However, in the Shu Kingdom, except for Zhuge Liang, the Five Tiger Generals, and a few other people, there were no other surplus talents.

The biggest objective factor in this situation is that the Shu state is small in territory and remote in the southwest. Talent is a central region that likes to flow to wealth and power. Therefore, few talents were willing to turn to the Shu state.
When Liu Bei was founded, the talents of the Shu State were mainly divided into two parts, one part of which was that the talents followed Liu Bei and entered the Shu land from Jingzhou. After Liu Bei's death, Zhuge Liang went out of Qishan to attack Cao Wei, which not only consumed manpower, material and financial resources, but also did not benefit much, but also damaged many generals.
The Shu emperor Ah Dou was dimwitted and incompetent, not good at promoting or selecting the talents of Shu Han, Zhuge Liang monopolized power, and Zhuge Liang could be said to be a must-do thing.
