On December 28, the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Science and Technology and other 15 departments officially issued the "14th Five-Year" Robot Industry Development Plan (hereinafter referred to as the "Planning").

The "Planning" proposes that during the "Fourteenth Five-Year Plan" period, a number of robot core technologies and high-end products will be promoted to make breakthroughs, the comprehensive indicators of the whole machine will reach the international advanced level, the performance and reliability of key components will reach the international level of similar products; the average annual growth rate of the robot industry operating income will exceed 20%; a group of internationally competitive leading enterprises and a large number of specialized and specialized new "small giant" enterprises with strong innovation ability and good growth will be formed, and 3 to 5 industrial clusters with international influence will be built; and the density of manufacturing robots will be doubled.

During the "13th Five-Year Plan" period, robot production tripled in five years

At the press conference held by the Ministry of Industry and Information Technology, Wang Weiming, director of the First Department of Equipment Industry of the Ministry of Industry and Information Technology, introduced that during the "Thirteenth Five-Year Plan" period, the good momentum of the development of China's robot industry is reflected in the following three aspects.

The first is to achieve breakthroughs in scale, technology and products. From the perspective of scale, from 2016 to 2020, the scale of China's robot industry has grown rapidly, with an average annual compound growth rate of about 15%, of which the output of industrial robots has increased from 72,000 sets to 212,000 sets, an average annual growth rate of 31%. From the perspective of technology and products, key technologies and components such as precision reducers, high-performance servo drive systems, intelligent controllers, and intelligent integrated joints have accelerated breakthroughs, innovative achievements have emerged, the performance of the whole machine has been greatly improved, the functions have become more and more abundant, and the product quality has been increasingly optimized.

Second, the level of application has been greatly improved. China has become the world's largest consumer of industrial robots for eight consecutive years, and the density of manufacturing robots will reach 246 units per 10,000 people in 2020, which is nearly 2 times the global average. The application field of industrial robots has covered 52 industry categories and 143 industry categories such as automotive, electronics, metallurgy, light industry, petrochemical, medicine, etc. Service robots and special robots have achieved large-scale applications in warehousing and logistics, education and entertainment, cleaning services, security inspection, medical rehabilitation and other fields.

Third, the industrial chain is basically complete. China's robot industry has basically formed a whole industrial chain system from parts to the whole machine to the integrated application, the core technology and key components innovation are promoted in an orderly manner, the research and development and mass manufacturing capabilities of the whole machine are continuously enhanced, and the adaptability and coordinated development of the industrial chain continue to improve.

However, Wang Weiming also admitted that compared with the world's advanced level, there is still a certain gap in China's robot industry, such as insufficient technology accumulation, lack of original research, theoretical research, and forward design capabilities; weak industrial foundation, quality stability and reliability of key components that cannot meet the needs of high-performance machines; lack of supply of high-performance machine products such as high-speed, high-precision, and heavy-duty.

The supply and demand sides of the "two-way force" to promote product innovation and application

"Achieving the development goals of the '14th Five-Year Plan' cannot be achieved overnight, and it also requires the joint efforts of all sectors of society to 'two-way force' from both sides of supply and demand," said Wang Hong, deputy director of the First Department of Equipment Industry of the Ministry of Industry and Information Technology.

First, focus on consolidating the industrial foundation, strengthen the key core technology of robots, make up for the shortcomings of special materials, core components, processing technology, etc., strengthen the construction of standard systems, and improve testing and certification capabilities;

The second is to focus on enhancing product supply, facing the needs of key industries, gathering superior resources, promoting the development of high-end robot products, expanding robot product series and types, and improving performance, quality and safety;

The third is to focus on expanding market applications, implementing "robot +" application actions, organizing accurate docking of production and demand, promoting the development of typical application scenarios of robots, and accelerating the promotion of industrial, service, and special robots;

The fourth is to focus on optimizing the industrial ecology, supporting the collaborative innovation of the upstream, middle and downstream of the robot industry chain, the financing and development of large and medium-sized enterprises, deepening international exchanges and cooperation, and accelerating the cultivation of advantageous industrial clusters.

Since the "Thirteenth Five-Year Plan", although the development momentum of the robot industry is rapid, in the fields of complete machines, parts and components and system integration, a large number of "specialized and specialized" enterprises have emerged, but overall, the robot industry "small, scattered, weak" and other problems still exist, the level of modernization of the industrial chain is still not high, and the industrial organizational structure needs to be optimized.

In this regard, Wang Hong said that during the "Fourteenth Five-Year Plan" period, efforts will be made to further optimize the organizational structure of the robot industry from three aspects: cultivating and expanding high-quality enterprises, promoting strong chains and stabilizing chains, and creating advantageous characteristic clusters.

In which areas is there much to offer for innovation in robotics products? Song Xiaogang, executive director and secretary general of the China Robot Industry Alliance, said that during the "14th Five-Year Plan" period, we will focus on promoting the innovation and application of key products of industrial robots, service robots and special robots, and promote the high-end and intelligent development of products.

In addition, in order to strengthen the implementation, the "Plan" also proposes specific policy measures from five aspects, such as strengthening overall planning and coordination, increasing fiscal and taxation financial support, creating a good market environment, improving the talent guarantee system, and deepening international exchanges and cooperation.
