink alcohol for fifteen years, and he has no vice of prostitution and gambling. This was indeed the only one among the generals of the southern subordinate of huzong of the Kuomintang at that time. He was also a devout Muslim, stationed and marching, and on the way he would pray to the mosque and go to the mosque every Friday to do the "main hemp". "He attached great importance to education, built a school, donated 500 yuan to run a Muslim school in Lanzhou, and a middle school in Pingliang with the surplus funds of the military department."

During his garrison in Lanzhou, Yang Deliang worked diligently, exercised strict self-discipline, clearly rewarded and punished his subordinates, had good military style and discipline, had relatively stable social order, and had harmonious military-civilian relations. It was precisely in this background situation that Yang Deliang became the key target of the upper-level united front work carried out by the underground party in Lanzhou, and Yang Xizhen and another underground party member, Wu Hongbin, went to Yang Deliang's division headquarters many times to contact them in connection with the anti-Japanese propaganda activities, and they had a greater understanding of each other.
