Create a "three-life" integration benchmarking park

At present, the sub-bureau of Sanshui Natural Resources Bureau is focusing on the overall planning and preparation of the new industrial park of the Northern War of Buddhism. Cai Zhenhong said that since last year, the Sanshui Natural Resources Bureau has actively promoted the preparation of special research on the land spatial planning of the Sanshui District and compiled the "Sanshui District Land and Spatial Master Plan (2020-2035)". Next, when compiling the planning of the new industrial park of the Northern War of Buddhism, the connection between the two major plans will be promoted from the aspects of industry, infrastructure, and "three-life integration", and the connection with the land spatial planning will be done.

The Sanshui Natural Resources Sub-Bureau will give play to the basic role of land spatial planning, comprehensively consider the natural geographical pattern, resource carrying capacity and adaptability of land development, as well as basic conditions such as industry and transportation, and further optimize the scope of the new industrial park in northern Sichuan in accordance with the requirements of intensive, moderate, and relatively concentrated contiguous pieces. At the same time, scientifically and rationally delineate the start-up area and the industrial expansion area, and guide the high-quality element resources to be prioritized to the start-up area and the industrial expansion area through planning, coordination and integration optimization.

Based on the industrial development foundation and regional functional positioning, the current Sanshui District planning selects the Yundonghai Biological Port in Fogao District as the starting area of the Fobei War New Industrial Park, and also selects the Shuidu Industrial Park, the Datong Lake Industrial Park in Fogao District, and the B Area of Datang Industrial Park as the core area of the industry. As priority areas for construction in the near future, these four parks will focus on the development of strategic emerging industries such as biomedicine, new materials, new energy, new generation information technology, and high-end equipment manufacturing, and promote the formation of an advanced manufacturing space layout with complementary advantages and high-quality development.

"Next, we will combine the delineation of the 'three districts and three lines' of the overall land and spatial plan, further optimize the scope of the industrial park, coordinate the functional layout and land use requirements of each park, and form a 'one map' of land use in the new industrial park of the Northern War of The Buddha." Next, the bureau will do a good job in adjusting the scale of land, etc., and build the new industrial park of Fobei Zhan into a large-scale industrial agglomeration area.

The new industrial park of The Northern War of Buddhism spans the South China Sea and the three waters, and in terms of infrastructure, it is necessary to build smooth above-ground and underground passages, and at the same time reserve reasonable development space. On the one hand, scientifically and rationally lay out the underground comprehensive pipe corridor, improve the scientific, integrated and systematic infrastructure construction of the park, forward-looking layout of the industrial park information infrastructure, and focus on the construction of smart parks; on the other hand, promote the planning and construction of expressways and public transportation facilities between various areas within the industrial park, and focus on planning and building modern transportation infrastructure projects such as highways, rail transit, ports and shipping that have an important supporting role in the development of the industrial park. At the same time, combined with the future development needs of the park, the linear infrastructure channels and spaces are scientifically and reasonably reserved when preparing the land spatial planning.

At the same time, it is necessary to promote the organic connection between industrial parks and urban infrastructure and public facilities, and incorporate public service facilities such as life, medical care, and education in the park and surrounding areas into the overall layout of land spatial planning, and improve infrastructure coordination and guarantee capabilities. Through the construction of neighborhood centers and the planning and construction of industrial groups, high-quality medical institutions, commercial complexes, and residential living areas are introduced, and community-based living facilities and high-quality educational resources are provided to create a high-quality living environment.
